AbstractWhile much of the implementation literature over the past several decades has recognised the importance of context (e.g. in issues of institutional culture, degree of hierarchy), little of the literature comparing the results of numerous program implementation experiences examines the experience of non‐Western contexts. This study seeks to partially fill this gap by applying the 'conventional wisdom' of implementation theory to program implementation experience in Russia. We analyse the implementation of 18 demonstration projects in Russia against 9 success factors identified in the implementation literature. Most of the pilots involved multiple cities; so there are a total of 48 city‐case observations to study. Overall, the findings are that the factors associated with successful program implementation among OECD countries are also those at work in Russia's transitional economy. The weights associated with the various factors may differ, however. One could imagine, for example, that political support counts for more in Russia than in the western local governments. One might also believe that opportunities for learning from other implementers could be more important in the West, where professional associations are more highly developed. The core finding of consistency should be valuable to administrators across transitional economies who can now refer to the rich findings of implementation research with greater confidence of its applicability to their programs. Perhaps equally important is the finding that some of the same factors predominantly associated with successful or troubled implementation in Russia have similar effects in implementation examples drawn from transition and developing nations; there are, however, some important differences. Nonprofit organizations as contracted local social service providers in eastern Europe and the Commonwealth of Independent States

AbstractToday nonprofit organizations (NPOs) are an important provider of social services in some countries in the eastern Europe‐CIS region. Based on field reports from seven countries in the region, we find that the pattern is highly variable, however; and only in central Europe and Croatia are local governments contracting with NPOs to deliver services. More commonly, local governments give grants to NPOs for this purpose. But in some countries local governments provide essentially no support to NPOs for social service delivery. This article outlines the case for NPOs being contracted as service providers, and inventories the current situation in the region with respect to local governments. It concludes with a discussion of the possible reasons for the low incidence of contracting by local governments with NPOs as service providers. Copyright © 2002 John Wiley & Sons, Ltd.

Delivering Technical Assistance in Eastern Europe and Russia: lessons from the field

Successful provision of sectoral technical assistance to the countries of Eastern Europe and the former Soviet Union is a singular challenge because the lessons learned from years of work in developing countries are only partially applicable. This paper describes a successful housing sector assistance program in the Russian Federation and recounts several lessons that might be drawn from this experience. Among these lessons, for example, is the necessity for genuine technical experts to be in residence in the country, as opposed to those with more general skills. This, in turn, requires that the assigned task be relatively well defined before dispatching the resident advisers. Such experts are more likely to win the professional respect of their counterparts, and can provide the 'immediate' policy work that is often required.
