Ground-based measurements of the vertical atmospheric electric field of the Earth sometimes show bay-like anomalies that precede certain earthquakes. In some cases, these anomalies have even been accompanied by a change in the sign of the field under fair weather conditions. Possible causes of this phenomenon are typically attributed to anomalous changes in electrical conductivity in the surface air and increased radon emission from the soil. This paper proposes another mechanism of atmospheric electrical anomalies that involves the entrainment of charged aerosols and light and heavy ions by air flows. Such flows can be produced by small temperature anomalies observed before some seismic events. Theoretical analysis shows that anomalously strong electrical variations may occur even in the presence weak air flows provided that they persist for a long time and there is a specific structure of the velocity field with vertical air circulation and particle exchange between different atmospheric layers. For this type of flows, an analytical solution is derived and spatial distributions of atmospheric electric perturbations are obtained. The results of calculations and estimates confirm that the proposed mechanism can explain the observational data.

Воно активно використовується (особливо на Заході) для позначення світовідношення людини, що обумовлює її занадто зарозумілу, зухвалу поведінку, яка становить суспільну небезпеку. Поняття «гюбріс» найчастіше використовується у критиці певних політиків. Але ми пропонуємо розширити сферу його застосування також на інші сфери суспільного життя. В історії кримінології є багато прикладів злочинних осіб з гюбрісом, особливо серед небезпечних злочинців. Тому гюбріс можна вважати криміногенним фактором, що потребує дослідження та обмеження з боку суспільства. В іншому випадку виникає ситуація, яку, за аналогією з терміном «сп'яніння владою», можна назвати «сп'яніння безкарністю». Ця теза підтверджується авторитетними теоріями, розробленими у кримінології, соціології, пcихології тощо. Також вона узгоджується із деякими сучасними філософськими поглядами на природу злочинної особистості. Аналіз факторів, що стимулюють появу та зростання гюбрісу, дозволяють зробити висновок про те, що найбільшою мірою вони присутні у масовому суспільстві. Породжувана ним аномія (втрата ціннісних орієнтирів) може проявлятися як гюбріс, який часто виступає як криміногенний фактор. For philosophical anthropology, in particular, it is important to understand which components of human nature can be regarded as criminal. The term "hubris" that appears in ancient Greek culture, today received its second wind. It is widely used (especially in the West) to refer to the human outlook, which provokes too arrogant, defiant behavior, which is a public danger. The term "hubris" is often used in criticism of certain politicians. However, we propose to expand the scope of its application also in other spheres of public life. Іn the history of criminology there are many examples of people with hubris, especially among dangerous criminals. Therefore hubris can be considered as criminogenic factor that requires research and limitations of the society. In another case, there is a situation, by analogy with the term "intoxication of power", can be called "intoxication of impunity". This thesis is confirmed by authoritative theories developed in criminology, sociology, psychology too. It is also consistent with some modern philosophical views on the nature of the criminal personality. Analysis of factors that stimulate the emergence and growth of hubris, suggest that most are present in a mass society. It generates anomie (loss of values) that щаеут manifests as hubris that can act as criminogenic factor. Therefore, hubris reducing requires changes in the organization of social life.
After strong earthquakes and volcanic eruptions, geomagnetic oscillations with frequencies of 3.5–4.0 mHz have sometimes been observed. In this paper, we theoretically study the probable cause of these phenomena, which is related to the vertical acoustic resonance arising between the Earth's surface and the thermosphere due to the propagation of the atmospheric wave corresponding to the acoustic branch generated by surface displacements. In the plane layered model of the atmosphere and ionosphere with inclined geomagnetic field, we analyze the propagation of two-dimensional (2D) harmonic acoustic wave. The height of the reflecting atmospheric layer corresponds to the region of sharp temperature change close to the thermosphere boundary ∼80–90 km. In this case, the calculated fundamental resonant frequency is close to the frequencies of the observed oscillations. The solution of this problem is used to calculate currents and electromagnetic perturbations in the atmosphere and ionosphere. The ionospheric E-layer is considered in the thin layer approximation. In this approximation, the formulas describing the geomagnetic perturbations (GMP) in the ionosphere and on the Earth's surface are derived. The GMP spectrum contains a sharp maximum at the frequency corresponding to the acoustic resonance. According to the calculations, close to the resonance frequency, the spectral powers of GMPs on the ground can reach 5–30 nT2/Hz, which is consistent with the results of ground-based measurements.
Abstract. A technique of direction finding is proposed, which can be applied to the magnetic-dipole type source located in the conductive ground. To distinguish a weak ULF source signal from the natural noise a network of multicomponent magnetometers is supposed to be used. The data obtained by the ground-based stations is processed in such a way that a set of partial derivatives of the magnetic perturbations due to the source are found. Comparing these derivatives with theoretical formulae makes it possible, in principle, to find the ULF source parameters such as the distance and amplitude. Averaging the data and a special procedure are proposed in order to exclude random fluctuations in the magnetic moment orientation and to avoid hydrogeological and other local factors.
