L'étude IAASTD1 réalisée il y a 10 ans par plus de 300 chercheurs a mis en évidence la nécessité de changer de modèle agricole. Est-ce que les conclusions de cette étude ont eu des répercussions dans le secteur de la recherche agricole en Belgique ? Lesquelles ? Tout d'abord, il faut relever que la publication du rapport IAASTD a fortement inspiré et influencé Olivier De Schutter qui dans la foulée a sorti son rapport aux Nations unies sur le lien entre le droit alimentation et l'agroécologie. A partir de là, Olivier De Schutter comme expert reconnu a joué un rôle pour légitimer et catalyser l'agroécologie, notamment au sein des ONG qui ont fait la jonction avec les associations paysannes liées à la Via Campesina. En décembre 2016, l'évènement Agroecology in Action organisé à Bruxelles a rassemblé la ma- jorité des acteurs belges engagés dans l'agroécologie. Cet événement a soutenu l'appropria- tion dans la société civile de l'agroécologie, élargi sa base en y incluant des acteurs de la santé (mutuelles), de la lutte contre la pauvreté et des grandes associations de défense de l'environ- nement (IEW, Greenpeace). Tout ceci a nourri le lien entre production agricole et alimentation au sein des systèmes alimentaires, ce que l'industrialisation de l'agriculture avait détruit. Par contre, vu l'organisation très sectorielle et corporatiste des structures historiques de l'agriculture en Belgique (syndicat agricole majoritaire), on ne peut pas dire que l'agroé- cologie y ait rapidement fait des émules. En conséquence, ce n'est qu'en 2019 qu'on voit apparaitre pour la première fois une référence à l'agroécologie dans la déclaration politique régionale du gouvernement wallon.
Food crises and ecologisation have given rise to a Belgian dynamic that spills over and escapes, in places, the conventional tripod of agroecology, i.e., practitioners, social movement, and scientists. The authors do more than trace its history. Rather, they propose a journey along eight strands that interweave to form this complex fabric: GM crop commandos, scientific paradigm shift, UN spokesperson, NGO relays, and La Via Campessina lead to the development of an original non-institutional dynamic called "Agroecology in Action" in the French-speaking part of the country and an institutional initiative that led to a rift in Flanders. This weaving reveals four productive tensions around the political positioning of the discourse on agroecology, access to the land, issues of fair prices and social justice, and epistemic tensions. Via the « Distinction Uniformity Stability - DUS » criteria, the legislative framework of the European Union imposes a norm of standardisation for the registration of plant varieties in the catalogue allowing for the marketing of respective seeds. As practitionners of "crop biodiversity", very few farmers register their crop varieties, despite the existing derogation system. Starting from a set of four case studies – Semailles (Belgium), Kokopelli (France), Kaol Kozh (France) and Conaterra (Brazil)– we demonstrate that these crop diversity farmers develop numerous strategies to enable the circulation of their seed (sometimes kept invisible), but also, at the same time, to render visible their public demands (Dewey 1927) (Zask 2008)(Zask 2003). Behind these heterogenous strategies, we identify a common claim for ecological justice (Bosselmann 2008; Schlosberg 2016), which is composed of the right to existence, to recognition and to participation in the redefenition of the criteria for seed marketing (Coolsaet 2016), as well as the inclusion of the "non-human" in the debate. ; Peer reviewed
Cette année, l'ISSAE s'est déroulée à Bruxelles afn d'étudier la dynamique de l'agroécologie urbaine qui s'y développe et dont la réputation a dépassé les frontières belges: le dynamisme et la créativité des acteurs ainsi que le fort soutien institutionnel à l'agriculture urbaine en région bruxelloise ont ofert des possibilités inédites de ré exion. L'objectif de l'école d'été est d'améliorer la compréhension de l'agroécologie par les participants en leur faisant prendre conscience de l'importance des interactions entre la production de connaissances, l'action et les valeurs sans perdre de vue les autres dimensions de l'agroécologie. La formation est organisée selon les principes de l'apprentissage par projet et problème (PBL, voir rubrique III 9. du dossier de demande de fnancement). Au cours de celle-ci, les participants travaillent sur des problématiques mises en avant par le réseau des GASAP, l'entreprise « Permafungi », le projet participatif et écologique d'agriculture urbaine « Champs des Cailles » et l'association « Terre en vue ». Afn de faire prendre conscience aux participants de l'importance des politiques publiques en matière d'agriculture urbaine, deux keynotes speakers ont été invités : X. Hulhoven, responsable de l'Action Co-Create à Innoviris, et H. Renting, chercheur à l'International Network of Resources Centres on Urban Agriculture and Food Security (Pays-Bas). Ces conférences étaient ouvertes à tous.
Science has a strongly religious character, it has often been observed. Scientists are typically priest-like, serious and full of methodological rectitude about the rituals of procedure for gaining access to starry truth. The laity rise and come to us to receive wafers of wisdom and sips of insight. The objective knowledge incarnate we dispense is everywhere the same: same wafer, same wine. Indeed, universality is science's whole point. But what kind of religion is this? It is a faith that exalts monologue over dialogue, oneness over manyness, the general over the locally speci␣c. It is a faith that offers transcendence, not immanenceda feeling of control over space and time and of release from the biases of the local and momentary. It is a faith that contends that a single truth exists and is the core of life. It is a faith whose moral power comes from its claim that it has escaped politics thereby. Not all religion, however, exalts in such unity, offers such a mood, or claims such a generalized authority. There have long beendindeed, longer beendfaiths aplenty that discovered the divine in the here and now of the particular, an immanent and dia- logic supernature that is us and not other, admitting and embracing the political character of the gods and of truth. Prolongeant la problématique de l'avenir de l'agriculture et de l'inscription des territoires dans une économie globale, certains observateurs soulignent la banalisation du secteur agricole appelé comme le reste de l'économie, à s'insérer dans une logique de compétitivité qu'appelle l'ouverture des marchés et dont l'ancrage local s'affaiblit de jour en jour. La question est d'autant plus pertinente que dans son diagnostic initial l'ASBL Cuestas a pointé comme problématique majeure : « un développement essentiellement dicté par des politiques et des facteurs extérieurs, non-gérables ou influençables à partir du territoire et dont l'impact se lit dans l'effet d'une part de banlieusation des communes d'Etalle et Tintigny et d'autre part de marginalisation de Meix-devant-Virton1 ». Le débat sur l'agriculture ne peut cependant être réduit à un affrontement idéologique entre défenseurs de la libre entreprise et partisans d'un interventionnisme des pouvoirs publics. Elle procède également d'un renouvellement de la question agricole qui se pose aujourd'hui en d'autres termes que ceux d'hier. Nouvelles interrogations sur la sûreté et la qualité sanitaire et le goût des produits, mais aussi nouvelles questions sur l'environnement, « eaux, biodiversité et forêts, ressources majeures inexploitées sur le territoire de Cuestas », sur la place du tissu social dans la gestion et l'aménagement de ces espaces. De ce fait la question territoriale fournit une nouvelle grille de lecture des questions agricoles. Peut-elle contribuer à trouver une issue aux débats sur les mérites comparés du marché et de l'intervention publique ? Autrement dit, le fait de repenser le métier et les fonctions de l'agriculture non plus simplement selon la seule logique productive mais selon ce qui est attendu de l'agriculture et de l'espace rural par les occupants de cet espace peut-il renouveler les approches et dégager de nouvelles pistes de mobilisation ? C'est précisément la question que pose la fiche projet Cuestas « réintégrer l'agriculture dans la vie sociale ». Ce projet en 1 Cuestas croisée des chemins partages de savoirs et rencontre de cultures, dossier de candidature à l'initiative communautaire Leader + introduit conjointement par les communes de Etalle , Meix-devant-Virton et Tintigny. Quel territoire pour quelle agriculture en 2022 ? 4 Prospective Participative/ ULg effet vise à « questionner le sens, l'avenir et l'inscription de l'activité agricole sur le territoire et à explorer des voies nouvelles de maintien et développement de cette activité sur base d'une information permanente et de partenariats originaux ». C'est dans ce contexte, que la prospective-participative par scénarisation trouve son intérêt. A la différence des prévisions, la prospective-participative cherche à explorer les avenirs possibles compte tenu des situations en place, des forces à l'œuvre, des ruptures éventuelles, des alternatives envisagées selon l'engagement des acteurs. L'atelier prospectif proposé par l'ULG, et mis en place en partenariat avec Cuestas, a mené une réflexion citoyenne dont on trouve la présentation dans ce rapport. Ce rapport est le produit d'un engagement collectif qui a réuni une vingtaine de participants durant 6 mois toutes les trois ou quatre semaines (liste des participants en annexe 1). Cette réflexion a été nourrie par l'intervention de sept experts extérieurs interrogés sur des thèmes spécifiques.
AbstractIn a context of multiple crises, dairy farmers struggle to receive a fair remuneration for their work. This situation led to the creation of fair milk projects in Europe. But fair trade projects often suffer from ambiguous interpretations that place them simultaneously in and against the market. This study focuses on a Belgian milk label in order to analyse how dairy farmers developed a particular strategy to create their own fair milk. Based on semi‐structured interviews and using the multi‐level perspective, we propose that articulating the concepts of lock‐ins, bricolage and ambiguity enables us to analyse the potential of this innovation for the transition of the Belgian dairy system. The study shows that fairness is often a matter of divergent interpretations, and its final actualisation is the product of emergent and negotiated relations. By using bricolage practices, the stakeholders reinforced their capacity to gain market power and act within the system they want to change.
In 2010, a hot debate on bean seed quality in the framework of a European Research project led a French-speaking association of artisan seed companies to challenge EU "quarantine" measures on the bacterial agents of Common Bacterial Blight (CBB), a seedborne disease of common bean. The artisan seed companies (artisans semenciers) forming the association Croqueurs de Carottes are small enterprises producing and marketing seed of open-pollinated vegetable varieties from the public domain, based on networks of organic seed growing farmers. In doing so, the artisan seed companies contribute to the dynamic conservation of crop diversity and to making this diversity accessible to home and market gardeners. For the Croqueurs as member of the French Réseau Semences Paysannes (peasant seed network), this commercial activity also forms part of a wider movement of seed re-appropriation. The research presented here departs from the hypothesis that the dispute on the CBB "quarantine" measures reveals a more general discrepancy: The rationale behind the plant health management practices of the seed artisans differs from the rationale behind the quarantine measures which they face in the form of phytosanitary inspections. In the aim of specifying the plant health management practices of the artisan seed companies, these practices and the rationale behind it will be unfolded as an actor-network. In terms of actor network theory (ANT), the contestation of quarantine measures on common bean by the Croqueurs in France reveals the actor-network behind their bean health management. Disturbed by the quarantine measures, the network becomes apparent in a process of reassemblage. The network behind this particular plant health management will be unfolded by taking controversial elements of the implementation of quarantine measures as a starting point, such as the official protocol for the detection of bacterial pathogens on seeds and the competences of inspectors in charge of phytosanitary seed inspections. The description of the plant health management by artisanal seed companies will be based on the practices of the Croqueurs in France and Belgium, but also on the practices of two artisanal seed companies in Germany. By contrast, discrepancies with the dominant plant health management rationale will appear. Whereas the "quarantine" measures aim at eradicating CBB in the EU by admitting only CBB-free bean seed on the seed market, the artisan seed companies rather seek to live with plant diseases and integrate plant pathogens in their production systems. For the latter, managing crop and seed health also goes through managing sound environments. In the framework of evolving EU plant regulations and a reorganisation of phytosanitary seed inspections in France, the debates on plant health management in artisanal seed companies persist. Although much has been written and publically debated by non-profit organizations, small-scale seed companies and researchers concerning EU seed legislations, but the role of phytosanitary regulations in the dynamic conservation of crop biodiversity has received little attention. Cette revue bibliographique met en évidence les politiques d'élevage qui affectent le pastoralisme sahélien et ses impacts de réformes institutionnelles et foncières. Le point central est constitué par les systèmes de tenure foncière pastorale qui ont été profondément affectés par ces politiques pastorales qui, avec l'accroissement démographique et les crises écologiques, contribuent à la destruction des moyens d'existence des communautés pastorales. Ce que montre aussi l'inventaire des connaissances, c'est que la gestion durable des espaces pastoraux nécessite la prise en compte de la pluralité des acteurs, de leurs stratégies et de leurs capacités d'adaptation des systèmes aux contextes institutionnel et écologique changeants. Ce travail consiste en une synthèse des recherches sur ces politiques et enjeux fonciers (Goxe et al., 2006). Cette synthèse permet d'élucider les goulots d'étranglement des systèmes pastoraux mobiles pour questionner les représentations du pastoralisme aux regards des réalités nouvelles et des défis actuels des territoires pastoraux. ; his literature review highlights farming policies that affect the Sahelian pastoralism and institutional reforms are underpinned by representations of pastoralism and possibilities that contrast sharply with the knowledge accumulated by the social sciences in recent decades. The central point consists of the pastoral land tenure systems that have been deeply affected by these public policies with population growth and ecological crises, contributing to the destruction of livelihoods of pastoral Community-tees. It also shows that the inventory of knowledge is that sustainable management of rangelands requires consideration of the plurality of actors, their strategies, and their capacity to adapt systems to institutional and environmental contexts changing. This work is a synthesis of research on these land policies and issues (Goxe et al., 2006). This synthesis allows to elucidate bottlenecks mobile pastoral systems to question the representations of pastoralism to the gaze of new realities and challenges of pastoral territories. ; Peer reviewed
Le concept d'agroécologie est de plus en plus mobilisé en Europe. Toutefois, les dimensions socio-économiques et politiques de cette alternative au modèle productiviste restent encore peu qualifiées dans le monde académique. La présente étude contribue à clarifier les principes socio-économiques et politiques de l'agroécologie, en mettant les principes identifiés dans la littérature grise et scientifique à l'épreuve de l'étude qualitative de deux systèmes alimentaires belges : Agribio, une coopérative céréalière ; les Grosses Légumes un réseau de ménages, producteurs et citoyens membres qui organisent la production et la distribution de paniers de légumes. Des entretiens semi-directifs ont été effectués auprès des différents acteurs de ces systèmes alimentaires. Ils ont été analysés à la lumière de la théorie de la justification de Boltanski et Thévenot afin de mettre en évidence les principes que les acteurs rencontrés se donnent et tentent de mettre en application dans les différents projets qu'ils réalisent. Les principaux résultats obtenus sont explicités par l'analyse de quatre compromis (qui concernent les systèmes de commercialisation des deux systèmes alimentaires, un Système de Garantie Participative mis en place par les Grosses Légumes et la meunerie d'Agribio), plus spécifiquement étudiés via les objets qui matérialisent ces compromis et les controverses qui les remettent en question. Les deux études de cas illustrent l'écart qui existe entre les principes qui décrivent un horizon vers lequel l'agroécologie tend et les principes mis concrètement en oeuvre par les acteurs de terrain au travers des différentes trajectoires de transition. ; Peer reviewed
