Setiap bangsa dalam rangka mempertahankan eksis-tensinya dan untuk mewujudkan cita-cita dan tujuan nasionalnya perlu memiliki pemahaman geopolitik (Rudolf Kjellen, 1864-1922) dan geostrategi. Geopolitik adalah ilmu yang mempelajari hubungan antara faktor-faktor geografi, strategi dan politik suatu negara sedangkan untuk imple-mentasinya diperlukan suatu strategi yang bersifat nasional. Geopolitik Indonesia diterjemahkan dengan istilah Wawasan Nusantara sedangkan dalam implementasinya telah disusun suatu pemahaman yang disebut dengan Ketahanan Nasional yaitu dari rumusan geostrategi.
The number of state-owned enterprises in Indonesia has tended to decline in the last five years due to restructuring by cutting the number of state-owned enterprises. The restructuring was caused by two factors, namely the existence of SOEs that suffered losses and to focus the government's capital participation on SOEs that still existed. This study aims to analyze the existence of PT. Nusantara Bonded Zone as one of the SOEs in Indonesia. The analysis can be seen from the aspects of regulation, budget, and management. This research uses a qualitative approach with a descriptive type of research. Data obtained from interviews with parties who have the capacity to manage PT. Nusantara Bonded Zone. Therefore, the technique of determining informants in this study was purposive sampling. The results showed that the existence of PT. Nusantara Bonded Zone can exist as a SOES in Indonesia by implementing Good Corporate Governance in management aspects, sustainable government funding to improve its financial performance, as well as regulations that accommodate its flexibility as a business entity.
According to our Constitution, every person has the right to physical and moral prosperity, to a home, and to a safe and stable living atmosphere. Residence plays a critical role in defining the nation's character and identity as part of the initiative to create a whole human being. However, not all Indonesian people can get a decent place to live as mandated by our constitution. Their small income causes them to be unable to buy a house which is getting more expensive. The city government of Palembang has launched a policy of low-cost housing for low-income communities (MBR). However, this policy has not been maximally successful. This study intends to find the right strategy and model in implementing the policy. This research uses a qualitative approach by making in-depth observations and a literature approach.
The implementation of community policing policies in creating security and public order in the city of Bandung was revealed according to the Von Meter and Von Horn public policy implementation models, there are six variables that shape the relationship between policy and performance. The implementation of the policy must be able to adjust the condition and situation of the object from the implementation of policies adjusted to the dynamics that occur in the field. There is a finding on the factor that hinders the implementation of community policing policies, including the low quality of the human resources that play the role, inadequate funding resources, lack of community policing policy and the lack of local culture empowerment. A new concept obtained so that the implementation of community policing policies in realizing security and order in the city of Bandung can be carried out effectively, so the author found the OK PRAPTO Model, which is a normative model that yields result according to ASOCA analysis to enable the implementation of the community policing policy in the city of Bandung.
The phenomenon that is used as the object of research is the Quality of Education Services at State Senior High Schools in West Java Province. The research objectives are (1) to discuss the influence of organizational culture toward the quality of education services; (2) Discussing the influence of competence toward the quality of education services; (3) Discussing the influence of motivation toward the quality of education services; (4) Get a new concept from discussing the influence of Organizational Culture toward the Quality of Educational Services; (5) Get a new concept from the discussion of the influence of Competence toward the Quality of Education Services; (6) Get a new concept from the discussion of the influence of motivation toward the quality of education services. The research sample of 381 respondents was taken from a population of 54,150 people with the Krejcie sampling technique. Determination of 10 Research Informants using snow ball technique. Collecting data using Literature Study, Questionnaire, Interview and Observation. The data analysis technique used SEM Analysis and Descriptive Analysis which was developed using Observer Triangulation and ASOCA methods. The following research results:The magnitude of the influence of Organizational Culture toward the Quality of Education Services at State Senior High Schools in West Java Province reached 0.69, which is quite strong and significant. The magnitude of the influence of Competence toward the Quality of Education Services at State Senior High Schools in West Java Province reached 0.55, which is quite strong and significant. The magnitude of the influence of motivation toward the quality of education services at public high schools in West Java province reached 0.86, which is very strong and significant.The new concepts that can be compiled from the discussion of the influence of Organizational Culture, Competence and Motivation toward the Quality of Education Services at State Senior High Schools in West Java Province are (1) a new concept of School Organizational Patterns; (2) a new concept on the Characteristics of Responses of Education Providers and (3) a new concept on the Drive for Achievement.
Open Selection Policy in First-Top Manager is the implementation of Law Number 5 Year 2014 about State Civil Apparatus (SCA). Open selection purpose to create apparatus who has the professional and based on a merit system. Open Selection Policy Implementation in Pekanbaru City is the first policy implemented in Sumatera Island. This research is using a descriptive design with a qualitative approach. Research informants are gathering from the assessor, local head, head of the selection team, SCA whoever joint the selection and SCA who has passed the selection. Data analyzing technique is using the descriptive technique with the interview, observation, and documentation as the data collecting technique. Research result shows that Implementation of Open Selection Policy for the First-Top manager in Pekanbaru City is done with the effectivity of communication and clear-share authority for each organ who implementing the policy. Besides that, there are big funds for building assessment center, the suitability of workload and program incentives, and there is an indication for time uncertainty in each selection phase. The ideal model for open selection policy in Pekanbaru City is theoretical enrichment from Edwards III's theory of Policy Implementation with adding environment variable and transparency indicator in communication variable.
Abstrak Dalam menuju Poros Maritim Dunia dan memanfaatkan potensi ALKI II sebagai Alur Laut Kepulauan Indonesia dapat dimaksimalkan dengan melakukan pembangunan berbasis kemaritiman. Indonesia menuju poros maritim dunia yang dapat diwujudkan melalui rencana pembangunan pelabuhan global Hub Internasional di Bandar Kayangan Lombok Utara Provinsi Nusa Tenggara Barat. Penelitian ini bertujuan untuk menemukan pengembangan model baru, dengan menggunakan desain penelitian kualitatif dengan tipe penelitian deskriptif. Analisis yang digunakan dalam penelitian ini adalah analisis implementasi kebijaksanaan publik model Grindle (1980) dan dilanjutkan dengan analisis strategi ASOCA. Kebijaksanaan pembangunan global Hub Bandar Kayangan belum maksimal. Oleh karena itu diperlukan strategi untuk pemecahan masalah dalam pengambilan keputusan. Dari hasil analisis implementasi kebijaksanaan publik berdasarkan temuan empirik analisis strategi ASOCA maka, diperoleh konsep baru strategi model 7 P JSRW, yaitu: Peran pemerintah (proses Pendelegasian), Peraturan zonasi, Peran media dalam membuat opini public, Pemanfaatan tenaga kerja lokal, Peran perguruan tinggi dalam mencetak tenaga ahli, Pelaku bisnis (menarik investor), dan Pemberlakuan hukum yang adil. Abstract In heading towards the World Maritime Axis and utilizing the potential of ALKI II as the Indonesian Archipelago Sea Channel, it can be maximized by conducting maritime-based development. Indonesia is heading towards the world's maritime axis which can be realized through the plan to develop an International Port global hub in Bandar Kayangan, North Lombok, West Nusa Tenggara Province. This study aims to find the development of new models, using qualitative research designs with descriptive research type. The analysis used in this study is an analysis of the implementation of Grindle's (1980) model of public policy and continued with the analysis of the ASOCA strategy. The Bandar Kayangan Hub global development policy has not been maximized. Therefore we need a strategy for solving problems in decision making. From the results of the analysis of the implementation of public policy based on empirical findings of ASOCA strategy analysis, a new concept of JSRW 7P model is obtained, namely: The role of government (Delegation process), Zoning regulations, The role of the media in making public opinion, Utilization of local workforce, The role of universities in printing experts, business actors (attracting investors), and the application of fair law. The purpose of this study was to analyze the influence the organizational transformation, compensation and organizational culture on the performance of local government bureaucracies in Sumedang Regency, West Java Province, Indonesia. This study used quantitative designs. The data collection was carried out by a survey to collect information from respondents using a questionnaire. The population in this study was all civil servants in Sumedang Regency, with a number of respondents amounting to 386 people based on the Slovin's formula for sampling. The data analysis technique used is the Structural Equation Modeling (SEM) with results showing that organizational transformation, compensation and organizational culture have a significant influence on the performance of the Sumedang Regency Government Bureaucracy.
