AbstractThis article uses the concept of regulatory cultures to understand the (dis)embedding of "independent" water regulation in India. It analyzes the specific case of the Maharashtra Water Resources Regulatory Authority and explores how discourses and practices (1990–2015) shaped the regulatory development in the water sector. By documenting the practices of meaning‐making of "independent" regulation, the paper queries the process(es) of subnational regulatory diffusion and analyzes how water regulation is translated, negotiated, contested, and subverted as situated meanings evolve in the process. Taking an anthropological approach to studying the State and regulation, the article demonstrates how and why the State remains at the very center of the regulatory project in the water sector in India.

There is significant uncertainty in establishing the incidence, scale and pattern of change resulting from climatic events and environmental hazards. Scientific and policy attention has concentrated on how to manage – and particularly how to reduce – uncertainty. A range of approaches are used to characterise uncertainty in predictive models and a key challenge is how to communicate the meanings and consequences to those affected. While uncertainty can be seen as a limitation on the ability to forecast the future using scientific models, especially for those affected by climate events, these uncertainties provide a space to negotiate future changes. Taking the case of climate change in India, this chapter focuses on the practices of working with uncertainties: how they are negotiated, maintained and represented in forecasting models, through scenarios and projections, as well as their interactions with science and policy processes. We argue that epistemic uncertainty in relation to climate change provides an opportunity for embracing knowledge pluralism, and that more radical experiments in co-production are required to facilitate socially just pathways to transformative change.

Background: In the current scenario, the urbanization is happening at a faster pace and the economy is not able to match at par with urbanization, this In turn is causing problems of unavailability of safe and potable water along with proper sewage system, despecially in urban slums. As a result of the scenario many urban slums are still using poor quality pit latrines and even drawing water from nearby wells, water taps which are not complying with government norms. Space is also a big problem which is being faced by these slums, due to which there is a lack of enough spaces in the houses and nearby areas, therby causing overcrowding. Due to overcrowding, the space between houses, pit latrines, wells, taps and water bodies has decreased and thus the potential of contamination of water bodies by fecal microorganisms has increased drastically. Given the above knowledge, a study is much needed to estimate the presumptive and differential coliform count of water samples from the urban slum area in Lucknow. Subjects & Methods: A cross-sectional survey was conducted during the period of January to June 2019. Samples were collected from all the taps, hand pumps that were currently in use, along with potable water stored in households of Sarvodaya Nagar (an urban slum area), Lucknow and were processed in the Microbiology department of IIMS&R, Lucknow. Results: A total of 53(63%) samples were taken from Public supply, out of which 36(67. 9%) were found unsatisfactory and 17(32.0%) were intermediate, were found to be contaminated with Pseudomonas sp., E.coli, Thermotolerent E.coli, Klebsiella Spp. Citrobacter, Enterococcus and Pseudornonas Spp., E.coli, Thermotolerent E.coli, Klebsiella respectively. In the study more than half of the samples were taken from the Public water supply. Out of these about seventy percent were unsatisfactory and were found to be contaminated with Pseudomonas. Conclusion: The proper sanitation, regular treatment, supervision of water sources, arid regular bacteriological assessment of all water sources for drinking should be planned and conducted.

In this paper, we use a political ecology lens to look at how COVID-19 adds to a set of existing uncertainties and challenges faced by vulnerable people in the marginal environments of coastal India. Over the last few decades, local people have been systematically dispossessed from resource commons in the name of industrial, urban and infrastructure development or conservation efforts, leading to livelihood loss. We build on our current research in the TAPESTRY (https://tapestry-project.org/) project in coastal Kutch and Mumbai to demonstrate how the pandemic has laid bare structural inequalities and unequal access to public goods and natural resources. The impacts of COVID-19 have intersected with ongoing food, water and climate crises in these marginal environments, threatening already fragile livelihoods, and compounding uncertainties and vulnerabilities. Extreme weather events such as cyclones, droughts, heatwaves and floods in the last couple of decades have also compounded the problems faced in these regions, affecting seasonal migration patterns. We demonstrate how responses from "above" have been inadequate, failing to address problems, or arriving too late. Authoritarian leaders have used the pandemic to "other" and victimise certain groups and polarise society along religious lines. Lockdowns and covid restrictions have been used to surreptitiously complete environmentally destructive infrastructure projects, while avoiding resistance and opposition from affected local communities, who have also been subject to increased surveillance and restrictions on movement. While state responses have often been unpredictable and inadequate, there has been an outburst of local forms of mutual aid, solidarity, and civic action. There are also many examples of resilience at the local level, especially amongst communities that have largely relied on subsistence production. Despite the acute suffering, COVID-19 has also prompted civic groups, activists, and local communities to reflect on the possibilities for reimagining transformative pathways towards just and sustainable futures.

As calls for climate action gain momentum, governments and international organisations are committing to ambitious climate targets and scaling up their climate action. In this article, we argue that to address climate change, 'just' climate action is required which moves away from portraying local communities as 'victims' and/or 'beneficiaries' and focuses on investing in their social and material capabilities so that they determine their futures and pathways of change. Climate action will have little meaning or will produce counterproductive results unless it is mobilised to question deep-seated inequalities and unjust framings that feed into epistemic closures and foreclose possibilities of plural pathways towards radical social change. Drawing on our research with front-line communities in India, we emphasise the importance of processual aspects of addressing climate (in)justice. We underline why climate action must be steered from 'below' for transformative change, and why this requires attention to more 'vernacular' forms of action.
