This article assesses the achievements of the Czech presidency of the Council of the EU regarding foreign and security policy in the second half of 2022, while taking into account the external context provided by the Russian war in Ukraine, national conditions in which the presidency was conducted, and issue-specific characteristics related to EU foreign and security policy. It discusses where the Czech presidency has managed to contribute to progress, such as the implementation of the Strategic Compass and the reinvigoration of the enlargement process, as well as pointing out shortcomings where it failed to deliver results. Overall, the article argues that by skilfully setting and scheduling the agenda and staying on top of the key policy dossiers, Prague successfully leveraged the window of opportunity triggered by the Russian invasion of Ukraine to push tangible progress within security and defence issues forward.

By applying the Multiple Streams Approach (MSA) developed by Kingdon and adapted to EU policy-making, this article explores a new analytical lens that provides a more substantiated insight into the role of the High Representative for Foreign Affairs and Security Policy (HR) in the policy-making process. According to the MSA, policy change happens when policy entrepreneurs successfully explore a window of opportunity that opens in the problems or policies stream. Applying a single case-study approach, this article argues that it was the entrepreneurship of HR Federica Mogherini that coupled problems, politics and policies streams which presented themselves between 2014 and 2015, made use of the window of opportunity, and pushed for policy change in EU's foreign and security policy. By finding observable evidence for the HR's deployment of entrepreneurial strategies during the drafting and implementation of the European Union's Global Strategy, this contribution unpacks Mogherini's footprint in the recent progress. The conceptualization of the HR office-holder as a policy entrepreneur lets us systematically investigate their agency and impact on the policy change within the existing formal constraints, and thus it paves a way towards a more fruitful research direction regarding the HR's role than the concept of the constrained agent that is dominant in the literature. More broadly, since the office-holder can be perceived as a supranational agent that is dependent upon an intergovernmental system for its mandate, by examining its entrepreneurial strategies this article offers insights on the role of supranational agents beyond the EU context, i.e. within UN and NATO.

The paper proposes a research approach for the examination of the involvement of the High Representative of the Union for Foreign Affairs and Security Issues (High Representative) in the policy-making process. The point of departure is constituted by the predominant view reflected in the literature of the High Representative being solely a constrained agent of the national capitals as a collective principal. A key limitation of the role of the High Representative seems to be that the decision-making power remain in the hands of the Member States. First published online: 15 December 2017 ; The analysis takes stock of the recent institutional developments within European Union's foreign and security policy and examines to what extent the Union has managed to overcome some of the substantial hinders in the way for its evolvement into a strategic actor. The paper scrutinizes the impact of the recent dynamics within EU's foreign and security policy on Union's strategic actorness within three benchmarks: (1) the capacity to extract resources from various EU's foreign and security stakeholders, (2) the ability to relate these resources to EU's objectives and to express them within a general strategic narrative, and (3) the implementation of the strategy in the light of changes in the global arena. The article shows that these three benchmarks have been advanced and now it is up to the Member States to engage with it and to make the leap towards a strategic actor possible.

First published online: 25 September 2017 ; The purpose of this collection is to provide a footing for charting the course of policy actions relating to EU`s future role in the world by a comprehensive and systematic analysis of driving forces that will shape the relations between the European Union and its neighbours as well as strategic partners. The included papers offer a far-reaching overview of the EU`s external relations in 2025 and allow conclusions to be drawn that can inspire the shaping of its foreign and security policy. The premise of the special issue is the assumption that only by proactively facing challenges ahead, will the European Union have a chance maintain its impact on the global order. Thus, this collection aims at making a contribution to define EU's future-oriented interests and to tackle the question of how these interests can be reconciled with values that the Union attempts to project and protect.
