The article sketches a development model for small economies in the 1990s as an alternative to the neoliberal model pushed by the IMF. It reviews the experience of Jamaica with various development models from the 1950s to the 1990s. It also draws lessons from the experience of small European countries and of the East-Asian Newly Industrialized Countries. (DSE)

Discusses the importance and limitations of the process of party transformation in Jamaica. Documents the dramatic effect of this process on the ideological alignments in the Jamaican elite on the basis of 2 surveys. Develops an explanation for the process which emphasises the importance of the extent of popular organisation and mobilisation for the centre of gravity of public opinion and thus for the ideological and electoral room for manoeuvre of mass parties.
