In this analysis of the importance of the minority issue in the Yugoslav republics during 1991-1992, the authors address the impacting factors of nationalism & religion in the Wars of the Yugoslav Succession to argue that the diplomatic failures & ethnic tensions must be addressed in the larger context of dated Balkan politics in a new European political environment. The factors of Yugoslav communism, the tension between Bosnian Serbs & Izetbogovi's writings, & party discourse contextualize the fervent nationalism of Croat leader Franjo Tudjman, & Slobodan Milosevic's mobilization of Serbian society. Discussion of the response from the international community assesses actions of Western Europe, the lack of international law mechanisms, & the Badinter Commission. Although the European response has been characterized as a running diplomatic fiasco, the authors conclude that the leaders & their associates bear the responsibility for turning a difficult situation into a bloody & destructive war.
