Cost-benefit analysis (CBA) is commonly applied as a tool for deciding on risk protection. With CBA, one can identify risk mitigation strategies that lead to an optimal tradeoff between the costs of the mitigation measures and the achieved risk reduction. In practical applications of CBA, the strategies are typically evaluated through efficiency indicators such as the benefit-cost ratio (BCR) and the marginal cost (MC) criterion. In many of these applications, the BCR is not consistently defined, which, as we demonstrate in this article, can lead to the identification of suboptimal solutions. This is of particular relevance when the overall budget for risk reduction measures is limited and an optimal allocation of resources among different subsystems is necessary. We show that this problem can be formulated as a hierarchical decision problem, where the general rules and decisions on the available budget are made at a central level (e.g., central government agency, top management), whereas the decisions on the specific measures are made at the subsystem level (e.g., local communities, company division). It is shown that the MC criterion provides optimal solutions in such hierarchical optimization. Since most practical applications only include a discrete set of possible risk protection measures, the MC criterion is extended to this situation. The findings are illustrated through a hypothetical numerical example. This study was prepared as part of our work on the optimal management of natural hazard risks, but its conclusions also apply to other fields of risk management.

Abstract. Avalanche disasters are associated with significant monetary losses. It is thus crucial that avalanche risk assessments are based on a consistent and proper assessment of the uncertainties involved in the modelling of the avalanche run-out zones and the estimations of the damage potential. We link a Bayesian network (BN) to a Geographic Information System (GIS) for avalanche risk assessment in order to facilitate the explicit modelling of all relevant parameters, their causal relations and the involved uncertainties in a spatially explicit manner. The suggested procedure is illustrated for a case study area (Davos, Switzerland) located in the Swiss Alps. We discuss the potential of such a model by comparing the risks estimated using the probabilistic framework to those obtained by a traditional risk assessment procedure. The presented model may serve as a basis for developing a consistent and unified risk assessment approach.

Abstract. Early warning systems (EWSs) are increasingly applied as preventive measures within an integrated risk management approach for natural hazards. At present, common standards and detailed guidelines for the evaluation of their effectiveness are lacking. To support decision-makers in the identification of optimal risk mitigation measures, a three-step framework approach for the evaluation of EWSs is presented. The effectiveness is calculated in function of the technical and the inherent reliability of the EWS. The framework is applicable to automated and non-automated EWSs and combinations thereof. To address the specifics and needs of a wide variety of EWS designs, a classification of EWSs is provided, which focuses on the degree of automations encountered in varying EWSs. The framework and its implementation are illustrated through a series of example applications of EWS in an alpine environment.
