This article investigates aspects of heritage and atrocity by bringing the Japanese case into focus. The dissonant nature of such dark cultural heritage has gained greater attention since the late 1990s in Japan and around the world, though scholarship has been largely limited to the European context. While locating the Japanese making of dark heritage in the context of the decomposition of the Cold War in Asia, I will first examine the process by which specific sites of past violence are transformed into war heritage in Japan. Second, I will explore how changing values and attitudes toward war-related sites causes changes in strategic planning for heritage management. These two themes will be demonstrated through an examination of civic activities to conserve the remains of underground warehouses built during the Second World War in Nagano and Osaka.

On 4 July 2019, the EU formally requested the Panel of Experts to be convened under Article 13.15 of the EU-Korea Free Trade Agreement (FTA). The gist of the dispute revolved around Korea's compliance with its labour rights obligations under the Trade and Sustainable Development (TSD) Chapter of the FTA. The Panel of Experts gave its decision on 20 January 2021, making several recommendations for Korea to amend its domestic legislation. As a result of the EU-Korea labour dispute, Korea ratified three International Labour Organisation (ILO) Conventions and made amendments to its Trade Union and Labour Relations Adjustment Act (TULRAA). While the dispute has yielded some successful results for the EU, this article examines shortcomings of the EU's approach to promoting labour rights in its relations with Korea, and remaining challenges as regards Korea's obligations under the TSD Chapter.

This paper explores the Fighters' Bulletin (Tusahoebo), which was initially published by a student organization during the Gwangju People's Uprising & later became a kind of official newspaper of the struggle headquarters. Through an analysis of the contents of the Fighters' Bulletin, this study reconstructs the trajectory of the collective identity construction. The Fighters' Bulletin informed Gwangju citizens of the meaning & development of the Uprising & earnestly devoted itself to construct the collective identity of "we," defining the object & the subject of the resistance & guidelines for action. Concentrated on constructing the collective identity at the beginning, it tried to resist the stigmatic framing of the dominant discourses, to highlight the true meaning of the struggle. In the later stage of struggle, it devoted itself to investing in the emotional framing through the participants' willingness to sacrifice their lives for the struggle. It concludes that, even though the Gwangju Uprising was a failed 10-day-long revolution, its collective identity, which was constructed & manifested through the Fighters' Bulletin, has been appropriated as a major framework for subsequent political struggles in South Korea. The Jeju April 3rd Incident of 1948, which resulted in the largest number of casualties in modern Korean history other than in war, was a national tragedy. The complexity of the incident and its importance in Korean history explain the failure to discuss it publicly until the late 1980s. For this reason, existing studies have largely focused on uncovering the truth about this incident. Even though national reconciliation is an important topic in South Korea, a more structured study from a transitional justice perspective has not been undertaken of this violent event that led to a divided country. Thus, this study provides a theoretical framework for the conditioning of the institutionalisation, national narratives and psychological healing that are required to establish national reconciliation. The paper, then, applies this framework to the Jeju April 3rd Incident. Finally, it evaluates the limitations and challenges of national reconciliation in South Korea.
