AbstractIn June 2008 the European Commission adopted a system of direct settlement for cartel cases, inspired by a comparative glance across the Atlantic where the majority of antitrust defendants enter negotiated guilty pleas. Whereas settlements in Europe are viewed as a method for expediting the conclusion of cases (distinct from the leniency notice), in the US they complement the offer of immunity as a device for encouraging cooperation. In both jurisdictions they have the effect of reducing the levels of fines imposed. This paper compares how well the two systems fare at enhancing administrative efficiency and deterrence, while maintaining transparency.
This paper describes the different institutional frameworks for infrastructure policy in Germany and France. The economic effects of infrastructure are estimated econometrically for German and French regions. We find evidence that regional road infrastructure has a significant impact on regional output. Moreover, we find evidence that for Germany the priority of promoting equal living conditions throughout the regions is an important determinant of regional infrastructure policy. ; Die Arbeit beschreibt die unterschiedlichen institutionellen Rahmenbedingungen, unter welchen Planung und Finanzierung von Infrastruktur in Deutschland und Frankreich realisiert werden. Weiterhin werden die wirtschaftlichen Effekte von Infrastruktur ökonometrisch für deutsche und französische Regionen geschätzt. Es wird Evidenz dafür gefunden, dass regionale Straßeninfrastruktur einen signifikanten Einfluss auf den regionalen Output hat. Wir finden auch empirische Evidenz dafür, dass in Deutschland die Priorität für die Angleichung der Lebensverhältnisse in den Regionen eine wichtige Determinante für regionale Infrastrukturpolitik ist.
Die Dissertation besteht aus fünf unabhängigen Aufsätzen zu zwei zentralen Themen. Das erste Thema ist die Beziehung zwischen Infrastruktur und privater Produktivität. Das zweite Thema sind die Determinanten regionaler Infrastrukturinvestitionen. Während der erste und zweite Aufsatz der Dissertation sich mit dem ersten Thema beschäftigen, d.h. dem Beitrag von Infrastruktur zur privaten Produktivität, untersuchen die Aufsätze drei bis fünf neben den Produktivitätseffekten auch die Determinanten der Allokation von Infrastrukturinvestitionen. ; This thesis consists of five self-contained essays on two central subjects. The first subject is the relationship between infrastructure and private productivity. The second subject is the determinants of regional infrastructure investment allocation. Whereas the first and the second essay in this thesis mainly focus on the first subject, i.e. the contribution of infrastructure to private production; the essays three to five study besides the productivity effects also the determinants of infrastructure investment allocation.
