The paper deals with the theoretical and legal practical foun¬dation of the concept of alternative care for children in the social welfare system. Applying the human rights principle and child best interest doctrine along with the contemporary holistic and integrated approach to the research subject, we aim to identify the proper interpretation of the notion of alternative care for children in international, European and national domains. The recent case law of the European Court of Human Rights has been considered as well. The role of civil society organizations in providing special care services for vulnerable populations such as children in terms of sustainable development agenda has been seen as a precondition for building a stable democratic and inclusive society when the world is facing significant challenges of natural hazards, climate changes and consequently, social inequities. Accordingly, an adequate policy and legal framework need to be developed including engagement of all relevant actors - public, private and civil organizations as well as the beneficiaries of services.

Labour law protection of whistleblowers has recently been avocated across European countries. A number of European Union member states have adopted special laws regarding whistleblowers` protection, but this protection still stays incomplete and fragmented in scope. Last year the European Commission proposed a new law in order to strengthen whistleblowing - the Whistleblowing Directive. This paper aims to determine the key elements of whistleblowers` protection at the workplace, taking into account European Union principles and the concept of decent work. The concept of decent work has been clearly expressed as a core objective of the International Labour Organization (2008). Dignity is associated with the principles of self-respect, autonomy and freedom that are the core values of the contemporary whistleblowers protection framework. This paper deals with theoretical issues of dignity, particularly the autonomy of individuals reporting wrongdoings at work, in terms of whistleblowers` protection standards, thereby addressing the link between the dignity of individuals and the duty of loyalty to employers versus the duty of loyalty to the society.

Serbian law joined the active reforms in the health care sector. The procedure for the adoption of several laws in the area of health care is undergoing, aiming at improving health care services. The main reason for the adoption of new legislation is need for harmonization in the area of health care and health insurance system taking into account modern developments in the region countries and in the EU. Increasing the scope of mandatory health insurance is projected due to the growing needs of population for health care. It covered the new categories of the population, providing greater scope of health care to vulnerable social groups. Furthermore, the obligation of the individual to respond to a call for targeted preventive examination or screening under appropriate national programs is introduced. As a part of health care reform, Serbian government adopted Biomedical assisted fertilization Law creating preconditions for the promotion of donations in order to increase the number of successful treatments It is likely to enhance the quality of health care taking into account modern standards of medical science and practice, complying with the EU legislation as well. There is also an initiative for adoption of new Pharmacy Law aiming to regulate pharmaceutical industry based on demographic, geographic and technical criteria.

The paper deals with the foundation of policy and legal national framework addresses, particularly, the adequacy of state measures in the areas of economy and labour as a response to Covid-19 pandemic. The aim is, by analyzing recent soft law documents of international organizations and the introduced models of comparative policy practices, to make critical considerations regarding the policy responses in the crises conducted by the Serbian Government. The human-centered, holistic, and integrated approach had been applied accompanied by the legal normative and comparative methods. Putting the current Serbian regulation in the context of the international area of policy emergency response, the territorial approach has been determined as most applicable, accompanied by the spatial coverage to the most vulnerable sectors. Government stimulation policy in the area of economy and employment in the Covid-19 crisis must be based on the rapid and reliable assessment of the impact of a lockdown or trade and job restrictions as on medium to longer-term recovery strategies of trade and employment. The principle of global and national solidarity, public-private partnership are core elements that need to be incorporated in the legal framework to tackle the impact of the Covid-19 pandemics in the economy and labour.

This paper aims to introduce a legal framework for exercising one of the most basic socio-economic rights of people with rare diseases: the right to decent work. Considering the specificity of the medical and, consequently, social status of the people affected, the appropriate labour-law measures need to be determined. Applying the comparative and normative method along with the contemporary anti-discrimination principle, the labour status of the rare diseases population has been analysed based on the proposed classification in legal terms. As a precondition for labour legislation, new Serbian healthcare legislation on rare diseases should be supported through the process of implementation to reduce adverse cases as effectively as possible, advance genetic and other clinical diagnoses, and thus increase the efficiency of available medical treatment. Concerning public health policy, updated registries and better health statistics should be created. These activities require certain amendments to both general and specialist labour legislation (disability legislation), aiming to include patients with rare diseases in the working (and social) environment without discrimination.

The purpose of this paper is to set out the policy guidelines and recommendations to harmonise the Serbian water legislation with European Union standards in the area of water system management as impacted by climate change. The EU Water Framework Directive is analysed in the context of implementation of the integrated water management policy presented in the Serbian Water Law (2010), as well as the National Water Management Strategy (2016). It has been found that the water management legislation that deals with the impact of climate change on water resources is incomplete. Although there are numerous challenges related to research of climate change and water systems, water policy and legal aspects cannot be neglected. The so-called soft law instruments represented in a form of strategy documents could be a valuable response in terms of an adaptive and integrated water policy approach. The research is applied to a case study of the Velika Morava River Basin, at Ljubicevski Most hydrological station. Long-term projections suggest a decrease in annual precipitation levels and annual flows up to the year 2100 for climatic scenarios A1B and A2, accompanied by a rapid increase in air temperatures. This study proposes a water management policy and provides recommendations for the Velika Morava River Basin as impacted by climate change, according to the European Union legislation.

People with rare diseases are facing with numerous challenges in exercising right to health care. Access to health care system is often limited taking into account that there is still lacking the classification and codification of the rarest diseases. The revision version of the International Classification of Diseases of the World Health Organization (ICD-11) is scheduled to be realized in 2018 and is expected to include the category of rare diseases as well. Serbia amended Health Care Law establishing the centers for rare diseases and adopted the new Prevention and diagnosis of genetic diseases, genetic conditioned anomaly and rare diseases Law (2015). This paper aims to provide analysis of the medico-legal status of patients with rare diseases in Serbia considering the European Union legislation and recent trends in international policy and law in this field.
