Circumstances of Formation and Functioning of Twenty-Five-Thousanders as a "Strike" Mobilization Group During the Famine-Genocide of Ukrainians in 1932–1933

The article analyzes the role and significance of rural activists in carrying out organizational and mass work on grain procurement during the Great Famine of 1932–1933 on the basis of materials of Collection No 1 "Central Committee of the Communist Party of Ukraine (CC CPU), Kyiv (1918–1991)" of the Central State Archives of Public Organizations of Ukraine.These archival materials contain information about the quantitative and qualitative composition of rural activists' groups, their selection, formation, and practical actions. Also, they disclose the ways used by the Soviet government to mobilize human resources for its own maximal benefit to implement grain procurement plans by creating the necessary resource base with centralized special supply for its leading district staff to strengthen the repressive apparatus of the designated local authorities. Working with the collective farms' activists, the party organization kept a wary eye on the implementation of the grain procurement plan, the involvement of villagers in outreach activities conducted by the party and the Soviet government, and ensuring the measures on implementation of the "correct" Bolshevist policy, their main task being the struggle with "kulaks" (higher-income farmers), "petliurivshchyna" (Petliura movement), and other counterrevolutionary elements that undermined the implementation of grain procurement plans.It is claimed that the appearance of rural activists – the army of executors and designated local authorities, carefully controlled by the prompt grain procurement management represented by the district party committees – led to terrible consequences. In fact, it was the terror that struck the "kulaks" who stood in the way of the "revolutionary expediency". Archival materials show that the top party leadership made much effort and spent a lot of resources to form the groups of active subordinates, carrying out constant purges of local "saboteurs" due to the awareness of the activists' role in the Famine-genocide. ; У статті проаналізовано роль і значення сільського активу у проведенні організаційно-масової роботи з хлібозаготівлі під час Голодомору-геноциду на основі матеріалів фонду № 1 «Центральний комітет Комуністичної партії України (ЦК КПУ), м. Київ (1918–1991)» Центрального державного архіву громадських об'єднань України.Виявлені архівні матеріали містять інформацію про кількісно-якісний склад сільського активу, його підбір, формування та практичні дії, про те, як радянська влада намагалася з максимальною користю для себе мобілізувати людський ресурс навколо виконання хлібозаготівельних планів, створюючи необхідну матеріальну базу з централізованим спецпостачанням для керівних районних кадрів задля зміцнення репресивного апарату уповноважених на місцях. Партійна організація, працюючи з колгоспним активом, звертала увагу на виконання плану хлібозаготівель, залучення активістів до роз'яснювальних заходів партії та радянської влади й забезпечення заходів із впровадження «правильної» більшовицької політики, де його основним завданням мала бути боротьба з «кулаком», «петлюрівщиною» та іншими так званими контрреволюційними елементами, які зривають виконання планів хлібозаготівель. Стверджується, що поява сільського активу, армії виконавців та уповноважених на місцях, за умови ретельного контролю та оперативного керівництва хлібозаготівлями з боку райпарткомів, призвела до жахливих наслідків, по суті, терору, який обрушився на «куркулів» – заможних, і не тільки, господарів, що стояли на заваді «революційній доцільності». Архівні матеріали свідчать, що вище партійне керівництво докладало чималих зусиль і залучало значні ресурси для формування підконтрольного йому активу, здійснюючи постійні чистки від «саботажників» на місцях, адже добре усвідомлювало його роль у вчиненні Голодомору-геноциду.

In the article, the political and ideological prerequisites for the formation of groups of activists in the 1920s, who were subsequently executors of the decisions of the Soviet-party nomenclature aimed at organizing and committing the Holodomor-genocide of Ukrainians in 1932–1933, are examined. It is proven that the activists did not appear spontaneously; this was a planned and prepared campaign of the Bolshevik authorities. This campaign was implemented along with authorities' strengthening and changing into the totalitarian form. The Bolsheviks were solving the "farmers' question" by the methods of social engineering, which included erasing the difference between land tenure and land use in the minds of the farmers, land deprivation as the instrument of class struggle aggravation, creating of the Bolshevik model of pauperization and crisis in farmers' community (in accordance with social and economical theory of Marxism), categorical rejection of Menshevik ideas of municipalization and creating of democratic state institutions, "chornyi peredel" (black repartition) as the instrument for "proletarization of farmers" (defarmerization), social differentiation of farmers or dividing them into the social groups as the element of implementation of "diverse-class policy in the villages", which finally won at the end of 1929, cultivation of poverty as the virtue of proletarian farmer, using of the term "kurkul" ("kulak") for ideological and manipulative aims such as to deprive the farmers of the land and profit, securing of the decision on forcedcollectivization-nationalization at the state level which needed the performers at the local level, and creating the dictatorship of proletariat bodies and "managed people's democracy" (village councils, class unions, committees of poor peasants, etc.), the members of which were the village activists. It is emphasized that as a result of "Bolshevik" agrarian sector modernization and "proletarianization" of people, a whole new social layer appeared – local activists as a resource and tool for the "dictatorship of the proletariat" and as builders of new state, who helped to subjugate and starve the Ukrainian people. ; У статті розглянуто політико-ідеологічні передумови формування груп активістів у 1920-х рр., які згодом були виконавцями рішень радянсько-партійної номенклатури, спрямованих на організацію та вчинення Голодомору-геноциду українців у 1932–1933 рр. Доведено, що поява сільськихактивістів була не стихійною, а спланованою та підготовленою акцією з боку більшовицької влади, яку втілювали паралельно зі зміцненням йутвердженням останньої у тоталітарній формі. Йдеться про розв'язання більшовиками "селянського питання", під час якого вони застосувалисоціальний інжиніринг, складовими якого були стирання у свідомості селян відмінності між землеволодінням й землекористуванням, відбирання земель як інструмент загострення класової боротьби, формування більшовицької моделі пауперизації та кризи у селянському соціумі, що відповідаєсоціально-економічній теорії марксизму, категоричне несприйняття меншовицьких ідей муніципалізації та створення демократичних державнихінституцій, "чорний переділ" як інструмент "пролетаризації селян" ("розселянення"), соціальна диференціація або поділ на прошарки самих селян як елемент впровадження "різнокласової політики на селі", яка остаточно перемогла наприкінці 1929 р., культивування бідності як чесноти селянина-пролетарія, використання поняття "куркуль" з ідеологічно-маніпулятивною метою – позбавлення селян-господарів землі та прибутку, закріплення на державному рівні рішення про примусову колективізацію-одержавлення, для якої потрібні були виконавці на місцях, створенняорганів диктатури пролетаріату та "керованої народної демократії" (сільські ради, класові спілки, комнезами тощо), до складу яких входили сільські активісти. Наголошено, що в результаті модернізації аграрного сектора "по-більшовицьки" і "пролетаризації" людей з'явився абсолютно новий прошарок – низові активісти як ресурс та інструмент "диктатури пролетаріату", як будівничі нової держави, що допомагали упокорювати та "виголоджувати" український народ.

The article attempts to generalize social and economic consequences of legitimation of the communist regime in Ukraine on the basis of analysis of historical and statistical data, and to confirm the fact of mass artificial famine in 1921–1923 and regular confiscation, export of grain and food products abroad from Ukraine. To ensure a comprehensive study of the main aspects of the research topic, we used historical, problem-chronological, historical-comparative, historical-psychological methods, as well as general scientific methods – systematization, analysis, generalization, modeling, etc. The new archival materials from the funds of State Archives of Zaporizhzhia Region were introduced into the scientific use that prove the facts of mass artificial famine of 1921–1923, as well as the materials from the State Archives of Khmelnytskyi Region that confirm the facts of regular and extra confiscations and export of grain, especially abroad. It is mentioned that after the legitimation of party and Soviet organizations in Ukrainian territories with the use of Cheka, the Bolsheviks conducted the policy of confiscations, product dictatorship, used already known and created new mechanisms of terror. In 1922, mass famine covered Zaporizhzhia province, and because of the lack of relief aid, people were physically exhausted, ate surrogates, died of starvation; there were cases of cannibalism. During 1922, the system of compulsory extra confiscations (of rye and wheat) for starving regions was introduced in the regions that suffered less, especially in Podillia province. Regular extra confiscations and export of grain from Podillia province had prolonged effects, which later led to the stagnation of agricultural sphere in the region, facts of starvation and hunger edema.
