While quality of life (QOL) is the result of satisfying human needs, our current provision strategies result in global environmental degradation. To ensure sustainable QOL, we need to understand the environmental impact of human needs satisfaction. In this paper we deconstruct QOL, and apply the fundamental human needs framework developed by Max-Neef et al to calculate the carbon and energy footprints of subsistence, protection, creation, freedom, leisure, identity, understanding and participation. We find that half of global carbon emissions are driven by subsistence and protection. A similar amount are due to freedom, identity, creation and leisure together, whereas understanding and participation jointly account for less than 4% of global emissions. We use 35 objective and subjective indicators to evaluate human needs satisfaction and their associated carbon footprints across nations. We find that the relationship between QOL and environmental impact is more complex than previously identified through aggregated or single indicators. Satisfying needs such as protection, identity and leisure is generally not correlated with their corresponding footprints. In contrast, the likelihood of satisfying needs for understanding, creation, participation and freedom, increases steeply when moving from low to moderate emissions, and then stagnates. Most objective indicators show a threshold trend with respect to footprints, but most subjective indicators show no relationship, except for freedom and creation. Our study signals the importance of considering both subjective and objective satisfaction to assess QOL-impact relationships at the needs level. In this way, resources could be strategically invested where they strongly relate to social outcomes, and spared where non-consumption satisfiers could be more effective. Through this approach, decoupling human needs satisfaction from environmental damage becomes more attainable.

Policy to reduce the European Union's (EU) carbon footprint needs to be grounded in an understanding of the structure and drivers of both the domestic and internationally traded components. Here we analyse consumption-based emission accounts (for the main greenhouse gases (GHGs)) for the EU, focusing on understanding sectoral contributions and what changes have been observed over the last two decades, including the role of trade. The EU28 has reduced its overall GHG footprint by 8\% over the two decades, mainly due to the use of more efficient technology, both at home and abroad. Emissions embodied in imports, which make up one-third of the EU28 GHG footprint, grew strongly until 2008 but have stabilized in volume since. Foreign production has been more emissions intensive than if goods were produced in the EU. However, the overall contribution of this effect is small, offset by much larger (global) technological improvements and growths in consumption. Hence the focus should now be on accounting and responsibility for enacting change, not the global impact of trade. Finally, the inclusion of non-CO2 GHGs in the analysis shows their importance in the traded element, particularly for the mining and agricultural sectors.Key policy insights The total EU carbon footprint has reduced since 2007, but at a slower rate than production-based emissions, and rarely faster than GDP growth.Consumption growth has had a much greater impact on the EU carbon footprint than the offshoring of production.Trade in both directions (imports and exports) is important for the manufacturing sector. The data does not support claims of wholesale 'de-industrialisation' but rather reflects increased trade intensity related to specialization.Several (but not all) of the major sources of net embodied imports are largely unavoidable consequences of European consumption because the primary production activities (e.g. mining and significant shares of agricultural) could not realistically occur within the EU.

In the context of the transformation toward a "green economy," issues related to natural resource use have rapidly increased in importance in European and international policy debates. The large number of studies applying economy-wide material flow analysis so far mostly produced aggregated national indicators, making the results difficult to connect to policies, which are often designed for single sectors or consumption areas. This paper provides a detailed assessment of the composition of EU's material footprint in its global context, aiming at identifying the main product groups contributing to overall material consumption and specifying the geographical sources for the raw materials required to satisfy EU's final demand. Based on multi-regional input-output (MRIO) modeling, we apply production layer decomposition to assess supply chains and their structural changes from 1995 to 2011. The global MRIO database used in this study is EXIOBASE 3, which disaggregates 200 products and 163 industries, of which 33 represent material extraction sectors. By that means, we increase the level of detail to a degree where policies can more easily connect to. We find that the generally growing material footprint of the EU was characterized by a dramatic shift regarding the origin of raw materials, with the share of materials extracted within the EU territory falling from 68 % in 1995 to 35 % in 2011. In 2011, raw materials extracted in China to produce exports to the EU already contributed an equal share to EU's material footprint as material extraction within the EU itself. Import dependency is most critical for the material group of metal ores, with only 13 % of all metals required as inputs to EU final demand stemming from within the EU. Regarding product composition, construction was confirmed as the most important sector contributing to the material footprint, followed by the group of manufacturing products based on biomass. Materials embodied in service sector activities together contributed a quarter to the total material footprint in 2011, making services an important, but currently disregarded area for European resource policies. We also find that supply chain structures became more complex over time, with a growing part located outside the EU territory.

While the EU Commission has encouraged Member States to combine national and international climate change mitigation measures with subnational environmental policies, there has been little harmonized effort towards the quantification of embodied greenhouse gas (GHG) emissions from household consumption across European regions. This study develops an inventory of carbon footprints associated with household consumption for 177 regions in 27 EU countries, thus, making a key contribution for the incorporation of consumption-based accounting into local decision-making. Footprint calculations are based on consumer expenditure surveys and environmental and trade detail from the EXIOBASE 2.3 multiregional input-output database describing the world economy in 2007 at the detail of 43 countries, 5 rest-of-the-world regions and 200 product sectors. Our analysis highlights the spatial heterogeneity of embodied GHG emissions within multiregional countries with subnational ranges varying widely between 0.6 and 6.5 tCO2e/cap. The significant differences in regional contribution in terms of total and per capita emissions suggest notable differences with regards to climate change responsibility. The study further provides a breakdown of regional emissions by consumption categories (e.g. housing, mobility, food). In addition, our region-level study evaluates driving forces of carbon footprints through a set of socio-economic, geographic and technical factors. Income is singled out as the most important driver for a region's carbon footprint, although its explanatory power varies significantly across consumption domains. Additional factors that stand out as important on the regional level include household size, urban-rural typology, level of education, expenditure patterns, temperature, resource availability and carbon intensity of the electricity mix.
