Im internationalen Vergleich legt China zwar beeindruckende ökonomische Bilanzen vor, in Sachen Umweltschutz besteht jedoch nach wie vor ein hoher Entwicklungsbedarf. Chinas Umweltkrise ist allgegenwärtig und sowohl die politische Führung als auch die Bevölkerung zählen sie inzwischen zu den entscheidenden Faktoren, die Chinas angestrebten Weg zu einer bedeutenden Wirtschafts- und Weltmacht gefährden könnten. Die gegenwärtige Regierung verfolgt mit Sorge, dass sich Konflikte um knappe Ressourcen verschärfen und Umweltzerstörung nicht nur große ökonomische Schäden verursacht, sondern mitunter soziale Unruhen auslösen kann. Es wird der Frage nachgegangen, ob das neue Umweltministerium tatsächlich schlagkräftiger als die Vorgängerbehörde sein wird. Das wird auch davon abhängen, so die These, ob andere im Staatsrat vertretene Regierungsbehörden und staatseigene Betriebe bereit sind, mit ihr zusammenzuarbeiten und sich mit ihr abzusprechen. Langfristig wird der Erfolg der Umweltpolitik daran zu messen sein, ob sie den Umweltämtern auf Provinz-, Stadt- und Kreisebene größere Handlungsfähigkeit und Kompetenz verleiht. Hierzu braucht China ein funktionierendes Rechtssystem, zu dessen Prioritäten der Umweltschutz und die nachhaltige Entwicklung gehören. (ICF2)
