In this paper we describe an adaptive e-questionnaire system that can be used for measuring user feedback concerning the quality of portals and e-services. The proposed system applies three axes of adaptation: based on real-time feedback from users through questionnaires, based on problems encountered by the user and based on metadata of the pages visited by the user. The system is based on a model for adaptive quality measurement (MAQM), which comprises different ontologies including concepts regarding the quality of portal and e-services, the questions and questionnaires, the portal characteristics (e.g. page types), the user behavior and the user-encountered problems. The results of evaluating the system's usefulness in an e-government portal are indicative of the value added of our approach. The user experience associated with the quality assessment process is improved and the portal provider gets better feedback in terms of quantity and quality. © 2010 Elsevier Ltd. In this paper, we introduce FIT, a STREP Project sponsored by the European Union starting in 2006. The overall objective of FIT is to develop, test and validate a self-adaptive e-govemment framework based on semantic technologies that will ensure that the quality of public services is proactively and continually fitted to the changing preferences and increasing expectations of e-citizens. We give a brief overview on the FIT scenario and indicate where and how we plan to utilize Semantic Web technologies. For electronic government initiatives to succeed, in addition to modernising the front office, attention should be also paid in order to streamline, reorganise and support the back-office processes of public administrations that provide public services to citizens. Furthermore, actions should be taken to limit the loss of critical knowledge assets during the life cycle of electronic government services. In this paper, the OntoGov project is outlined aiming to develop, test and validate a semantically-enriched (ontology-enabled) platform that will facilitate the consistent composition, re-configuration and evolution of electronic government services.
