National, European, and international legislation regulates wildlife protection in Germany. Germany has comprehensively codified into national legislation numerous international and regional treaties. Furthermore, European Union regulations are directly binding in its Member States. Yet Germany's implementation of wildlife protection laws remains wanting. The gap between the country's comprehensive legal framework and related enforcement is glaring. Germany's decentralized administrative structure embedded in its federal system is the main impediment to better implementation of wildlife protection laws. While the country's federal structure might stand in the way of more centralized enforcement, a more coordinated approach still offers a realistic remedy to narrow the gap between Germany's legislation and enforcement. This article discusses Germany's wildlife protection laws, analyzes its enforcement approach, and recommends ways to improve.

This book provides an account of systemic corruption within the context of post-Soviet economic and political transitions. Focusing on Armenia and Georgia, it shows how systemic corruption has developed since the fall of Soviet rule and how corruption has shaped the emerging economic and political systems of these two countries.

AbstractEnergy transitions are fiercely contested. The incumbents of the fossil‐ and nuclear‐based energy systems have much to lose from a transition to a sustainable and decentralized energy system. They therefore employ their material and political resources to reverse, halt, or slow down this transition. They also attempt to stop and reverse the decentralization of energy production. This article provides a framework that can be used to analyze the contestation that surrounds energy transitions. The analytical framework breaks apart the macro paths of energy transitions, and differentiates between three meso‐paths (political, economic‐technological, and legitimation), emphasizes the feedback processes between these paths, and acknowledges the crucial role that actors play in engendering these feedback processes. It uses Germany as a case study to illustrate the analytical model. It also provides hypotheses that will be tested in the subsequent contributions to this special issue.

"Armenien und Georgien sind zwei der vielen Nachfolgestaaten der Sowjetunion, die die Hoffnung enttäuscht haben, dass sich nach dem Fall des Kommunismus demokratische Strukturen in der gesamten eurasischen Region etablieren würden. Zwar gibt es ein Mindestmaß an bürgerlicher und politischer Freiheit in beiden Ländern, aber die Opposition wird von den Machthabern gegängelt und Wahlen sind selten fair. In der Politikwissenschaft gelten solche Herrschaftstypen, die in der Grauzone zwischen Demokratie und Diktatur operieren ('hybride Regime'), als instabil. Tatsächlich wurde die georgische Regierung unter Präsident Eduard Schewardnadse 2003 durch Massenproteste zum Rücktritt gezwungen und durch eine demokratischere Alternative ersetzt. In Armenien hingegen hat sich seit den frühen 1990er Jahren ein semi-autoritäres Regime etabliert. Durch einen Vergleich dieser beiden Länder versucht Christoph H. Stefes die (In-)Stabilitätsfaktoren hybrider, insbesondere semi-autoritärer Regime zu identifizieren. Er kommt zu dem Schluss, dass der Grad der Regierungskontrolle über die wirtschaftlichen Strukturen und den Sicherheitsapparat ein wichtiger Faktor für das Überleben hybrider Regime darstellt."
