Abstract
This article deals with the introduction of state administrative institutions at the district level in the Habsburg Monarchy and their several reforms in the period from 1848 to 1868. It analyzes these processes in a spatial perspective and with a focus on implementation. First, it shows that new spaces of administration were constructed on several levels, especially the districts themselves and the district offices. This was done not by unilaterally expunging earlier forms of spatial organization, but rather in complex interplay with them. Numerous groups of actors were involved in negotiating this, including not only politicians and bureaucrats, but also members of the general population in various roles. In this sense there was a substantial component of ›state-building from below‹ in the creation of the district administrations. Finally, some consequences arising from the new organization of space are outlined, from the quantitative increase in state administrative activity via improved possibilities for production and use of spatial knowledge to advances in the construction of the territory as a unitary space of the state.

The manuscript deals with the elections to the Austrian Constituent Diet in June 1848, compared with those to the French National Assembly in April of the same year, with a focus on the dissemination of new concepts and practices of politics – particularly electoral and representative politics – in rural areas. The approach is based on concepts from the debate on the "politicisation" of rural populations which has been conducted in France during the past decades. To facilitate a detailed analysis closely based on primary sources, the study is limited to the province of Lower Austria (excluding Vienna) and the former department of Seine-et-Oise, surrounding Paris. The manuscript is based on a dissertation accepted in 2010, which has been revised in both content and form. Additional archival research in France in January and February 2011 has allowed an augmentation of the primary source basis. After a summary of theoretical and methodical positions regarding the use of international comparison, a brief presentation of the debates on "politicisation" is intended to familiarize the reader both with the concept and with recent criticisms of it (Chapter 2). The resulting approach is based on the idea not of "politicization" versus a prior "apolitical" condition of rural populations, but rather of a complex of interconnected but not identical shifts in rural concepts and practices of politics. In a first section, demographic, economic and social conditions of the two regions are presented and compared (Chapter 3), as are intellectual preconditions regarding mobility, literacy, religious behavior, and prior experiences with political participation (Chapter 4). The revolutions of 1848 are described with particular attention devoted to the forms they took in rural areas (Chapter 5). The legal and normative framework of the elections is compared in detail, as are administrative prepa¬rations and the processes of electoral information (Chapter 6). These are viewed as efforts by which models of electoral politics, proposed by new and old political elites in both countries, were put before the populations using the power and communicative resources at the disposal of the elites. The elections themselves are first closely described under their procedural aspect; then an analysis of voting behaviour is attempted (Chapter 7). These multiple perspectives demonstrate that divergent notions of the meaning and function of elections competed, but also intermixed. This concerns not only rivalry between the elite-proposed models described in Chapter 6, but also their meeting with concepts held by members of the wider population. In Lower Austria, large numbers of rural voters either rejected or, more frequently, reinterpreted and subverted the proposed electoral model on the basis older practices of political articu¬lation predicated on a corporate subdivision of society. In Seine-et-Oise, behaviors pointing to divergent notions of election are comparatively marginal next to a widespread acceptance of the proposed model. Although the two cases studied differ considerably from one another, and both have only quite limited resemblance to late 20th-century ideals of democratic elections, both can be situated within a complex history of the gradual displacement of older concepts of elections specifically and of politics in general by elements of those familiar in the present.

; The reason for introducing Employer Branding, which nowadays has become a very popular keyword in Human Resource specific literature, is to be found in the change of general social conditions. On the one hand, those derive from demographic changes (shift in the age structure) and on the other, from the emergence of a knowledge-based society (outsourcing of production to low-wage countries). The result is a shortage in specifically skilled labour, which has brought a severe "War for Talent" to the labour market. This thesis presents the ?Grazer Employer Branding Model? and the ?Employer Branding Cycle? as two holistic concepts and possible solutions to the problem described above. A focus is laid on career websites, creating an interface between Employer Branding and e-Recruiting. Different design options, functions and requirements for creating those websites are discussed. This leads to the question, how selected German car manufacturers present themselves on the Internet in terms of Employer Branding criteria, and is answered in a case study by using a checklist to ensure a consistent approach to descriptive analysis. The results are the following: In terms of general composition standards and the visibility of a clear message, the evaluated career websites have reached a high level of achievement. However, weaknesses in the use of Web 2.0 applications and images are obvious. The comparison of an employer popularity ranking (operated by the Trendence Institute for Personnel Marketing) with the outcome of the case study shows big differences. Therefore it is not possible to determine a plain connection. In this respect, ongoing (with a much larger population provided) research is needed. The results should be compared to a ranking derived from a popularity survey, which is based on the respondent?s visit of each company?s career website. This way it should be possible to avoid disturbing factors (of influence) such as the general (product related) company image. ; Thomas Stockinger ; Abweichender Titel laut Übersetzung der Verfasserin/des Verfassers ; Zsfassung in engl. The submitted manuscript for Vol. I. comprises the learned correspondence of the Benedictine historians Bernhard and Hieronymus Pez of Melk abbey from the years 1709 to 1715. The edition and commentary were prepared between 2004 and 2008 within FWF project P-16940 under the direction of Prof. Winfried Stelzer by Thomas Wallnig and Thomas Stockinger at the Institute for Austrian Historical Research, Vienna. The submission of the work for publication is being filed concurrently with the final report on the project to the FWF. The significance of the Pez letters, of which the submitted volume will make roughly one quarter available to the public for the first time, is twofold. On the one hand, the European scope of the correspondence leads to a re-evaluation of the position of Austria and southern Germany within European intellectual history of the early 18th century and within the erudite practice and culture of communication in the Republic of Letters. On the other hand, the prosopographical orientation of the brothers' project (a collection of bio-bibliographical data on Benedictine authors of the 16th to 18th century) provides the beginnings of an inventory and topography of a nearly undiscovered intellectual landscape.
The volume contains: an introduction sketching the various monastic and erudite contexts of the correspondence, presenting learned letters as a literary genre, and setting out the principles of the edition; the edition itself, which gives 261 extant letters in the original Latin with critical notes, German summaries and commentary, and which also registers 211 lost letters; an appendix with biographical information on the 82 correspondents and four tables (letters by correspondents, letters in chronological order, items enclosed with the letters, mentioned letters between third persons); sources and bibliography; finally a cumulative bio-bibliographical index.
Publication is envisioned within the series "Quelleneditionen des Instituts für Österreichische Geschichtsforschung" (Böhlau publishing house) as the first of four planned volumes of the correspondence. The publication is primarily aimed at researchers in Austrian history, intellectual history and history of education, and ecclesiastical history, but is also potentially of interest to the disciplines of art history, history of publishing, and also to medievalists in view of the numerous mentions of the location and usage of manuscripts.

Abstract
A particular relationship with space, usually called territoriality, is one of the essential characteristics of the modern state. This statement was long considered a commonplace. Recent debates, however, have raised new fundamental questions about both space and the state which require a re-examination of both terms, and thus of the connections between them as well. This introduction maps out some of the terminological and theoretical ground for research into these questions. We successively examine the conceptual history of the state, of public administration, and of space, pointing out reifying uses of all three notions which have been repudiated in theoretical debates but remain influential in many historiographical accounts, as well as in popular discourse. We highlight alternative approaches suggested by newer authors. In particular, we describe both the state and administration in terms of assemblages of people, institutions, and objects. Given that this perspective is also used in some current socio-cultural theories of space, we conclude that states and administrations not only exist in space, use space, and create and shape spaces, but that they are themselves spaces and can be analyzed using the methodological tools which apply to spaces of any kind.
The volume contains 18 contributions to an international conference of archivists and historians dealing with the current situation of archives and archival science generally and specifically with the impact of digitization on archival core tasks and on the societal roles of archives.
