Abstract
As most other industrialized countries, Germany experienced three major changes in its energy mix in the last two centuries, namely the respective transitions to coal, oil, and nuclear power. This paper discusses the reasons and consequences of these changes with respect to energy consumption, energy prices, and growth. One major finding is that each energy transition led to a devaluation of traditional locational advantages such as the existence of local sources of water power or coal beds. Another important observation is that most of the energy transitions were accompanied by significant government subsidies aiming at either promoting new energy sources or reducing the social hardship associated with the decline of traditional power industries.

This article examines the determinants of contractual form and renegotiations in the German construction industry during the Third Reich. At the beginning of World War II, firms dealt with growing uncertainty by convincing procurement agencies either to use cost‐plus contracts or to include an additional risk premium in fixed‐price contracts. In the later years of the war, procurement agencies initiated renegotiations over contract clauses to reduce the extraordinary profits resulting from information rents and high‐risk premiums. This regulatory course undermined the credibility of the regulatory commitment, thereby weakening the incentives of the fixed‐price contracts still in use.

Der Beitrag vergleicht in einer historisch-empirischen Analyse die jeweiligen technologischen und ökonomischen Entwicklungen in der deutschen Synthesekautschukindustrie während des Zweiten Weltkriegs, um eine genauere Vorstellung von den technologiepolitischen Auswirkungen der praktizierten staatlichen Eingriffe in den Innovationsprozess privater Unternehmen zu gewinnen, da in beiden Ländern die Forschung durch Zielvorgabe und Ausübung staatlicher Nachfrage maßgeblich gefördert wurden. Als weitere wesentliche Gemeinsamkeit kommt hinzu, dass mit der Rezeptur für die Synthesekautschukart BUNA S die gleiche technologische Grundlage zur Verfügung stand. Erhebliche Unterschiede finden sich hingegen, und dies arbeitet der Beitrag heraus, bei der detaillierten Ausgestaltung der technologiepolitischen Maßnahmen sowie hinsichtlich der Ergebnisse des Innovationsprozesses.
