This research focuses on implementing regional tax levies in the non-metallic mineral and rock tax sector, which still needs a community mining permit in the Ogan Ilir Regency Area. Regional tax levies are an essential instrument for local governments to optimize local revenue while regulating the exploitation of natural resources owned by the community. However, in the context of community mining, the implementation of tax collections often faces challenges such as awareness of obligations, non-compliance by entrepreneurs, and obstacles to mining legality.

This study examines the practical implementation of Regent Regulation, which focuses on determining houses and transport allowances for leaders or members of the Regional People's Representative Council (DPRD). The regulation, enacted to address issues related to financial compensation for public officials, holds significance in ensuring fair and transparent remuneration practices while maintaining fiscal responsibility. The research employs a mixed-methods approach, combining document analysis of the regulation and supporting documents with interviews and surveys involving key stakeholders, including council members, administrative officials, and community representatives. The investigation aim to assess the effectiveness of the regulation in achieving its intended objectives, uncover potential challenges faced during its implementation, and gauge the perception of various stakeholders regarding its adequacy and fairness of the determined allowances.

Article 18, paragraph 4 of the 1945 Constitution defined regional heads as "governors, regents, and mayors respectively as heads of democratically elected provincial, district, and municipal governments. However, many believe that direct elections are the only way to be democratically elected. ABSTRAK Perubahan kedudukan kelurahan dari perangkat daerah menjadi perangkat Kecamatan, di Kelurahan Sukamoro Kabupaten Banyuasin dengan lahirnya Undang-undang No. 23 Tahun 2014 berdampak pada perubahan status kelembagaan kelurahan. Harapan akan adanya perubahan kebijakan desentralisasi dapat semakin menguatkan kelembagaan kelurahan. Namun dalam realisasinya, kelurahan justru menjadi lembaga yang harus menerima biaya politik dalam bentuk pengurangan kewenangan dan anggaran pembangunan pasca implementasi undang-undang tersebut.Perubahan kedudukan institusi kelurahan dari kelurahan sebagai perangkat daerah menjadi kelurahan sebagai perangkat kecamatan menjadi tidak efektif Kelurahan tidak lagi memiliki kewenangan penuh dalam pelaksanaan penyelenggaraan pemerintahan daerah, Lurah bertindak atas perintah Camat. Kewenangan Kelurahan hanya sebatas kegiatan rutin, sebagai contoh surat-surat yang dikeluarkan oleh Pemerintah Kelurahan hanya sebatas surat pengantar. Sebelumnya, kelurahan memiliki kewenangan untuk menyusun perencanaan di kelurahan. Pemerintah kelurahan tidak lagi menjadi organisasi perangkat daerah yang mandiri tetapi telah menjadi bagian dari pemerintah kecamatan. Kegiatan-kegiatan yang dilaksanakan pemerintah kelurahan ditentukan oleh kebijakan yang diputuskan oleh pemerintah kecamatan. Dampak terbatasnya kewenangan kelurahan berpengaruh juga terhadap keterbatasan penganggaran dana kegiatan kelurahan. Road infrastructure plays a pivotal role in the development and functionality of urban areas, and installing road equipment, such as street lighting, is crucial for ensuring safety and accessibility. This study focuses on the implementation of road equipment installation, with a specific case study of installing street lighting equipment on the Betung – BTS section in Palembang City, South Sumatra Province. The research employs a comprehensive approach, combining technical assessments, project management analysis, and stakeholder engagement evaluations. It examines the planning and design phases of the street lighting installation, considering factors such as traffic patterns, safety requirements, and energy efficiency. The study also investigates the procurement process for the equipment, including vendor selection, quality control, and cost management. Furthermore, the research evaluates the installation process, including on-site challenges, coordination among involved parties, and adherence to established timelines. The effectiveness of the installed street lighting equipment in enhancing road safety and urban aesthetics is assessed through field observations and community feedback. The findings of this study aim to provide insights into the best practices and challenges encountered during the implementation of road equipment projects, mainly focusing on street lighting in the Betung – BTS section. Recommendations derived from the research contribute to optimizing future road equipment installations in South Sumatra Province, emphasizing the importance of efficient project management, technical considerations, and community engagement in achieving sustainable and safe urban infrastructure development.

The primary focus lies in assessing the effectiveness of the regulatory framework in place to protect the intellectual property rights of creators in the music industry. The research employs a multidisciplinary approach, incorporating legal analysis, policy evaluation, and case studies to gauge the implementation of Law Number 28 of 2014. It investigates the Ministry's role in overseeing the enforcement of copyright protection measures, addressing challenges faced, and proposing potential improvements to enhance the efficacy of the supervisory function. Key aspects under scrutiny include the Ministry's mechanisms for monitoring copyright infringement, facilitating legal recourse for rights holders, and fostering collaboration between stakeholders in the music industry. Additionally, the study explores the adaptation of supervisory practices to technological advancements, such as digital platforms and online distribution channels, which pose unique challenges to copyright protection. The findings aim to provide insights into the strengths and weaknesses of the current supervisory framework, offering recommendations for legislative adjustments, administrative enhancements, and collaborative initiatives. Ultimately, this research contributes to the ongoing discourse on intellectual property protection in the context of the evolving landscape of the music industry in Indonesia, seeking to fortify the legal infrastructure for the benefit of creators, consumers, and the broader cultural ecosystem.
