The paper presents the stance of the European Parliament (EP) on the gravest threats to the security of the EU, in particular, the proliferation of weapons of mass destruction and the issue of international terrorism. Prevention of these threats lies predominantly within the competence of EU member states and its intergovernmental bodies. Such situation is implied by the fact that these issues fall within the scope of EU's Common Foreign and Security Policy (CFSP) within which intergovernmental collaboration mechanisms play a dominant role. This means that the EP's role in the shaping of EU's policy on the prevention of weapons of mass destruction proliferation and international terrorism is limited and basically confined to the expression of non-binding opinions in its resolutions. However, relevant resolutions passed by the EP, though not binding in legal terms, have political significance and allow the EP, in contrast to other EU's institutions, to articulate its position in an unequivocal and clear way. This is possible since the EP is the only supranational EU institution that has democratic legitimacy and can claim the right to exercise parliamentary control over the EU's policy with respect to the prevention of the gravest threats to European security. This is particularly vivid as it comes to the fight against terrorism which is also the subject of interest for the common space of freedom, security and justice which employs intragovernmental collaboration mechanisms.

Artykuł przedstawia stanowisko Parlamentu Europejskiego (PE) wobec kluczowych zagrożeń dla bezpieczeństwa UE, a zwłaszcza problemu proliferacji broni masowego rażenia i zjawiska terroryzmu międzynarodowego. Przeciwdziałanie tym zagrożeniom należy przede wszystkim do kompetencji państw członkowskich i międzyrządowych organów UE. Wynika to z faktu, że kwestie te wchodzą w zakres Wspólnej Polityki Zagranicznej i Bezpieczeństwa UE, w ramach której dominują międzyrządowe mechanizmy współpracy. W konsekwencji, rola PE w kształtowaniu polityki UE w kwestii przeciwdziałania proliferacji broni masowego rażenia i terroryzmu międzynarodowego jest ograniczona i sprowadza się przede wszystkim do wyrażania zawartych w rezolucjach niewiążących opinii. Jednakże przyjmowane przez PE rezolucje w tych kwestiach - mimo że nie wiążą pod względem prawnym - mają swoją istotną wagę polityczną i pozwalają PE, w przeciwieństwie do innych instytucji unijnych, wyrazić swoje stanowisko w sposób jednoznaczny i wyrazisty. Wynika to z faktu bycia przez PE jedyną ponadnarodową instytucją unijną mającą demokratyczną legitymację i mogącą sobie rościć prawo do sprawo¬wania parlamentarnej kontroli nad polityką UE w dziedzinie przeciwdziałania kluczowym dla bezpieczeństwa europejskiego zagrożeniom. In the analysis of this attitude, the author stresses the significant role the EP has played in developing EU Eastern policy, in particular as concerns the promotion of democratic ideas and values within the scope of this policy. It should be emphasised that the EP is exceptionally interested in the advancement of democracy in East European partner countries, whose geopolitical significance the EP appreciates, frequently calling for the tightening of relations with these countries, and even opening European prospects to them. The deepening of cooperation between the EU and East European countries is conditioned by the EP by their adoption of what is called European values (i.e. democracy, rule of law, protection of human rights, etc.). Artykuł ukazuje stanowisko PE wobec zagadnień, będących przedmiotem zainteresowania Partnerstwa Wschodniego. Autor, analizując to stanowisko, podkreśla istotną rolę PE w kształtowaniu unijnej polityki wschodniej, zwłaszcza w kontekście propagowania w ramach tej polityki idei i wartości demokratycznych. Należy podkreślić, że rozwój demokracji we wschodnioeuropejskich krajach partnerskich należy do szczególnych obszarów zainteresowania PE, który dostrzegając ich geopolityczne znaczenie, domaga się w licznie przyjmowanych stanowiskach zacieśnienia relacji z nimi, a nawet nadania tym państwom potencjalnej perspektywy europejskiej. Pogłębianie współpracy ze strony UE z tymi krajami uzależnia jednak PE od inkorporacji przez nie wartości definiowanych jako europejskie (demokracja, rządy prawa, ochrona praw człowieka itd.). Artykuł przedstawia stanowisko Parlamentu Europejskiego (PE) wobec rozwoju i najważniejszych priorytetów WPBiO UE po jej rozszerzeniu w 2004 r. na Wschód. Kwestie wchodzące w zakres WPBiO nie należą do tradycyjnych obszarów integracji, gdyż dotyczą problematyki bezpieczeństwa i obrony stanowiącej istotę suwerenności państwa narodowego pozostającego do dnia dzisiejszego najważniejszym podmiotem w procesie integracji europejskiej. Ma to zasadniczy wpływ na funkcjonowanie WPBiO, która wciąż pozostaje polityką, w ramach której dominują międzyrządowe mechanizmy współpracy. Powoduje to, że rola PE w kształtowaniu WPBiO jest ograniczona i sprowadza się przede wszystkim do wyrażania zawartych w rezolucjach niewiążących opinii. Jednakże przyjmowane przez PE rezolucje w sprawie WPBiO mimo, że nie wiążą pod względem prawnym mają swoją istotną wagę polityczną. Wynika to z faktu bycia przez PE jedyną ponadnarodową instytucją unijną mającą demokratyczną legitymację i mogącą sobie rościć prawo do sprawowania parlamentarnej kontroli nad WPBiO. Istotą stanowiska PE wobec WPBiO jest domaganie się włączenia mechanizmów ponadnarodowych do obszaru tej polityki, co zagwarantowałoby jej uwspólnotowienie w przyszłości. Jednakże postulowana przez PE budowa jednolitej wspólnotowej polityki bezpieczeństwa i obrony może zostać zrealizowana tylko poprzez przekształcenie UE w strukturę o znamionach federacji. ; This paper outlines the position of the European Parliament on the development and top priorities of EU CSDP after the 2004 eastern enlargement. The issues the CSDP is concerned with are not typical integration concerns, constituting the core of sovereignty of nation-states which continue to be the most important entity in the EU integration process. This fact significantly affects the way the CSDP functions, as it continues to be a policy dominated by intergovernmental cooperation mechanisms. Therefore, the role of the EP in the shaping of the CSDP is limited and, in fact, does not extend beyond expressing non-binding opinions stipulated in resolutions. And yet, the resolutions regarding the CSDP adopted by the EP, though legally non-binding, do carry political significance. This results from the fact that the EP is the only supranational EU institution that provides for the Union's democratic legitimacy, and is entitled to claim rights to exercise parliamentary control over the CSDP. Most importantly, at the core of the EU parliament's position is the demand that the CSDP incorporates supranational mechanisms into its policy, which would ensure its 'unionising' in the future. However, the building of a uniform security and defence policy, propounded by the EP can be implemented only through the transformation of the EU into a structure with features of a federation.

The article discusses the problem o f the EP's role in the shaping of the CFSP after the changes made in the area o f integration by the Lisbon Treaty. Unlike economic issues, the matters that fall within the scope o f the CFSP are not traditional areas of integration, since they dea with the essence o f sovereignty o f the nation state, which still remains the most important actor of the process of European integration. The dominance o f intergovernmental cooperation mechanisms within the CFSP determines the limited role of the PE in shaping the policy. However, it should be noted that despite its limited treaty competence in the area of foreign and security policy, the EP seeks to play a major role, often going beyond its formal powers. This is due to the fact o f being the only EU institution with democratic legitimacy, and able to influence the European public opinion with a whole range of instruments of influence it has at its disposal. The growing importance o f the EP in the field of CFSP also results from the Lisbon Treaty establishing unified EU external relations, where the EP has significant competence. Further development of the EP's prerogatives in the CFSP is, however, dependent on progress in transforming the EU into a structure of major transnational powers. ; Artykuł porusza problem roli PE w kształtowaniu WPZiB po zmianach dokonanych w tym obszarze integracji przez Traktat Lizboński. Kwestie wchodzące w zakres WPZiB nie należą w przeciwieństwie do zagadnień ekonomicznych do tradycyjnych obszarów integracji, gdyż dotyczą istoty suwerenności państwa narodowego, które ciągle pozostaje najważniejszym aktorem procesu integracji europejskiej. Dominacja międzyrządowych mechanizmów współpracy w ramach WPZiB determinuje ograniczoną rolę PE w kształtowaniu tej polityki. Jednakże należy podkreślić, że PE mimo ograniczonych traktatowych kompetencji w obszarze polityki zagranicznej i bezpieczeństwa stara się w nim odgrywać istotną rolę, często wykraczając poza swoje formalne uprawnienia. Wynika to z faktu bycia jedyną instytucją unijną mającą demokratyczną legitymację i potrafiącą wpływać na kształtowanie europejskiej opinii publicznej dzięki posiadaniu całego spektrum instrumentów oddziaływania. Na wzrost znaczenia PE w dziedzinie WPZiB wpływa również ustanowienie przez Traktat Lizboński jednolitych stosunków zewnętrznych UE, w których to wielu obszarach PE ma istotne kompetencje. Dalszy rozwój prerogatyw PE w dziedzinie WPZiB jest jednak uzależniony od postępów w procesie przekształcania UE w strukturę o większych kompetencjach ponadnarodowych.

Ensuring cyber security in scope of cyber defense is currently among the top priorities of the EU Common Security and Defense Policy (CSDP). Matters included in scope of cyber defense are a competence of the Member States and cooperation at EU level in this area is governed by decisions of the EU Council based on unanimity. This means that the European Parliament (EP) in the field of cyber defens acts only as an opinion-forming body expressing its position through the adoption of non-legislative resolutions. The aim of the article is to analyze the content of these resolutions and present the EP's opinion on the challenges facing the EU in the field of cyber defense. It should be stressed that the EP is the EU body that strongly emphasizes the need for a common EU approach to these issues. Given that the area of cyber defence is subject to intergovernmental cooperation mechanisms, the EP considers that the EU needs to develop not only cooperation and coordination mechanisms at the level of its institutions, but also to take action to enhance the EU's capability to counter cyber threats. These significant cyber defense capabilities should be essential elements of the CSDP and of the development of the European Defense Union, as it is becoming increasingly difficult to counter cyber attacks for the Member State level alone. The role of the CSDP should be to ensure that the EU, in cooperation with NATO, has an autonomous strategic capability to act in the field of cyber defense.
