In Saudi Arabia (KSA) e-government projects have been identified as one of the top government priority areas. However, the adoption of e-government is facing many challenges and barriers including technological, cultural, organizational which must be considered and treated carefully. This paper explores the key factors of user adoption of e-government services through empirical evidence gathered by survey of 460 Saudi citizens including IT department employees from different public sectors. Based on the analysis of data collected the researchers were able to identify some of the important barriers and challenges from these different perspectives. More and more governments around the world are introducing e-government as a means of reducing costs, improving services, saving time and increasing effectiveness and efficiency in the public sector Therefore e-government has been identified as one of the top priorities for Saudi government and all its agencies. However, the adoption of e-government is facing many challenges and barriers such as technological, cultural, organizational, and social issues which must be considered and treated carefully by any government contemplating its adoption. This paper reports on a pilot study amongst online (e-ready) citizens to identify the challenges and barriers that affect the adoption of e-government services especially from their perspective in Saudi society. Based on the analysis of data collected from an online survey the researcher was able to identify some of the important barriers and challenges from the e-ready citizen perspective. As a result, this study has generated a list of possible strategies to move towards successful adoption of egovernment services in Saudi Arabia.

International Journal of Advanced Computer Science and Applications(IJACSA), 2(9), 2011 ; This paper contributes to the issue of eGovernment implementation in Saudi Arabia by discussing the current situation of ministry websites. It evaluates the rate of web development progress of vital government websites in Saudi Arabia using the eGovernment stage model. In 2010, Saudi Arabia ranked 58th in the world and 4th in the Gulf region in eGovernment readiness according to United Nations reports. In particular, Saudi Arabia has ranked 75th worldwide for its online service index and its components compared to the neighbouring Gulf country of Bahrain, which was ranked 8th for the same index. While this is still modest in relation to the Saudi government's expectation concerning its vision for eGovernment implementation for 2010, and the results achieved by the neighbouring Gulf countries such as Bahrain and the United Arab Emirates on the eGovernment index, the Saudi government has endeavoured to meet the public needs concerning eGovernment and carry out the implementation of eGovernment properly. Governments may heed the importance of actively launching official government websites – the focus of this study – as the main portals for delivering their online services to all the different categories of eGovernment (including G2C, G2B, and G2G). However, certain Saudi ministries have not given due attention to this vital issue. The paper proposes a novel computational impact analysis framework to proactively manage dynamic constraints and optimally promote the inception of central banks' regulatory policies. Currently, central banks are encountering contradictory challenges in developing and implementing regulatory policy. These constraints mainly comprise of incomplete or anomalous information (information asymmetry), and very tight temporal and resources limitations (bounded rationality) when the efficiency of a policy is determined at a system-level. The complex relationships of the policy attributes and their interactions generate very dynamic emergent behaviours due to the complex causal relationships. This paper adopted and tailored the hierarchical change management structure framework to design a first step framework called 'computational regulatory policy change governance'. The methodology uses interviews, focus-group workshop and the application of empirical data. The results of the evaluation and case study validate its applicability in computing policy parameters and the impacts of their interactions. The evaluation of the framework gained a remarkable score, averaging a 130 per cent improvement compared to the existing methods. However, the research paper used a single case study, and its outcomes require further evaluation and testing. Accordingly, we invite regulators, banks, scholars and practitioners to explore the uniqueness and features of the proposed framework.

This study seeks to investigate the effects of supply chain characteristics on e-procurement institutionalization in construction companies. Data was collected through the in-depth structured interviews with 47 managers from a sample of 31 construction firms in Vietnam. The technique of cluster analysis with the Ward algorithm, the silhouette coefficient, and the t-test were used to analyze the data. The findings showed that the supply chain characteristics in terms of the size, ownership type, and operating market of strategic partners were significantly associated with the level of e-procurement institutionalization in construction companies. Along with the findings, this study's results will be helpful to policy-makers in formulating supportive policies and actions to effectively improve the low status of e-procurement adoption as well as accelerate the diffusion of the technology in the industry.
