THE ROLE OF ISLAMIC LEARNING ASSEMBLY IN DEVELOPING THE PROSPEROUS FAMILY; A Case Study of Islamic Learning Assembly in Medan City
The aim of this study is to find out the role of learning assemblies in coaching happy families in Medan and surrounding areas. The point is to contribute thoughts to the Medan City Government, administrators, Islamic communities and the community in realizing a happy, affection and grace families in Medan City. The results of this study is that an educational institution for people who grow and develop from the Islamic community of the city of Medan itself, whose interests are for the benefit of Muslims. So, Learning Assemblies is a non-governmental organization (NGO) in Medan City whose life is based on mutual help and love among them. In addition, the Learning Assemblies of Medan City has a very important role in coaching happy families, especially in realizing religious functions, realizing family education, economic function and family welfare, fostering harmonization of husband and wife and fostering harmonious relations between family members, communities and the Government of Medan city.Keywords: Assembly, Learning, Family, Happy, Medan City

Multicultural education is a process of development of all human potentials that respect plurality and heterogeneity as the consequence of the diversities of culture and ethnicity. Multicultural education emphasizes a philosophy of cultural pluralism in the education system that is based on the principles of equality, mutual respect and acceptance, understanding , and a moral commitment to a social justice. Multicultural education is actually an attitude of caring and willing to understand differences, or the politics of recognition of people from minority groups. Multicultural education looks at the society more widely. Based on the basic view that the attitude of indifference and non-recognition is not only rooted in the structure of racial inequality, but also in the paradigm of multicultural education that covers subjects of injustice, poverty, oppression and backwardness of minority groups in the areas of social, culture, economy, education and so forth. The pur pose of Islamic education is not limited to filling the minds of students with knowledge and subjects, but cleansing his soul to be filled with the morals and values of good and conditioned in such a way that they can live well. Theses are in accordance with the pur pose of multicultural education, i.e. to create a harmonious life in pluralistic society

FACTORS THAT ENCOURAGE MELAYU PEOPLE TO FOLLOW THE SYATTARIYYAH TARIKAT OF SYEKH H. ABDURRAHMAN SILAU LAUT
The study of Malays, is inseparable from their beliefs and concerns about the teachings of Islam. But does every Malay person want to enter the tarikat, specifically the Syattariyah Tarikat Mr. Sheikh H. Abdurrahman Silau Laut. If so, what factors drove them to enter it? Therefore, this paper focuses on in-depth interviews (dept interview), using the "filed risearch" and "frame of reference" methods. The aim is to find out the factors that drive them into this path. The results and discussion of this study, found that many Malay people entered the Syattariyah Tarikat which was founded by Mr. Sheikh H. Abdurrahman Silau Laut in Silau Laut District. There are two factors that encourage them to enter this path. First, the interinsic factor of the Malays wants to draw closer to Allah, and also wants to explore psychology. Secondly, the exinsic factor because it is motivated by others and all positive views towards the person of Mr. Sheikh of Silau Lautand the teachings of his path, karomah, i'iqad and his actions encourage them to enter this path. To the local government, scholars, pilgrims and the community paid serious attention to the preservation of the teachings of Tarikat Syattariyah as a scientific institution for the next generation. Implementasi Kebijakan Alokasi Anggaran Pendidikan dalam Meningkatan Mutu Pendidikan Dasar Sembilan Tahun di Kota Palembang
ABSTRACT Budgetary policy education is run in local government in the city of Palembang. This research is to find out the problems arising from the policies made and to identify weaknesses, so that the impact of the budget allocation for the quality of education in the city of Palembang will run well and achieve the goals that have been set to implement and improve the quality of education in particular association as it normative documents listed on regional planning for the necessary implementation of a policy that allows nine years of basic education (9-year compulsory basic education) in Palembang can run well and quality.This study used a qualitative approach to policy analysis method or methods of post policy analysis, while the technique of data collecting documentation study, interview and observation. Results and conclusions of the study show that the city of Palembang is already running a local autonomy in education well with 51.8% of the total education spending APBDnya.The amount of the allocation of indirect spending compared to spending langsung.Ada realization of direct expenditure budget allocation that is less effective and efficient. Impact of Policy Implementation in 2012 Education Budget Allocation Budget allocation priority on basic education in Palembang with the goal of Increasing the quality of public education and increasing the number of qualified teachers S1 / D-IV.

COMPARATIVE WEB ACCESSIBILITY EVALUATION OF SAUDI GOVERNMENT WEBSITES FOR COMPLIANCE WITH WCAG 1.0 AND WCAG 2.0 USING AUTOMATIC WEB ACCESSIBILITY TOOLS
Web sites are an essential source of information in education, social life, employment, government, commerce, e-shopping, healthcare etc. As the Saudi government is continuously introducing many new e-services for his citizen and residents, but still many disable peoples are not able to get full advantage from these e-services due to poor web accessibility. According to the World Health Organization (WHO) reports, more than one billion people live with different kinds of disabilities all over the world. Saudi Arabia has 720,000 disabled people which are about 4% of the total Saudi population. Many researchers documented that government official paid very little attention towards the need for disabled people during the planning and implementation of web projects. Therefore, it is essential that all citizens and resident of Saudi Arabia must have equal opportunities to access and benefit from all e-government recourses. The objective of this study is to evaluate and compare the web accessibility of Saudi government websites by using automatic web accessibility tools. Fifteen Saudi government websites were selected, and the homepage of each website was evaluated for web accessibility and HTML and CSS validity. Results generated by automatic accessibility tools exposes that most the government websites have serious accessibility problems which hinder the disable users to access the web contents completely. Furthermore, automated web accessibility tools are not able to report some accessibility issues found by users because it is difficult for accessibility analysis tools to understand the way web contents interact with assistive technologies used by disabled users. However, findings in this study demand to do extensive research by involving the disabled users, web developers and accessibility experts in web accessibility evaluation process to improve the website accessibility and overall quality of websites.

The Issues of Unclaimed Properties in Malaysia
Unclaimed property in Malaysia has become one of the more hotly debated issues. So far unclaimed property value estimated to reach billions of Ringgit. This is a big number, and, if issues stay no action has taken, it will affect not only the society but also economic and national development. If the efficient property management system had to be set up it will have undoubtedly a positive impact. Therefore, there is a need to take a drastic action to find a comprehensive solution and alternatives for solving this issue. Hence, an effective asset management and an efficient estate planning towards unclaimed property must be practiced to ensure a smooth operation of the property management. Generally, unclaimed property is divided into two main categories. Firstly, the inherited estate from a deceased that is not claimed by the heirs and another one is the property the owner of which cannot be traced or missing, known as al-Mafqud in Islamic law. In this paper, the researcher has focused on the occurrence of unclaimed property in the context of missing persons. The results of this study are based on data gathered through a grounded theory from few agencies such as the Malaysian Civil and Shariah Courts, Small Estate Distribution Unit in the District Land Office and Amanah Raya Berhad as well as the heirs of missing persons. The information of missing person's heirs collected from Royal Malaysia Police (RMP) and the information clarified as confidential. In general, the result shows that, there are for factors contributed to the issues of unclaimed properties in Malaysia; legislation, social status, behavior and the strength and weaknesses of related agency should be given consideration. This results are expected to be catalyst to further action by the government to solve the issue of unclaimed property in Malaysia and concurrently contribute to enhance the quality of property management based on highest and best use concept.

Struktur Ide Dasar Pemikiran Pendidikan Sayyid Muhammad bin Alawi al-Maliki
The present study scrutinizes Syekh Muhammad bin Alawi al-Maliki's standpoints by using the framework of Islamic education philosophy. This study employs a qualitative study by using inductive method (istiqra). The data collected are in form of Syekh Muhammad's viewpoints concerning education from which his basic ideas regarding education are constructed as a foundation of Islamic education philosophy. The findings indicate that, according to Sheikh Muhammad, human are created through soil and spirit blown by Allah SWT hence they consist of potential, remarkable, and perfect body and spirit. In addition, in line with Sheikh Muhammad, the essence is belief and insights regarding current occurrences originated from the revelation and reason to attain convincing and relevant knowledge with current circumstances. The essence of the uppermost value for him is the Rabbani value and the result of reason such as theoretical, economic, social, and political values. ; Penelitian ini mengkaji pemikiran Syekh Muhammad bin Alawi al-Maliki dengan tinjauan filsafat Pendidikan islam. Studi ini bersifat kualitatif dengan metode penelitian induktif (istiqra), dimana peneliti menghimpun percikan percikan pandangan Syekh Muhammad tentang pendidikan kemudian darinya peneliti mengkonstruk ide dasar nya sebagai sebuah fondasi filsafat Pendidikan islam. Adapun hasil penelitiannya adalah bahwa menurut Syekh Muhammad hakikat manusia diciptakan dari tanah dan ruh yang ditiupkan Allah swt, sehingga ia terdiri dari jasmani dan rohani yang memiliki potensi mengagumkan dan sempurna. Hakikat ilmu menurutnya adalah yakin dan pengetahuan tentang sesuatu yang update yang bersumber dari wahyu dan akal untuk memperoleh pengetahuan yang meyakinkan dan relevan dengan kondisi mutakhir. Hakikat nilai tertinggi baginya ialah nilai rabbani dan hasil akal berupa nilai teoritis, ekonomis, sosial dan politik

The Solution Strategics for Missing Person Property in Malaysia
Until 2021, the missing person's property value estimated to reach billions of ringgit, which is significant. It will have an impact not only on society but also on economic and national development. Hence, effective management and efficient estate planning towards missing personal property must be practiced to ensure a smooth property management operation. This study aims to find the solution strategics framework for Missing person's Property in Malaysia. Hopefully, these studies will help the government solve this issue in Malaysia and enhance the quality of property management based on the highest and best use concept.
