While the role of private foundations as development assistance providers has attracted growing interest in the development policy community, country-level analyses of foundation engagement remain scarce. This study examines private foundation funding for development in Tanzania, focusing on the priorities and character of foreign foundation activities in the country. Drawing on interviews with foundation representatives, foundation grantees, development partners, government representatives and other stakeholders, this study assesses whether common claims made about foundation work apply in the Tanzanian context. The extent to which foundations support innovation, fill financing gaps, and engage with the government and other aid providers are among the key issues the study considers. Although private foundations do not appear to be very visible at the country level and display numerous similarities with other aid providers, many general claims about foundation engagement in global development resonate in the Tanzanian context.

Die klimapolitischen Anstrengungen in verschiedenen Teilen von Politik, Gesellschaft und Wirtschaft weisen in die richtige Richtung und stellen wichtige Weichen für einen ambitionierten Klimaschutz in Deutschland. Ein Scheitern ist in der Umsetzung jedoch weiterhin möglich, besonders solange Klimaschutz nicht als gesellschaftliche Transformationsaufgabe verstanden wird. Da eine fortwährende Gestaltung der Transformation unerlässlich ist, wird gefragt welche Fallstricke für einen ambitioniert angegangenen Klimaschutz bestehen und welche Bedingungen das Gelingen ermöglichen. Klimaschutz als Transformationsaufgabe zu verstehen, weitet den Blick für eine vernetzte Problemlösung. Auf diese kennen bisherige klimapolitische Strategien kaum Antworten. Viele implementierte Klimaschutzmaßnahmen und ‑instrumente zeigen Folgewirkungen und lösen neue Aushandlungsprozesse in der Gesellschaft aus. Einige dieser Dynamiken werden explorativ anhand der Dimensionen Zeit, Individuum, Gesellschaft und Wirtschaft, Wechselwirkungen zu anderen Umweltbereichen und Globalisierung diskutiert und auf konkrete Fallstricke bezogen. Lösungsansätze - von ersten Debattenanstößen bis hin zu konkreten Umsetzungsoptionen - existieren bereits in zahlreichen Fällen, wie dieses Papier zeigt.
