Diese Arbeit basiert auf einer eigenen Erhebung, die eine Analyse der Dynamik dieses Marktes in bisher unerreichter Tiefe ermöglicht. So können anhand verschiedener interdisziplinärer Modelle aus den Wirtschafts- und Sozialwissenschaften Verhaltensmuster z.B. bezüglich der Inanspruchnahme gesetzlicher Leistungen, der Auswahl individueller Gesundheitsleistungen oder der Wahl des Arztes erklärt werden.

Zentrales Element unseres Gesundheitssystems sind die Versicherten, die mit Ihren Beitragszahlungen einen großen Teil des Systems finanzieren und mit ihren individuellen Verhalten als Patient einen entschiedenen Teil der Dynamik dieses System innerhalb des politischen Rahmens und seiner Grundstrukturen ausmachen. Mit ihren Entscheidungen nehmen sie jedoch auch zunehmend eine Konsumentenrolle ein, beispielsweise bei individuellen Gesundheitsleistungen. Basierend auf den Daten der neuen FFB-Patientenumfrage soll dieser Beitrag einen ersten Einblick in die Motivationen und Hintergründe solcher (Konsum-) Entscheidungen geben. ; Central element of our medical system are the insured persons. With their contributions they finance a dominant part of the system. And with their individual behaviour patients contribute an important part to the dynamics of the system within the political framework. With their decisions making they have increasingly adopted the role of a consumer, for example for individual health efforts. This article gives a first impression of the motivation and the background of such consumer decisions. The analysis is based on the data of the new FFB patient-survey.
With the development of household budget systems and with regard to the requirements of the European Union with new EU-SILC approaches, the cumulation of cross-section surveys to an integrated information system is recently discussed and required. In particular the reconstruction of household budget surveys should deliver yearly results as well multi-annual sufficient large samples to allow in depth analyses. This study contributes by a general conceptual foundation of the cumulation of cross-sections and an application which in particular evaluates the new cumulation concept with actual large official samples: the cross sectional cumulation of five yearly Continuous Household Budget Surveys (Laufende Wirtschaftsrechnungen, LWR) which will be compared to the large quinquennial Sample Survey of Income and Expenditures (Einkommens- und Verbrauchsstichprobe, EVS) of the German Federal Statistical Office. Therewith the sensitivity of the cumulation concept with its alternatives is evaluated for private household consumption expenditures of selected expenditure groups. A recommendation concludes.

Auf der Grundlage von Vergleichen zwischen dem früheren Steuersystem mit der Steuerreform von 2000/2005 und konkurrierenden Alternativen werden in dieser Studie Verteilungsund Umverteilungseffekte auf die Gruppe der Selbständigen (Freie Berufe und Unternehmer) und anderen sozioökonomischen Gruppen untersucht. Zusätzlich wird die Ungleichheitsverteilung einzelner sozioökonomischer Untergruppen im Vergleich zur gesamten Ungleichheit mit Hilfe einer Dekompositionsanalyse untersucht. Grundlage der Untersuchung sind anonymisierte Mikrodatenfiles der deutschen Einkommenssteuerstatistik, die das Statistische Bundesamt der Wissenschaft zur Verfügung stellt. Nur mit solchen Mikrodaten sind besonders aussagekräftige Analysen der oft vernachlässigten Selbständigen möglich; konventionelle Umfragen erlauben höchstens eingeschränkte Analysen über Einkommen und Steuerlast der Selbständigen. ; Based on comparisons between the former German tax system and the tax reform of 2000/2005 and other tax systems which were up for discussion this study investigates the (re-) distribution effects on the self employed (professions and entrepreneurs) and other socioeconomic groups. Additional the distribution of inequality of single socio-economic subgroups in comparison to the overall inequality is analysed by using the decomposition method. The analysis is based on anonymised microdata files of the German Income Tax Statistics, provided by the Fedaral Statistical Office. These files allow significant analysis of selfemployed. In contrast conventianal surveys produce only insufficient conclusions about income and tax burden of self employed.
Das Interesse am Gesundheitswesen hat in den vergangenen Jahren erheblich zugenommen. Politik und Gesellschaft müssen sich einer Auseinandersetzung mit den Strukturen des Gesundheitswesens, insbesondere mit den Aufgaben und deren Vergütung, die von den verschiedenen Leistungsanbietern erbracht werden, stellen.Um dies zu leisten, bedarf es insbesondere unter einzelwirtschaftlichen Gesichtspunkten aussagekräftige, theoretisch fundierte Analysen. Ziel der hier vorliegenden Untersuchung ist die Analyse des Erfolgsverständnisses niedergelassener Ärzte und die Identifikation kritischer Erfolgsfaktoren auf der Grundlage eines theoriegeleiteten Modells auf der Basis der breit angelegten FFB-Ärzteumfrage für Niedersachsen. ; The interest in the health care system increased during the past few years significantly. Politics and society have to face changing structures. The duties, responsibilities and compensations of providers of services in the health care system are of special interest in these considerations. To successfully deal with these challenges, there is a need for precise analyses based on facts. The aim of this study is to analyse the concept of success of practising physicians and to identify critical factors of their success based on a theory driven model supported by the empirical data of our survey (FFB-Ärzteumfrage) for Lower Saxony (Niedersachsen).
With the tax reform 2000 Germany has seen the implementation of the most ambitious tax reduction programme in its post-war history. In the period from 1998 to 2005, taxpayers will benefit substantially from net tax relief more than DM 100 billions in total. It is expected, that private consumption and investment are stimulated - two essential requirements for promoting growth and employment. Under the aspect of the tax reform 2000 and the Karlsruher Entwurf (an expert draft on further income tax reform approaches) compared to the former taxbase system we investigate in our paper overall and distributional and redistributional impacts on the self employed (professions (free lancers) and entrepreneurs) and employees besides other socioeconomic grouping like gender and family type. In addition, a decomposition analysis based on a generalized entropy approach quantifies the socioeconomic subgroups' inequality contribution to overall inequality. Together with the recent poverty and wealth report for our government, this is the first time that the anonymized microdata records of the German Income Tax Statistic can be used by researchers within the Federal Statistical Office. Such a microdata file is essential for analysing above all the often neglected situation of the self-employed; in traditional surveys, where, in principle, firm information yielding the final income and taxes to be paid are not available for the self-employed. ; Mit der Steuerreform 2000 wurde das ambitionierteste Steuerreduktionsvorhaben in der deutschen Nachkriegsgeschichte beschlossen. In den Jahren von 1998 bis 2005 werden Steuerzahler von einer Nettoentlastung von insgesamt mehr als 100 Mrd. DM profitieren. Man erwartet hierdurch eine Stimulation der privaten Ausgaben sowie der Investitionen, zwei wichtige Voraussetzungen für Wirtschaftswachstum und mehr Beschäftigung.Auf der Grundlage von Vergleichen zwischen dem früheren Steuersystem mit der Steuerreform von 2000 und dem Karlsruher Entwurf (einem Vorschlag einer Expertengruppe für weitere Einkommenssteuerreformen) werden in diesem Paper Verteilungs- und Umverteilungseffekte auf die Gruppe der Selbständigen (Freie Berufe und Unternehmer) und anderen sozioökonomischen Gruppen (z.B. unterschieden nach Geschlecht, Familientypus etc.) untersucht.
