This research is expected to produce the formulation of regulations on the regional election democratic and aspirational in order to embody democracy and good governance, from centralist to decentralization, of authoritarian to democracy. This research approah is a constructivism paradigm. The characteristics of this research are: first, this research uses an approach which law that manage the election as a mental construction reality of individual result of writing, and subjective action. Second, to get the data, the writer interact with expertises accurately and also governmental parties who are competent in this focus of research. Third, the interaction between the writer and expertises is conducted directly. Fourth, in accordance to various scientific literature works, then used as guidance by the researcher to conduct their own regulation construction in regional election. Fifth, conducting focus group dicsussion to get input for the improvement of this research.
In order to improve and develop the priority sector, namely the tourism sector, 10 (ten) priority destinations are determined in Indonesia, one of them is Tanjung Kelayang Destination in Bangka Belitung. The development of this priority destination, being the domain of authority of the central government and regional governments, it is necessary for Government Cooperation. The results of the study found that the model of cooperation between the central and regional governments in the development of Tanjung Kelayang Destinations was not only developed through government cooperation in the status of KSPN (National Tourism Strategic Area) which was deconcentrated, but also developed through government cooperation in the status of KEK (Creative Economic Zone) in the concept ABCGM (Academics, Business, Community, Government, Media). In each model of cooperation in its implementation there are still some problems, namely the local government is less able to take advantage of the opportunities in proposing activities to the central government through the Deconcentration Fund and DAK (Special Allocation Funds) in the KSPN status, and there are some activities that are not focused and not suitable for the development of KEK Tanjung Kelayang. There are several inhibiting and supporting factors identified and influencing government cooperation, inhibiting factors in the development of Tanjung Kelayang Priority Destinations namely lack of accessibility especially transportation, lack of awareness of community tourism, lack of community creativity while supporting factors are many foreign tourists and there are famous tourist attractions (Laskar Pelangi Island). Thus, the Central and Regional Government Cooperation can conclude that it is still not enough to make the Tanjung Kelayang destination a priority destination in Indonesia.Keywords :Government Cooperation, Tourism Development, Priority Destinations

The damage to Brantas River Basin (Watershed) has been increasingly critical due to forest encroachment and land use ignoring the rules of soil and water conser- vation. This study aims to examine the problems in the management of upper Brantas Watershed in Batu City, Indonesia. The method used in this research was descriptive-qualitative and the data were collected using participative observa- tion in the field, in-depth interviews with the community of Brantas Watershed- Caring Farmer Group (Komunitas Petani Penyelamat Daerah Aliran Sungai Brantas- KPPDAS), discussion with experts, and Focus Group Discussion (FGD). This paper succeeded in extracting information about the fundamental problems causing damage to Brantas Watershed in Batu City. Those fundamental problems con- sisted of pragmatic behavior and ways of thinking of land use in the upper wa- tershed of Brantas, government policies that were not aligned to the upstream conservation of Brantas Watershed, the low public awareness to actively partici- pate in the upstream conservation of Brantas Watershed. Therefore, the man- agement of upper Brantas Watershed needs to strengthen the cooperation (part- nership) among stakeholders to savejointly the upstream of Brantas River Basin or Watershed.
The purpose of this study is to analyze the problems and supporting factors of the implementation of the Covid-19 vaccination policy carried out by the East Kutai District Health Office in North Sangatta District. This research is important to do in order to enrich research on the implementation of the Covid-19 vaccination policy so that it can be used as a reference and comparison for further research. The theory used in this research is the theory of policy implementation according to George Edward which states that there are four crucial variables in policy implementation. In this study using a descriptive approach with qualitative research methods. Sources of data used are secondary data and primary data taken from interviews with several respondents who are the people of North Sangatta District and also from the Health Office of East Kutai Regency, both interviews and data in other forms. The findings obtained are that people who carry out the second dose of vaccination tend to decrease for several reasons, one of which is that some people only follow the first vaccine as a condition for traveling outside the region. In general, the implementation of the Covid-19 vaccination in North Sangatta District itself has been carried out well according to the technical instructions for the Covid-19 vaccination implementation, but there are several things that still need to be improved so that the implementation of the Covid-19 vaccination in North Sangatta District is getting better. to the future.
Abstract in Jombang, total vehicle transportation in 2018 is calculated from June. It reached 628,273 million units, including 578,855 million units of motorcycles, 34,931 million units of cars, 16,516 million units of freight cars, 920 bus units and 51 units of heavy equipment transportation. In addition, the number of vehicles registering subscription parking in Jombang district, two wheeled vehicles which registered subscription parking is 181,225 units, while four-wheeled vehicles are 17,493 units. From the statistical data shows that the Jombang community in its transportation needs every year has increased the government issued a regulation No.04 of 2017 for the sake of the creation of parking service needs. So far the problems faced in the subscription parking services in Jombang Regency are official carving services to users of subscription parking services that are not good or discretion occurs in the field. The research method used is descriptive qualitative to provide a description of street level bureaucrats in subscription parking services in Jombang. Data collection techniques are carried out through the process of observation, interviews and documentation. The theory used is the street level bureaucrat theory put forward by Michel Lipsky street level bureaucrat. The results show that subscription parking services in Jombang Regency are still not optimal due to several factors, namely first, the demand of the community continues to develop, secondly, the lack of understanding of official parking interpreters. Third, in the supervision system that is still lacking, the fourth attitude in making service to the community can still be said to be less than optimal, the fifth client relationship feels disadvantaged, the six transportation agencies do not have SOP as implementation management, the seventh development of complaints systems has no innovation, and the eight is low community participation .Keywords: Services; Street level bureaucrat; Subscription; ParkingAbstrak Di Kabupaten Jombang transportasi kendaraan keseluruhan pada tahun 2018 yang terhitung dari bulan Juni. Selain itu jumlah kendaraan yang mendaftarkan parkir berlangganan di kabupaten jombang kendaraan roda dua yang mendaftarkan parkir berlangganan sebanyak 181.225 unit sedangkan kendaraan roda empat sebanyak 17.493 unit. Dari data statistik tersebut menunjukan bahwa masyarakat jombang dalam kebutuhan transportasinya setiap tahun mengalami peningkatan pemerintah mengeluarkan perda No.04 Tahun 2017 daerah demi terciptanya kebutuhan pelayanan parkir. Sejauh ini permasalahan yang dihadapi dalam layanan parkir berlangganan di Kabupaten Jombang yaitu pelayanan jukir resmi kepada pengguna jasa layanan parkir berlangganan yang kurang baik atau terjadi diskresi dilapangan. Metode penelitian yang digunakan ialah deskriptif kualitatif untuk memberikan gambaran street level bureaucrat dalam pelayanan parkir berlangganan di Kabupaten Jombang. Teknik pengumpulan data dilakukan melalui proses observasi, wawancara dan dokumentasi. Teori yang digunakan yaitu teori street level bureaucrat yang di kemukakan oleh Michel Lipsky street level bureaucrat . Hasil menunjukan bahwasanya pelayanan parkir berlangganan di Kabupaten Jombang masih belum optimal dikarenakan beberapa faktor yaitu pertama permintaan masyarakat terus menerus berkembang kedua pemahaman juru parkir resmi yang kurang. Ketiga dalam sistem pengawasan yang masih kurang keempat sikap jukir dalam melakukan pelayanan kepada masyarakat masih dapat dikatakan kurang maksimal, kelima hubungan klien merasa dirugikan,keenam dinas perhubungan tidak memiliki SOP sebagai managemen pelaksaan,ketujuh pengembangan sistem pengaduan belum ada inovasi, dan kedelapan partisipasi masyarakat rendah.Kata Kunci : Pelayanan; Street level bureaucrat; Parkir Berlangganan
The purpose of this study was to determine the active role of the Batu city government in increasing sustainable tourism and to find out the impact experienced by the community in the ongoing process of apple picking agro-tourism in the village of Tulungrejo, Batu City. By using this type of qualitative research. Sources of data in the form of interviews, observation and documentation, then the data is analyzed using data reduction, data presentation and data verification / drawing conclusions. The result of this research is that the Government is aggressively promoting the potential for entertainment tourism and natural tourism owned by Batu City, the impact is that tourist visits are increasing, and the opportunities for increasing the number of visitors to pick are getting bigger. At this time the lowest opportunity factor is the factor of "Cooperation with the Department of Agriculture", which is less important because the Service Government does not actively participate in disseminating information and promoting apple picking tours to the Makmur Abadi Farmer Group. The community is trying their best in developing agro-tourism in Tulungrejo Village with how to respect each other and compete fairly in managing agro-tourism in Tulungrejo Village. Since political reform in 1998, the Indonesian government has decentralized governance practices in order to provide a space for local governments to develop the local potential of each region. Consequently, the local government should be responsive to people's needs and more accountable for regional development. Therefore, local governments should be willing to involve local citizens in the public policy-making process. On the other side, local communities should actively engage in development processes, particularly in budget policy planning. This article reports on a study to determine to what extent the local government is responsive and accountable to the local citizens in Malang Municipality in Indonesia. A qualitative approach was applied to the process of data collection and data analysis. The results show that the local government has low responsiveness and accountability to local citizen's needs and local preferences. The findings reveal a lack of willingness on the part of local government to involve local citizens and civic groups in budget planning, and elected officials demonstrate little responsibility in arranging budget policy support to achieve social welfare, one of the main points of decentralization. These findings show that central government should pay more attention to improving the awareness of local governments and the capacity of local communities so that decentralization may be supported.
This paper's purpose for this study is to provide an overview related to the partnership or the cooperation between the government and the private sector, specifically the manager of the industry and the community in the environmental management of the industrial area in Gresik and Sidoarjo Regency. This research used a qualitative approach to analyze the data, interviews, documentation, and questionnaires. This study revealed that the environment's management in a sustainable manner should be supported by stakeholders, the government, the community, and the private sectors. Also, this research attends to instill a sense of environmental concern in the entire party. Collaborative urban governance sustainabilitycan not be separated from the leader's success in embracing the related parties and using existing industry resources. The stakeholder determines the success of managing the industrial area in the Gresik and Sidoarjo Regency, government, public, and private parties through a Collaborative Urban Governance model.Tujuan penelitian ini adalah untuk memberikan gambaran kemitraan atau kerjasama antara pemerintah dengan pihak swasta, khususnya pengelola industri dan masyarakat dalam pengelolaan lingkungan kawasan industri di Kabupaten Gresik dan Sidoarjo. Penelitian ini menggunakan pendekatan kualitatif untuk menganalisis data, wawancara, dokumentasi, dan angket. Studi ini mengungkapkan bahwa pengelolaan lingkungan secara berkelanjutan harus didukung oleh pemangku kepentingan, pemerintah, masyarakat, dan pihak swasta. Selain itu, penelitian ini hadir untuk menanamkan rasa kepedulian lingkungan pada seluruh pihak. Keberlanjutan Collaborative Urban Governance tidak lepas dari keberhasilan pimpinan dalam merangkul pihak terkait dan menggunakan sumber daya industri yang ada. Keberhasilan pengelolaan kawasan industri di Kabupaten Gresik dan Sidoarjo ditentukan oleh keterlibatan pemangku kepentingan, pemerintah, publik, dan swasta melalui model Collaborative Urban Governance.
Ontology is the process of discussing knowledge from a philosophical point of view. Therefore, this research aims to explain the nature of government studies based on ontology, which is a governmental science used to carry out periodic paradigm shifts. Data was collected from the Scopus database and reviewed using the systematic method. The results showed that government studies are associated with the management of the executive and legislative branches, their leadership, and the relationship between central and local government and between government and society. The study of government science progress is in three phases; the first determines the essence of science in governance and ends with the third phase, which is the development of the concept of good governance. The governance concept is considered a solution to the crisis of lack of public trust in the government and their participation, effectiveness, accountability, and coherence in community activities. This becomes the wheels of government by mono and multi-stakeholder. Collaborative correlation is the initiation by the government to involve the public and the private sector.
This study aims to analyze how ICT can change the mechanism of public service innovation and see the success indicators, with an empirical study on the Among Warga application in Batu City. Basically, ICT is a technology that can help reduce government performance, thus making a demand for the dynamics of public service delivery at the regional level. The method used in this research is a qualitative paragraph with a descriptive model in which the researcher looks for key informants or data sources based on facts in the field, and is supported by literature studies. Referring to the results of the data that have been processed, the researchers found research results that show that the Among Warga application is an online-based complaint service facility which is shown for the people of Batu City in submitting public complaints such as infrastructure damage, fallen trees and natural disasters. However, the Among Warga application's journey has stopped for only one year since it was created in 2017. Meanwhile, the Batu City government is not ready to take advantage of ICT, this is due to the absence of innovative organizational capacity and transformational leadership. Therefore, in this study the authors would like to provide advice to government organizations in building ICT-based innovation concepts, the government is not a single actor, but requires cooperation with the private sector and participation from the community as an indicator.
