Implementation of online education during the global Covid-19 pandemic: Prospects and challenges
Due to an abrupt outbreak of the global COVID-19 pandemic, the educational paradigm has to be shifted to a new era of online education at all levels while maintaining the Sustainable Development Goals (SDGs). The study aims to analyze the implementation of online education focusing on (1) institutional preparedness of digital infrastructure and (2) students' learning activities during the pandemic. An online survey (Google Survey) was conducted to collect the data, which were then qualitatively analyzed supported by data quantification in percentage. The findings indicate that the target schools managed to carry out online education in response to the government's social restriction. Online education has been implemented in three different contexts, depending on the types and strata of schools-fully, partially, and none of the two. This has opened up prospects and challenges to create different standpoints. The students learn through a variety of virtual learning activities, such as watching videos (YouTube or Teacher's presentation), completing quizzes, doing assignments, discussion via Google Meet, and the like depending on the class design.

Implementasi Kebijakan Sertifikasi Guru dalam Meningkatkan Kinerja Guru di Kantor Kementerian Agama Kabupaten Tegal
Guru mempunyai peran sebagai profesional. Jabatan ini menuntut peningkatan kecakapan dan mutu keguruan secara berkesinambungan. Penelitian ini bertujuan untuk mendeskripsikan implementasi kebijakan sertifikasi guru di Kantor Kementerian Agama Kabupaten Tegal. Selain itu, penelitian ini akan melihat faktor-faktor apakah yang menghambat implementasi kebijakan sertifikasi guru, serta implementasi kebijakan sertifikasi guru terhadap peningkatan kinerja guru di Kantor Kementerian Agama Kabupatan Tegal. Penelitian ini menggunaka metode deskriptif kualitatif. Teknik analisis data menggunaka model interaktif. Hasil penelitian menunjukkan bahwa implementasi kebijakan sertifikasi guru di Kantor Kementerian Agama Kabupaten Tegal berjalan dengan baik. Berdasarkan model implementasi kebijakan Edward III yang terdiri atas empat variabel yakni komunikasi, sumber daya, disposisi, dan struktur birokrasi, maka hanya sumber daya pada dimensi staf pengelola belum mampu menjabarkan petunjuk kepala seksi dan struktur birokrasi pada dimensi kecepatan dan ketepatan pengiriman berkas yang masih perlu ditingkatkan. Faktor penghambat implementasi kebijakan sertifikasi guru di Kantor Kementerian Agama Kabupaten Tegal adalah kecenderungan staf pengelola menunggu perintah dan kurang inisiatif. Melalui program peningkatan kualitas kinerja guru tersebut terutama terhadap program sertifikasi guru, guru mampu meningkatkan terhadap penguasaan kompetensi sebagai agen pembelajaran meliputi kompetensi pedagogik, kompetensi kepribadian, kompetensi sosial, dan kompetensi professional, semua itu akan berdampak pada perbaikan kinerja guru. This position demands the continuous improvement of skills and quality of teacher training. This research aims to describe the implementation of teacher certification policy in the Religious Affairs Office of the District Tegal. In addition, this study will look at what factors hinder the implementation of teacher certification policies, as well as the implementation of teacher certification policies towards improving teacher performance at the Religious Affairs Office of the District Tegal. This study uses qualitative descriptive methods. Data analysis techniques use interactive models. The results showed that the implementation of the teacher certification policy in the Religious Affairs Office of the District Tegal runned well. Based on the Edward III policy implementation model consisting of four variables, namely communication, resources, disposition, and bureaucratic structure, only resources in the managing staff dimension have not been able to describe the instructions of the head of the section and bureaucratic structure on the dimensions of speed and accuracy of file delivery that still need to be improved. The inhibiting factor in the implementation of teacher certification policies in the Religious Affairs Office of the District Tegal is the tendency of managing staff to wait for orders and lack initiative. Through the teacher performance improvement program, especially against teacher certification programs, teachers are expected to be able to improve the mastery of competence as a learning agent including pedagogical competence, personality competence, social competence, and professional competence, all of which will have an impact on improving teacher performance.

INOVASI PEMBELAJARAN DARING DI ERA PANDEMI COVID-19
AbstrakDi Indonesia, era pandemi Covid-19 sudah berlangsung sejak 16 Maret 2020. Sampai saat ini, belum ada tanda-tanda adanya penurunan, bahkan cenderung terjadi kenaikan. Pemerintah Indonesia sudah mengambil tindakan, salah satunya berupa social distancing (pembatasan sosial) ataupun physical distancing (menjaga jarak fisik), agar penyebaran virus dapat ditekan. Terkait dengan masalah-masalah yang diakibatkan oleh pandemi Covid-19, semua lembaga pendidikan diminta untuk menyelenggarakan proses pembelajaran dalam bentuk belajar dari rumah (BDR). Kegiatan pembelajaran yang biasanya dilakukan secara konvensional, kini semuanya dialihkan menjadi model pembelajaran berbasis daring. Pembelajaran daring pada dasarnya merupakan model pembelajaran yang dilakukan dengan menggunakan jaringan (internet) jarak jauh, dengan bantuan alat perantara seperti gadget, laptop, smartphone dengan aplikasi seperti google classroom, zoom, skype, whatsapp, hangout, web conference. Pada dasarnya pembelajaran daring pada era pandemi Covid-19 untuk melaksanakan program sosial atau physical distancing, namun ternyata pelaksanaan program ini menemui banyak kendala, terutama ketidaksiapan pengajar dan pembelajar. Tulisan ini membahas salah satu upaya inovatif berupa strategi pembelajaran 4C, yaitu critical thinking, creativity thinking, collaboration, dan communication. Metode penelitian ini menggunakan wawancara virtual dan dokumentasi. Until recently, there have been no signals of a decrease, even though it tends to increase. The Indonesian Government has been carrying out social or physical distancing in order that the virus spread can be limited. In relation to the pandemic problems, all the educational institutions are expected to carry out the studying from home (SFH) program. This means that all the conventional teaching-learning processes should be changed into online learning. Basically, online learning is a learning model using an internet network, taking the advantages of instruments like gadget, laptop, or smartphone with the applications such as google classroom, zoom, skype, whatsapp, hangout, or web conference. The main purpose of online learning is to implement the social or physical distancing program. However, the implementation of this program faces many problems. especially the readiness of the teachers or lecturers and the students. This article describes an innovative solution by using 4Cs learning strategy, they are critical thinking, creativity thinking, collaboration, and communication. USING DELIBERATIVE DEMOCRACY TECHNIQUE TO IMPROVE NARRATIVE TEXT WRITING SKILL OF THE ELEVENTH GRADERS OF SMAN 2 MAGELANG IN THE SCHOOL YEAR 2015/2016
Writing is one of the compulsory skills that is tested in the final examination and it must be mastered by students of Senior High School. However, the eleventh graders of SMA N 2 Magelang still find difficulties in learning writing, especially in narrative text. It can be proved by the result of the average score of the writing test of 32 students, which was only 67.97. This score does not reach the minimum achievement criteria of 78. There are several factors influencing that condition. The writer conducted a research to overcome that problem by applying Deliberative Democracy Technique. There are two main objectives in the research. The first is to know whether Deliberative Democracy Technique can increase the learning motivation of narrative text writing skill. The second is to know how great the improvement of the narrative text writing skill after being taught by using Deliberative Democracy Technique of the eleventh graders of SMA N 2 Kota Magelang in the school year 2015/2016 is. The subject of the research is the eleventh graders of SMAN 2 Magelang, comprising 32 students. The writer conducted a classroom action research for this purpose. It was divided into three phases: Pre-cycle, Cycle I and Cycle II. The writer used non test (observation, questionnaire and documentation) and test as the instrument to collect the data. Based on the writer's observation and questionnaires, it is showed that most students had behavioral change, they increase learning motivation.

Implementation of Government Policies Regarding the Full Day School Program in the New Normal
Changes in government policies in the education sector are to prevent the spread of Covid-19. This study aims to explore the results of changes in the learning process of a full-day school. The method used is descriptive qualitative with a case study. Data collected by observation, interview, questionnaire filling, and documentation. Data analysis using interactive qualitative by Miles and Huberman. The results in this study describe the school preparation in implementing changes in government policy about the learning process in a full-day school program during the New Normal. The learning can be well implemented with some development of the school itself following the New Normal Era health protocol in achieving educational goals. The learning in school can be carried out if there are careful preparation and discipline in applying it so the learning can be safely for school residents. The implementation of several changes to health regulations and protocols encourages the emergence of social distancing behavior and minimizes the possibility of a crowd in the school community.

Implementasi Peraturan Daerah Kabupaten Ponorogo Nomor 5 Tahun 2011 Tentang Ketertiban Uum dan Ketenteraman Masyarakat (Studi Penertiban Pedagang Kaki Lima di Kawasan Alun-Alun Ponorogo)
Regional Regulation No. 5 of 2011 on Public Order and Communal Peace is one of the rules of Local Government which is a public policy in which the implementation of public order is necessary to assert the policy. Judging from the state of public places many street vendors still sell around the sidewalks, roads, road intersections, especially in the area of Aloon Aloon Ponorogo. The intended aims of this study are first, to find out how the implementation of Local Regulation Number 5 Year 2011 about Public Order and Communal Peace (Study on the Order of Traditional Foot Trader in Aloon-Aloon Ponorogo Area). Second, to determine the factors that affect the implementation of the Local Regulation on the Traditional Foot Trader in order to maintain the discipline in the area of Aloon Aloon Ponorogo. The theory used in this research refers to Van Meter Theory and Van Horn. To support this study, the researcher used 8 people as informants by using qualitative data analysis as the data analysis in this study. Based on the result of this study, it can be concluded that theImplementation of Local Regulation Number 5 Year 2011 on Public Order and Communal Peace on the Ordering of Traditional Foot Trader in Aloon-Aloon Ponorogo Area until now has been running well in the disciplining but there is no arrangement of places for Traditional Foot Trader. Moreover, several factors that the regulation of the Local Regulation are due to the lack of infrastructure and human resources in disciplining traditional foot trader. Perumusan Strategi Penguasaan Industri Maritim Untuk Memperkuat Pertahanan Negara
Natural resources and the strategic position of Indonesia in a cross position shipping lanes of the world contributed to having a great economic potential but also gives a serious impact threat. For that, it is needed a strong national defense in order to protect the sovereignty and territorial integrity of Indonesia. The overall defense system, involving the entire nation must be nurtured as directed. The national industry as one of the supporting components in the country's defense system should be controlled by domestic industry management, including the national industry in the sector of maritime transport means. Government's attention that supports the growth of maritime transport means is a great opportunity to boost the national economy as well as the preparations for war situations. Amid the possibilities and constraints, this study investigated the strategy for the control of the maritime industry to strengthen the country's defense. Mixed method research descriptive qualitative and quantitative SWOT analysis was used to investigate it. The study found that the strategy for the control of the maritime industry is to carry out the construction of port facilities, the construction of a fleet of ships made in the country, the formation of qualified human resources, to improve its management, ensure the availability of the main spare parts and improve shipbuilding capability, to optimize the benefits of sabotage principle to resolve banking policy which is still not very profitable to the industries.
