Pancasila as an ideology needs to be operationalized in order to become a real pattern of behavior in the life of society, nation and state. Pancasila must become the character of the Indonesian nation as seen in the behavior of daily life. Operationalizing Pancasila as an ideology into the actual behavior of citizens is a joint movement, one of which is through education. The joint movement to ground the Pancasila through education began from the political level of education law in the National Education System Act as a means of shaping the character and character of the nation in accordance with the values of the Pancasila to providing a real example in the practice of life. Teachers in this context are strategic elements in realizing these noble aims and objectives.
Previous researchers have found that leadership directly influences character building. Teaching factors, training, and educational counseling become mediation in character building and organizational culture influence. This research aims at evaluating and developing Military Academy Cadet educational model in field leadership character building by proposing seventeen hypotheses to analyze and describe direct and indirect influence of educational leadership independence variable and organizational culture through learning intervening variable, training, and educational counseling toward field leadership independence variable. This research method used qualitative approach. The sample was taken by random sampling technique with 249 cadets as the population. Based on Slovin calculation, with α = 0,05the sample was 153 cadets. Data collection used behavior scale instrument with proven validity and reliability. Data analysis was performed by using IBM SPSS 22and SmartPLS 2.0 software. Estimation result on theoretical model showed that model was not fit. Theoretical model development in alternative model C showed that the fit model fulfilled the goodness of fit with convergent validity>0,5, discriminant validity>0,7, average variance extracted (AVE) > 0,5, composite reability>0,7, cronbahs Alpha>0,6, communality > 0,5,dan R-square. The result of hypothesis test in general has T-statistics score >1,96. This finding model evaluates educational counseling theory by the empiric fact that educational counseling mediates educational leadership and organizational culture toward learning process. Thus, it recommends to develop educational counseling to increase its contribution toward learning and training in building field leadership character of Military Academy Cadet.
Dalam tata kelola pemerintahan desa, Perdes sangat krusial karena menjadi dasar hukum bagi pelaksanaan berbagai program dan kegiatan desa.Penjelasan tentang tugas dan wewenang Kepala Desa dan anggota BPD di atas menunjukkan bahwa wewenang penetapan Peraturan Desa ada di Kepala Desa.Tetapi penetapan tersebut hanya bisa dilakukan setelah Rancangan Perdes dibahas dan disepakati bersama BPD.Selain itu, inisiatif untuk mengajukan Perdes tidak hanya berada di tangan Kepala Desa, tetapi juga ada di tangan para anggota BPD. Di sini tampak bahwa Kepala Desa merupakan badan eksekutif di tingkat desa, yang bekerja bersama BPD sebagai badan legislatifnya. Di sini kemampuan teknis untuk membuat Perdes tidak hanya menjadi kebutuhan kepala desa atau perangkat desa yang memiliki tugas terkait, namun juga penting diketahui oleh para anggota BPD. Sayangnya, tidak semua anggota BPD memiliki kemampuan teknis untuk menyusun Perdes.Baik karena alasan tingkat pendidikan, maupun karena alasan latar belakang pendidikan yang tidak terkait dengan hukum. Karena itu, kegiatan pengabdian masyarakat yang bertemakan "Pelatihan Penyusunan Teknis Peraturan Desa Untuk Aparatur Desa Dan BPD di Kecamatan Mrebet Kabupaten Purblalingga†telah dilaksanakan dalam rangka memberikan pemahaman kepada Aparatur Desa dan BPD dalam membuat Perdes.
