La cuestión centralista/federalista ocupa un sitio inestable dentro de la historiografía reciente sobre el siglo XIX. latinoamericano. La organización estatal va se perfila como un tema instrumentalizado en vez de primordial, frente a temas como el régimen económico, cuyos "intereses" (por múltiples y confusos que sean) presumiblemente existen y son analizables; o quizás la cuestión religiosa, que se presta a cierta "irreductibilidad" para quienes no sean marxistas vulgarísimos.' AbstractThis article locates the first regime of Alfonso López Pumarejo (the Revolutión en marcha, 1934–8) within the social dynamics of Colombia's polarised party system, rather than the developmentalist and class dynamics that are frequently invoked. López's economic and political thought is shown to be far closer to the partisan and antistatist traditions of Colombian liberalism than is often assumed, and his rise to power is depicted as a victory of political strategy rather than class alliances. After surveying the role of the Acción Liberal group of intellectuals in the radicalisation of Liberal discourse, culminating in the constitutional reform of 1936, the article offers hypotheses about the transitory nature of López-era Liberal radicalism.

The labor movement in the United States entered into crisis in the mid-1970s as the economy moved from a manufacturing to a service base. The decline of the manufacturing sector has led to a significant reduction in union participation and living standards from their peak in the 1960s to their current low point. The current economic crisis may produce changes in union structures. The future of the U.S. labor movement depends on its capacity to recruit new members, particularly among the women, young people, and ethnic groups that have recently entered the labor market.

In 2004 the mayors of two municipalities in the Aymará region of the Andes were lynched—the apparent culmination of bitter conflicts within their communities and between those communities and the central government. These two cases illustrate the recent transformation of the organization and internal dynamics of Andean communities and the conflictive articulation of local politics with wider processes and institutions. They point to the importance of recent political-institutional processes, as opposed to traditional cultural factors of alleged indigenous nationalism, for understanding the cultural and political transformation of communities and the ways in which they process their internal conflicts as well as those with the wider state.

Since 1995, presidents from both parties have increased US government initiatives in pursuit of global gender equality, but there has been little scholarly work that explores public support for these initiatives. We analyze the level of citizen support for several types of global gender equality programs. In addition, we explore support for one specific rationale for the policy –the argument that the participation of women in decision-making will make the world a more peaceful place. Our central hypothesis is that personal security dispositions are an important correlate of support for global gender initiatives, and our analysis yields support for the hypothesis. Citizens who place a high value on personal security display stronger support for gender equality in foreign policy. We close with suggestions for further research and discuss the policy implications of our findings, in particular with respect to public opinion on the use of military force.
