A State-Perspective View of Petition Predicament in Rural China—On Reading Governing Grass-Root China

This paper starts by describing a subjective view on a predicament of rural petition, followed by conclusion and comments on Dr. Tian Xiaohong's Governing Grass-root China. The first part gives a comparison on the National-Centered-Paradigm, employed by Dr. Tian in his work, and the Society-Centered-Paradigm, which is more commonly used in conventional study. A conclusion is made on the research scale and observation perspective of this book. The second part divides the logic chain of involution into three levels and throw light on three major features, including the omnipotence of government, the limitation of technical governing and the weakening of grass-root governance. The last part reviews the contribution of grass-root governance and suggests a combination of both society-centered and national-centered paradigm should be employed. The author calls for the contribution of representative democracy in rural region.
