"Der Terminus 'politische Klasse' ist in den letzten Jahren zu einem zentralen Begriff für die Beschreibung und die Analyse von Berufspolitikern in der modernen Demokratie geworden. In diesem Beitrag wird Gaetano Moscas vor über einem Jahrhundert entwickelte Theorie der politischen Klasse mit der gegenwärtigen Verwendung des Begriffs verglichen. Das Ergebnis: Trotz ihrer zeitlichen Gebundenheit sowie deutlicher analytischer Unschärfen und Inkonsistenzen besitzen Moscas Überlegungen eine über die rein stichwortgebende Funktion hinausgehende Relevanz. Seine weitreichenden Einsichten in den Klassencharakter der politisch herrschenden Minderheit - insbesondere in dessen materielle und habituelle Basis - sind bis heute noch keineswegs zu politikwissenschaftlichem Allgemeingut geworden."
