The functioning of the labour market and the impact of labour market policies are a long-standing issue in social and political debate. In this respect, labour market research acquires the necessary knowledge and often receives impulses from labour market policy. Conversely, progress in the development of research methods and data mining encourages labour market policymakers to ask new questions that have not been answered yet. Michael Stops picks up such developments and focusses on the following three issues: - Occupational mobility and the job matching efficiency - The development of job matching efficiency on partial occupational markets before, during and after the years of the German labour market reform 2003-2005 - The employment effect of the National Minimum Wage in the United Kingdom 1999-2012. Die Fragen, wie der Arbeitsmarkt funktioniert und welchen Einfluss die Politik ausüben kann, sind Dauerbrenner in der gesellschaftlichen und politischen Debatte. Das hierzu nötige Wissen speist sich aus der Arbeitsmarktforschung, die häufig Impulse aus dem Alltagsgeschäft der Arbeitsmarktpolitik bekommt. Umgekehrt laden Fortschritte in der Methodenentwicklung und der Datenerschließung die Arbeitsmarktpolitik dazu ein, neue Fragen aufzuwerfen, die bisher nicht beantwortet werden konnten. Michael Stops greift solche Entwicklungen auf und fokussiert drei Themenbereiche: - Berufliche Mobilität und Effizienz des Arbeitsmarktausgleichs - Die Entwicklung der Effizienz des Arbeitsmarktausgleichs vor, während und nach den Jahren der deutschen Arbeitsmarktreformen 2003-2005 auf beruflichen Teilarbeitsmärkten - Die Wirkung des flächendeckenden Mindestlohns in Großbritannien auf die Beschäftigung 1999-2012
The functioning of the labour market and the impact of labour market policies are a long-standing issue in social and political debate. In this respect, labour market research acquires the necessary knowledge and often receives impulses from labour market policy. Conversely, progress in the development of research methods and data mining encourages labour market policymakers to ask new questions that have not been answered yet. The author picks up such developments and focusses on the following three issues: occupational mobility and the job matching efficiency; the development of job matching efficiency on partial occupational markets before, during and after the years of the German labour market reform 2003-2005; the employment effect of the National Minimum Wage in the United Kingdom 1999-2012.
There is an ongoing discussion that centres on the German labour market reforms (2003- 2005) and the role of these reforms in boosting the German economy. Considering that one of the main objectives of the reforms was to improve the matching process on the labour market, I use rich, high-frequency, and recent administrative panel data to present new details regarding the development of job-matching performance before and after the reform years. The results show that matching productivity increased during all reform stages and slightly deteriorated in 2009 (the year of the financial crisis), even after controlling for the recession. Furthermore, increases in matching productivity have become smaller in recent years. Beyond these findings, the results show detailed differences in the changes in matching productivity on occupational labour markets. ; Über einen etwaigen Beitrag der deutschen Arbeitsmarktreformen (2003-2005) zur Stabilisierung der deutschen Wirtschaft wird sowohl in Wissenschaft als auch Politik nach wie vor debattiert. Dabei war die Verbesserung der Effizienz des Arbeitsmarktausgleichs eines der erklärten Hauptziele der Reformen. Zur Frage, ob dieses Ziel erreicht wurde, stelle ich präzise und neue detaillierte Befunde auf der Basis von umfangreichen administrativen Daten vor, die auch die Zeit der Wirtschafts- und Finanzkrise (2008/2009) einschließen. Die Effizienz des Arbeitsmarktausgleichs erhöhte sich während und nach den Reformjahren deutlich. Dies lässt sich nun auch für die Einführung der letzten Reformstufe im Jahr 2005 belegen. Jedoch waren die Arbeitsmarktausgleichsprozesse nicht vollständig immun gegen die Wirtschafts- und Finanzkrise; die positive Entwicklung wurde hier unterbrochen und setzte sich danach nicht in dem gleichen Maße fort. Darüber hinaus zeigen die Analysen eine unterschiedliche Entwicklung der Matchingeffizienz in beruflichen Teilarbeitsmärkten auf.

In dem Beitrag berichten die Autoren über die Methodik und die Durchführung eines Pilotprojektes aus dem Jahr 2009, 'in dem die Wirkung von Strategien, Handlungsspielräumen und generellen Einstellungen bei den Vermittlungsfachkräften diesseits von organisatorischen Grundentscheidungen auf quantifizierbare Ergebnisvariablen untersucht wird. Die Pilotstudie legt für eine beschränkte Anzahl von Arbeitsagenturen und Jobcentern empirische Belege dafür vor, dass individuelle Vermittlercharakteristika Einfluss auf den Integrationserfolg der jeweils betreuten Arbeitslosen haben.' Die Autoren plädieren abschließend dafür, 'dass die Kombination von qualitativen und quantitativen Methoden eine gute Strategie ist, um neue Erkenntnisse über Wirkungszusammenhänge in der Arbeitsmarktpolitik zu gewinnen'. Die vorliegende IAB-Stellungnahme fasst die mündliche Stellungnahme des Instituts im Rahmen der Anhörung am 16. August 2017 im Hessischen Landtag zum dringlichen Antrag der Fraktion der FDP betreffend 'Hessen 4.0 - Agenda Digitales Hessen' (Drucksache 19/4111) und zur Großen Anfrage der Fraktion der SPD betreffend der Auswirkungen der Digitalisierung auf Arbeit und Wirtschaft in Hessen (Drucksache 19/4357 zu Drucksache 19/2896) zusammen. Das IAB stellt eigene Forschungsergebnisse zum Thema 'Digitalisierung der Arbeitswelt' vor und geht dabei, soweit möglich, auf die Situation in Hessen ein. Im Anschluss daran werden einige Punkte des Antrags der FDP-Fraktion kommentiert. Das IAB hat für das Bundesgebiet und die einzelnen Bundesländer den Anteil der in Berufen ausgeübten Kerntätigkeiten berechnet, die bereits heute theoretisch durch Maschinen ersetzbar wären. Demnach beträgt in Hessen der Anteil der sozialversicherungspflichtig Beschäftigten in Berufen mit einem hohen Substituierbarkeitspotenzial 13,1 Prozent. Er liegt damit unter dem bundesweiten Schnitt von 14,9 Prozent. Auch wenn die Realisierung der Substituierbarkeitspotenziale aus organisatorischen, wirtschaftlichen oder auch ethischen Gründen gehemmt oder verhindert werden kann, wird es in Zukunft Veränderungen in der Arbeitswelt geben. Wirtschaftliche Anpassungsprozesse können zudem dazu führen, dass es zu erhöhtem Bedarf in Tätigkeitsbereichen kommt, die nicht durch Maschinen ersetzt werden können. Für die Politik und die Arbeitsmarktakteure wird es darauf ankommen, diesen strukturellen Wandel aktiv zu begleiten. Damit Beschäftigte den durch die Digitalisierung geänderten Anforderungen gerecht werden können, bedarf es gezielter Qualifizierung und Weiterbildung. Auch die grundlegende inhaltliche Ausrichtung der Schul- und Berufsausbildung sollte den Trend zur Digitalisierung berücksichtigen. The IAB statement presents IAB research results on the topic of 'digitisation of the working environment', responds to the situation in Hesse where possible, and com-ments some items of the application of the FDP.To this end, the IAB calculated the proportion of core activities exercised in occupa-tions which could, in theory, already be substituted by machines. In Hesse, the pro-portion of employees, subject to social insurance contributions, in occupations with a high substitutability potential is 13.1 per cent. This proportion is smaller than the av-erage proportion of 14.9 per cent for Germany. Though the unlocking of the substitut-ability potential could be at least partly prevented for organizational, economic or eth-ical reasons, there will be changes in the world of work in future. Furthermore, eco-nomic adjustment processes can lead to an increased demand in occupations which cannot be replaced by machines. We come to the conclusion that politics and labour market actors should actively sup-port this structural change. Targeted qualification and further training can promote employee's ability to meet the requirements that change due to digitisation. Also, the curricula of the general education system and of the vocational training should take the trend towards digitisation into account. More generally, political initiatives are rec-ommended that support the change management of the public and the private sector by information, coordination or networking.

"Important questions relating to the quality of employment are first discussed below. Here we show that changes in preferences relating to employment and life courses have up to now only play an insufficient role here. In addition, dynamic aspects such as the permeability of employment forms, the flexibility and also upward mobility must also be taken into account. We argue along with this that an evaluation of the quality of employment must also always be put into the context of the individual characteristics of persons or establishments. In this connection, research still has to answer a great many open questions. Nevertheless, from what has been gathered already, it is possible to deduct that even more instable forms of employment do not per se represent a cul-de-sac for employees. A prerequisite is however that employees, for whom this danger exists, are supported with offers of information such as, for instance those offered by the public advisory and placement services, in their efforts to look for more stable jobs and get the chance to develop their employability further." Der Antrag der Volksinitiative Für einen Mindestlohn von zehn Euro pro Stunde in Mecklenburg-Vorpommern (Drucksache 6/1020 des Landtags Mecklenburg-Vorpommern) zielt auf einen bundesweit einheitlichen flächendeckenden Mindestlohn in Höhe von zehn Euro je Stunde, zu dessen Einführung das Land Mecklenburg-Vorpommern die Initiative im Bundesrat ergreifen soll. In seiner Stellungnahme hierzu kommt das IAB zu dem Schluss, dass ein allgemeiner gesetzlicher Mindestlohn in Deutschland das Tarifsystem als untere Grenze stützen kann. Entscheidend ist dabei allerdings, die Höhe des Mindestlohnes mit Augenmaß festzulegen, um mögliche nicht intendierte negative Beschäftigungswirkungen zu vermeiden. Eine regionale Differenzierung des Mindestlohnes würde unterschiedliche wirtschaftliche Rahmenbedingungen und unterschiedliche Arbeitsmarktchancen in Deutschland berücksichtigen. Allerdings sollte diese nicht zu kleinräumig sein. Im Lichte internationaler Erfahrungen sind zudem besondere Regelungen für Personengruppen empfehlenswert, die nur erschwert Zugang in den Arbeitsmarkt finden. ; A petition of the popular initiative For a minimum wage of ten euros per hour in Mecklenburg-Western Pomerania (printed document 6/1020 of the State Parliament of Mecklenburg-Western Pomerania) aims at a country-wide, uniform, comprehensive minimum wage of ten euros per hour. In its statement on this topic, IAB comes to the conclusion that a general legal minimum wage in Germany could underpin the collective wage system as a lower limit. However, it is decisive to use sound judgement in setting the level of the minimum wage in order to avoid any possible unintended negative effects on the employment situation. A regional differentiation in the minimum wage level would make allowances for differing economic framework conditions and different labour market opportunities throughout Germany. However this should not be on too small a scale. In the light of international experience, special regulations for groups of persons who have difficulty in gaining access to the labour market would be advisable.

"Data on open job vacancies are highly relevant for labour market research. Recently they have been published by the European Commission (EUROSTAT) for most European countries. The data are usually collected by business surveys. A closer look at them shows that at the present an international comparison of vacancy data or even their interpretation with regard to national labour market policies does not stand on a reliable base. The statistical delimitations and methods are very different; in some cases the data quality must be doubted. One reason lies in the tremendous costs of these surveys. Another one is the lack of quality measurement at national level. This paper shows the progress done with national job vacancy statistics in Europe and explains the weaknesses of the available data material on the basis of examples." Der Gesetzentwurf der Fraktion Bündnis 90/Die Grünen des Landtages von Sachsen-Anhalt (Drucksache 6/1804 des Landtages von Sachsen-Anhalt vom 13.2.2013) zielt auf die Durchsetzung eines einheitlichen Mindestlohnes in Sachsen-Anhalt für Beschäftigte des Landes, der Kommunen, der sonstigen juristischen Personen des öffentlichen Rechts, der öffentlichen Betriebe, der öffentlich geförderten Betriebe sowie der Betriebe, die als Auftragnehmer öffentlicher Aufträge tätig werden. Der Mindestlohn soll mindestens 8,50 Euro betragen. Die genaue Höhe der Lohnuntergrenze soll von einer Mindeststundenlohnkommission, die sich aus jeweils zwei Arbeitgeber- und Arbeitnehmervertretern sowie einem Vertreter der Wissenschaft zusammensetzen soll, in jedem Jahr unter bestimmten Maßgaben festgelegt werden. Das IAB fasst in seiner Stellungnahme den Stand der Diskussion um einen einheitlichen Mindestlohn sowie dessen potenziellen Wirkungen zusammen. Die Effekte auf die Beschäftigung und auf die Lohnverteilung stehen dabei im Zentrum. Das IAB nimmt keine rechtliche Bewertung vor. Das IAB kommt zu dem Schluss, dass ein allgemeiner gesetzlicher Mindestlohn in Deutschland angesichts der im langfristigen Vergleich gesunkenen Tarifbindung in Deutschland sowohl das Tarifsystem als auch individuell vereinbarte Löhne als untere Grenze stützen kann. Dadurch können auch fiskalische Belastungen reduziert werden, da die Einkommen der Niedriglohnbezieher oftmals aufgestockt werden müssen. Entscheidend ist dabei allerdings, die Höhe des Mindestlohnes mit Augenmaß festzulegen, um mögliche nicht intendierte negative Beschäftigungswirkungen zu vermeiden. Im Lichte internationaler Erfahrungen sind zudem besondere Regelungen für Personengruppen empfehlenswert, die nur erschwert Zugang in den Arbeitsmarkt finden. ; The draft law of the parliamentary party Bündnis 90/Die Grünen (Alliance 90/The Greens) of the State Parliament of Saxony-Anhalt (printed document 6/1804 of the State Parliament of Saxony-Anhalt of 13.2.2013) aims at the implementation of a uniform minimum wage in Saxony-Anhalt for employees of the State, towns and communities, all remaining legal bodies of public law, public establishments and publically subsidised establishments as well as establishments that are public contractors. The minimum wage is to be at least 8.50 euros. The exact level is to be determined each year by a Minimum Hourly Wage Commission that is to consist of two representatives of the employers and employees respectively, as well as one representative from academia, and is to be determined according to certain stipulations. In its Statement, IAB summarises the current state of the discussion on a uniform minimum wage as well as its potential effects. The effects on employment and wage distribution are the focal point here. IAB does not undertake a legal assessment. IAB comes to the conclusion that, in view of the long-term decline of collective wage agreements in Germany, a general statutory minimum wage can support both the tariff system as well as individually agreed wages as a lower limit. It would thus be possible to reduce the fiscal burden, as the income of those receiving low wages often has to be subsidised. However, it is decisive to use sound judgement in setting the level of the minimum wage in order to avoid unintended negative employment effects. A regional differentiation in the minimum wage would take into account the differences in economic conditions and employment perspectives in Germany. The differentiation should not be on too small a scale, however. In the light of international experience, special regulations are also recommendable for those groups of people who find it difficult to gain access to the labour market.
