Mon article précédent (Continuity and Change2 (1)) a évalué comment les vices des systèmes légaux et administratifs ont influencé le nombre de cas de suicide enregistrés en Angleterre entre 1530 et 1590. Le présent article se concentre sur les questions suivantes: la répartition des risques de suicide selon les âges, l'exploitation des tensions engendrées au sein des communautés confrontées à tout cas de suicide éventuel et la répartition des suicides parmi les régions supposées avoir une organisation sociale différente. En ce qui concerne l'âge et les tensions dan la communauté, on suggère que les risques de suicide auraient pu ètre les plus élevés parmi les jeunes, si I'on considère le fait que le plus grand nombre de noyades accidentelles a été également enregistré dans le groupe d'âge le plus jeune. La fréquente utilisation des verdicts de mort accidentelle aurait pu provenir à la fois de l'emploi courant des jeunes avec ou prés de l'eau et du peu d'intérêt de la communautéà prononcer des verdicts de suicide envers ceux qui ne possédaient ni terres ni biens à distribuer. II semble également probable que la mort violente sous tous ses aspects ait augmenté considérablement en période de pénurie et que bon nombre de suicides parmi les jeunes résultaient de leur expulsion des maisons où ils avaient été en service. En ce qui concerne la répartition géographique des suicides, aucune preuve concluante selon laquelle le nombre de suicides varierait sous différents régimes agraires n'a été découverte; et pourtant, il semble que le taux de suicide aurait pu être plus élevé dans les zones ayant la densité de population la plus basse. Certains thèmes abordés de façon fort peu concluante comprennent la fréquence des meurtres domestiques suivis de suicide, la géographic du suicide imitatif, les relatifs penchants vers le suicide des "intellectuels aliénes" de la fin du seizième siècle, ainsi que tout effet possible sur le taux de suicide causé par l'urbanisation ou la Réforme.

Les commentateurs de la situation au milieu du seizième siècle en Angleterre ont ordinairement interprété la hausse apparente des suicides à cette époque comme une preuve soit de l'effet aliénant de la Réformation sur l'individu et sur son rang dans la "Grande Chaîne des Êtres", soit de l'impact sur l'individu de la modernisation des relations sociales –I'orientation nouvelle de sentiments agressifs internes dirigés sur le moi et détournés de l'autre. Cet article et celui qui suit (Continuity and Change, 2 (2)) visent à explorer ces hypothèses en profondeur et demandent si des conclusions solides, basées sur des enquêtes judiciaires qui ont subsisté, peuvent être établies au sujet du suicide et de sa fréquence dans la société rurale anglaise à cette époque. On en conclut d'abord que la "hausse" du nombre des suicides enregistrés provient en partie d'une receptivité administrative généralised qui s'étend à partir des années 1550 à d'autres genres de mort que celui du meurtre. II est cependant prouvé que l'incidence de ce genre de mort était encore largement sous-estimée, par suite de facteurs géographiques et saisonniers qui affectaient l'efficacité des fonctions des coroners. Si certains détails extraits des enquêtes faites par les coroners peuvent être considérés comme notablement véridiques (en opposition avec le cas des inculpations en cour d'assises), il faut néanmoins constater que toute étude supplémentaire peut seulement être basée sur la supposition que les verdicts de morts accidentelles par noyade pourraient inclure bien d'autres cas de suicides. The history of crime, penal policy and policing is currently enjoying a vogue — and not least fashionable among the topics under discussion has been the question of the nineteenth-century English 'criminal class', the origins of the term and its social significance. Critics are divided more or less equally into quantifiers and phenomenologists, optimists and pessimists about real trends. Few are the questions about the known facts but no agreement appears in sight on the subject of their interpretation. The principal reason for disagreement, as it appears to the present writer, is the central dominance of predicative, mono-thematic perspectives and explanations — any of which will fit the facts quite well but all of which seem insusceptible to conclusive proof. First let us consider the range of dispute among the phenomenologists — each of whom may also be characterized as a univer-salist, in the sense that they seem to believe the possible range of criminal events illimitable and the figures on crime merely a reflection of external social reactions rather than evidence of any upward or downward trend in measurable events.
This paper seeks to test the impact of new policies introduced to the Kuwaiti housing market to improve affordability. In 2008, the Kuwaiti parliament introduced two policies: a tax on empty lands and the other on forbidding companies to own or develop residential lands or houses. We constructed the housing affordability index and the price-to-income multiplier to measure housing affordability performance. We used observations from 2004 until 2017. We found that affordability has worsened over time regardless of the new policies introduced in 2008. Housing in Kuwait became "severely unaffordable" (equivalent to London in the U.K., San Diego in U.S. and Toronto in Canada). Even with its unique condition, as a rich country, small population and availability of white land and other resources, the affordability worsened over time. Introducing new policies without solving the central issue of housing supply challenges seems not worth it. This paper is the first of its kind on the Kuwait housing market, and it provides a valuable foundation for future research on this market and similar markets in the region.

Kuwait provides an interesting housing market to examine given its place as a major oil producer, its sensitivity to geo-political events and its unusual demographic characteristics. This paper firstly models the dynamics of the Kuwaiti housing market, using an errorcorrection framework. The findings highlight that the market is relatively volatile, with evidence of mean-reverting behaviour. The paper also examines the response of the market to seven regional and local events. Of particular interest is that the one event that results in a consistent significant response is domestic legislation directly concerned with housing. This has a far greater impact than local or regional geo-political events.

Monitoring of topsoil properties (referred to as indicators) at the national scale has been limited in general to government-funded representative surveys. We consider a cost-effective complementary source of soil information for monitoring agricultural soil across England and Wales (E&W): soil measurements paid for by farmers that we refer to as farmers' data (FD). A potential problem in using FD for soil monitoring is any unattributable sources of bias, such as the sample design. Farmers may choose to focus their measurements (purposively) where they perceive a particular problem. Such a source of bias is avoided in the random sampling adopted by statistically designed surveys, such as the Countryside Survey (CS2007) and LUCAS (Land Use/Cover Area frame statistical Survey). We used measurements from 143 000 FD soil samples from a single laboratory to estimate national mean values and confidence intervals of five topsoil indicators (pH, available P (Olsen), K, Mg and organic matter (OM)) across three combinations of nation (England or Wales) and land use (arable and horticulture (A&H) or improved grassland (IG)). We computed mean estimates for FD over two time periods (2004–9 and 2010–2105) and assessed the significance of any change. We compared these estimates with those from representative national surveys to establish whether there was evidence for bias and whether it could be explained. Mean estimates of topsoil pH for the FD and the LUCAS survey (same analytical method) were consistent for both A&H and IG. Although FD estimates of mean Olsen P (OP) concentrations were similar to previous surveys, we show it is likely that the larger mean OP concentrations observed in the LUCAS survey compared with FD for arable topsoil in England are partly due to an attributable source of analytical bias. For such quantifiable sources of bias, it might be possible to adjust estimated mean values from FD. However, FD might also include sources of unattributable bias, such as the effect of purposive sampling. It is important that contemporaneous data from surveys with statistically unbiased designs are available so that we can assess whether unattributable sources exert a significant effect over estimates of mean values computed from FD. Highlights Assessment of farmers' data (FD) to provide a potentially cost-effective way to monitor topsoil indicators. Few studies have compared national-scale estimates of topsoil indicators with survey data from statistically unbiased designs and FD. Bias between mean estimates from national surveys and FD could be accounted for. The denser sampling of FD enables mapping of national survey data with greater accuracy.

The targets were nine young supernova remnants not associated with pulsars; eight of the remnants are associated with non-pulsing suspected neutron stars. One target ' s parameters are uncertain enough to warrant two searches, for a total of 10. Each search covered a broad band of frequencies and first and second frequency derivatives for a fixed sky direction. The searches coherently integrated data from the two LIGO interferometers over time spans from 5.3-25.3 days using the matched-filtering. -statistic. We found no evidence of GW signals. We set 95% confidence upper limits as strong (low) as 4 x 10(-25) on intrinsic strain, 2 x 10(-7) on fiducial ellipticity, and 4 x 10(-5) on r-mode amplitude. These beat the indirect limits from energy conservation and are within the range of theoretical predictions for neutron-star ellipticities and r-mode amplitudes.

The search covered the full sky, a frequency range between 20 and 128 Hz with a range of spin-down between -1.0 x 10(-10) and +1.5 x 10(-11) Hz/s, and was based on a hierarchical approach. The starting point was a set of short fast Fourier transforms, of length 8192 s, built from the calibrated strain data. Aggressive data cleaning, in both the time and frequency domains, has been done in order to remove, as much as possible, the effect of disturbances of instrumental origin. On each data set a number of candidates has been selected, using the Frequency Hough transform in an incoherent step. Only coincident candidates among VSR2 and VSR4 have been examined in order to strongly reduce the false alarm probability, and the most significant candidates have been selected. The criteria we have used for candidate selection and for the coincidence step greatly reduce the harmful effect of large instrumental artifacts. Selected candidates have been subject to a follow-up by constructing a new set of longer fast Fourier transforms followed by a further incoherent analysis, still based on the Frequency Hough transform. No evidence for continuous gravitational wave signals was found, and therefore we have set a population-based joint VSR2-VSR4 90% confidence level upper limit on the dimensionless gravitational wave strain in the frequency range between 20 and 128 Hz. This is the first all-sky search for continuous gravitational waves conducted, on data of ground-based interferometric detectors, at frequencies below 50 Hz. We set upper limits in the range between about 10(-24) and 2 x 10(-23) at most frequencies. Our upper limits on signal strain show an improvement of up to a factor of similar to 2 with respect to the results of previous all-sky searches at frequencies below 80 Hz.

Such BH mergers have been predicted in two main types of formation models, involving isolated binaries in galactic fields or dynamical interactions in young and old dense stellar environments. The measured masses robustly demonstrate that relatively heavy BHs (greater than or similar to 25M(circle dot)) can form in nature. This discovery implies relatively weak massive-star winds and thus the formation of GW150914 in an environment with a metallicity lower than about 1/2 of the solar value. The rate of binary-BH (BBH) mergers inferred from the observation of GW150914 is consistent with the higher end of rate predictions (greater than or similar to 1 Gpc(-3) yr(-1)) from both types of formation models. The low measured redshift (z similar or equal to 0.1) of GW150914 and the low inferred metallicity of the stellar progenitor imply either BBH formation in a low-mass galaxy in the local universe and a prompt merger, or formation at high redshift with a time delay between formation and merger of several Gyr. This discovery motivates further studies of binary-BH formation astrophysics. It also has implications for future detections and studies by Advanced LIGO and Advanced Virgo, and GW detectors in space.

It provides precise predictions for measurable quantities that can be tested experimentally. The probabilities, or branching fractions, of the strange B meson (B-s(0)) and the B-0 meson decaying into two oppositely charged muons (mu(+) and mu(-)) are especially interesting because of their sensitivity to theories that extend the standard model. The standard model predicts that the B-s(0)->mu(+)mu(-) and B-0 ->mu(+)mu(-) decays are very rare, with about four of the former occurring for every billion B-s(0) mesons produced, and one of the latter occurring for every ten billion B-0 mesons(1). A difference in the observed branching fractions with respect to the predictions of the standard model would provide a direction in which the standard model should be extended. Before the Large Hadron Collider (LHC) at CERN2 started operating, no evidence for either decay mode had been found. Upper limits on the branching fractions were an order of magnitude above the standard model predictions. The CMS (Compact Muon Solenoid) and LHCb(Large Hadron Collider beauty) collaborations have performed a joint analysis of the data from proton-proton collisions that they collected in 2011 at a centre-of-mass energy of seven teraelectronvolts and in 2012 at eight teraelectronvolts. Here we report the first observation of the B-s(0)->mu(+)mu(-) decay, with a statistical significance exceeding six standard deviations, and the best measurement so far of its branching fraction. Furthermore, we obtained evidence for the B-0 ->mu(+)mu(-) decay with a statistical significance of three standard deviations. Both measurements are statistically compatible with standard model predictions and allow stringent constraints to be placed on theories beyond the standard model. The LHC experiments will resume taking data in 2015, recording proton-proton collisions at a centre-of-mass energy of 13 teraelectronvolts, which will approximately double the production rates of B-s(0) and B-0 mesons and lead to further improvements in the precision of these crucial tests of the standard model.
