Kritische Auseinandersetzung mit dem Artikel von Jonathan Yates (Burden sharing in NATO. - Atlanitc Community Quarterly 24 (1986) 1, S. 67-72) über den Lastenausgleich innerhalb der NATO. Dabei sollen weder die USA noch die Westeuropäer angegriffen werden, sondern der status quo. Angeführt werden die Punkte, die Yates in bezug auf die Verteidigungsanstrengungen der Westeuropäer im Vergleich zu den USA gemacht hat, wobei Gegenargumente gebracht werden. Es wird behauptet, daß hinsichtlich der Sicherheitsanforderungen USA-NATO von falschen Voraussetzungen ausgegangen wird. Gefordert wird eine Verbesserung des allgemeinen Kräfteverhältnisses und des militärischen Kräfteverhältnisses. Hierzu werden Vorschläge gemacht, die auch die konventionelle Verteidigung betreffen. Notwendig ist eine Verbesserung der Lastenverteilung innerhalb der NATO. (BIOst-Bwd/Hie)

The Honorable Leonard Sullivan, a former Assistant Secretary of Defense, maintains that the disorder in the post-cold war world must be addressed in radically new and innovative ways. Old alliances, structured for containment, will not be adequate in a world where the challenges may be more appropriately addressed by police forces than by traditionally structured military forces. This sweeping analysis suggests that, in the future, regional security apparatuses (RSAs) will be needed to deal with problems which issue from specific socio-cultural and economic conditions rather than from ideology or the pursuit of traditional national interests by the superpowers.
