BACKGROUND: When asked what a desirable fertility level for populations might be, most politicians, journalists, and even social scientists would say it is around two children per woman, a level that has been labelled by demographers "replacement-level fertility." The reasons given for considering this level of fertility as something to aim at usually include maintaining the size of the labour force and stabilizing the old-age-dependency ratio. OBJECTIVE: In this paper, we scrutinize this wide-spread view by introducing education in addition to age and sex as a further relevant source of observable population heterogeneity. We consider several criteria for assessing the long-term implications of alternative fertility levels and present numerical simulations with a view on minimizing the education-weighted total dependency ratio and complement this with the goal of reducing the amount of greenhouse gas emission in the context of climate change. METHODS: We perform thousands of alternative simulations for different fertility levels (assumed to be constant over time) starting from empirically given population structures and derive the rate of fertility which yields the lowest level of our education-weighted dependency ratio. We study the sensitivity of our results to different parameter values and choose to focus on the actual populations of Europe and China over the course of the 21st century. RESULTS: The results show that when education is assumed to present a cost at young age and results in higher productivity during adult age, then the fertility rate that on the long run keeps dependency at a minimum turns out to lie well below replacement fertility both in Europe and in China under a set of plausible assumptions. The optimal fertility level falls even lower when climate change is factored in as well. CONCLUSIONS: We conclude that there is nothing magical or particularly desirable about replacement level fertility.

Over the past decade, India has experienced rapid economic growth along with increases in levels of air pollution. Our goal is to examine how alternative policies for air pollution abatement affect well-being there. In particular, we estimate the effects of policies to reduce the levels of ambient fine particulates (PM2.5), which are especially harmful to human health, on well-being, quantified using the United Nations' human development index (HDI). Two of the three dimensions of this index are based on gross domestic product (GDP) per capita and life expectancy. Our approach allows reductions in PM2.5 to affect both of them. In particular, economic growth is affected negatively through the costs of the additional pollution control measures and positively through the increased productivity of the population. We consider three scenarios of PM2.5 abatement, corresponding to no further control, current Indian legislation, and current European legislation. The overall effect in both control scenarios is that growth in GDP is virtually unaffected relative to the case of no further controls, life expectancy is higher, and well-being, as measured by the HDI, is improved. In India, air pollution abatement investments clearly improve well-being.

Sustainable development (SD) as popularized by the Brundtland Commission and politically enshrined in the Sustainable Development Goals has been the explicit focus of sustainability science. While there is broad agreement that the trend of human well-being (W) over time should serve as a sustainability criterion, the literature so far has mostly addressed this in terms of its determinants rather than focusing on W itself. There is broad agreement that an indicator for W should have multiple constituents, clearly going beyond gross domestic product. Here, we propose a tailor-made indicator to serve precisely this purpose following a set of specified desiderata, including its applicability to flexibly defined subnational populations by gender, place of residence, ethnicity, and other relevant characteristics. The indicator, years of good life (YoGL), reflects the evident fact that in order to be able to enjoy any quality of life, one has to be alive and thus is primarily based on life expectancy. However, since mere survival is not considered good enough, life years are counted conditional on meeting minimum standards in two dimensions: the objective dimension of capable longevity (consisting of being out of absolute poverty and enjoying minimal levels of physical and cognitive health) and the subjective dimension of overall life satisfaction. We illustrate the calculation of this indicator for countries and subpopulations at different stages of development and with different degrees of data availability.
