Узагальнено досвід становлення та розвитку приватної вищої освіти на території України в історичній ретроспективі та на сучасному етапі. Простежено тяглість традицій приватної ініціативи в розвитку вітчизняної освіти від часів Київської Русі до сучасності. Визначено основні типи приватних вищих навчальних закладів, які існували на території України в період активної розбудови системи вищої освіти, а саме наприкінці ХІХ – на початку ХХ століття (університетського типу, медичні, педагогічні, сільськогосподарські, мистецькі, комерційні та політехнічні). Проаналізовано умови становлення приватного сектору вищої освіти після проголошення незалежності України. Окреслено особливості діяльності сучасних приватних закладів вищої освіти. ; Introduction. Active reforming of higher education in Ukraine in recent years has led to a rethinking of the experience of developing a national education system, including the private sector, which has a significant potential for defining the prospects for development of the field. Purpose. The purpose of the article is to summarize the experience of formation and development of private higher education in the territory of Ukraine in the historical retrospective and at the present stage. Methods. In the research were used general scientific methods (analysis, generalization, comparison), which provided the opportunity to formulate the initial statements and conclusions, distinguish the leading directions of research, and specific scientific methods (textological, retrospective and synchronous analysis) – for the purpose of processing the historiographical work, the source base and normative field of the study with the aim of generalization of experience of domestic private higher education institutions within the wide historical interval. Results. The continuity of traditions of private initiative in the development of native education from the time of Kievan Rus to modern times has been traced. The main types of private higher education institutions that existed on the territory of Ukraine during the period of active development of the system of higher education, namely, the end of the XIX – the beginning of the XXth century (university type, medical, pedagogical, agricultural, artistic, commercial and polytechnic), have been outlined. The conditions of formation of the private sector of higher education after the declaration of Ukraine's independence have been analyzed. The data, including statistics, about the peculiarities of the activity of modern private universities is given. Originality. Development of the private sector of higher education of Ukraine within the wide temporal field and in the context of formation of the domestic system of higher education has been generalized. Conclusion. It is proved that formation of private higher education is a direct result of the renewal of the educational system, its full-fledged entry into new socio-economic and political conditions, which prompts competition among providers of educational services, and consequently to the growth of the quality of education. It is argued that this thesis is relevant for the domestic sphere of education in the historical retrospective and in modern conditions.

У розвідці здійснено спробу окреслення основних напрямів реалізації приватної і громадської ініціативи в галузі вищої освіти країн Європи та Америки: фундування та підтримка недержавних вищих шкіл, організація та здійснення заходів, що сприяли популяризації та масовізації вищої освіти. Приділено увагу особливостям розповсюдження руху за демократизацію вищої освіти, втілення ідеї «розширення університету» – від Англії та США до інших європейських країн: ініціювання та читання публічних лекцій, створення повноцінних народних університетів, закладів інших типів. Доведено визначальну роль приватної та громадської ініціативи в розвитку вищої школи у вказаних просторових межах. Виокремлено специфіку розбудови недержавної вищої школи на території США та європейських країн на сучасному етапі. ; The article attempts to determine the main directions of the implementation of private and public initiatives in the field of higher education in Europe and America, which include: foundations and support of non-state universities, the organization and implementation of activities that promote the popularization and massization of higher education. The history of the formation of higher schools in the USA is shown – from the opening of Harvard College to the development of a network of higher education institutions. Initiatives that were crowned with success were highlighted (both from opening new institutions, and to carrying out further reforms). Attention is paid to the peculiarities of the expansion of the movement towards the democratization of higher education "University Expansion" in the second half of the 19th century, starting with England and the USA in other European countries. These are defined as the initiation and reading of public lectures, the creation of full-fledged public universities. The significance of the professors' heritage in the dissemination of this process is considered. The decisive role of private and public initiative in the development of higher education in the specified spatial limits is proved. The specifics of the development of non-governmental higher education in the United States (where since the beginning of its foundation higher education existed mainly as non-public) and European countries (where private and public initiative was aimed primarily to supporting public higher education and acted as its complement) are highlighted. The necessity of taking into account productive foreign experience in reforming the domestic education system, namely the use of alternative sources of financing, social partnership of higher educational institutions and business structures, and involving the public in the management of the industry, is argued.

У статті на основі узагальнення підходів вітчизняних і зарубіжних учених визначено особливості історіографії проблеми розвитку вищої освіти на території України в кінці ХІХ – на початку ХХ століття. Розкрито ступінь наукового розроблення обраної проблеми, окреслено найменш вивчені аспекти, що потребують поглибленої наукової рефлексії. Висвітлено специфіку імперської, радянської, сучасної історіографії щодо тематики, методологічної бази, характеру та наукового рівня досліджень, представлено динаміку історіографічних інтерпретацій проблеми. Виявлено відмінності в підходах західної історіографії від вітчизняної історіографічної традиції до розробки історії вищої школи. ; The article presents generalization of the approaches of domestic and foreign scientists to the study of the higher education history in Ukraine in the late XIX – early XX century. The degree of scientific elaboration of the chosen problem is revealed, the least researched aspects that require in-depth scientific reflection are outlined. The specifics of imperial, Soviet, modern historiography are highlighted, the dynamics of historiographical interpretations of the problem are presented. The peculiarities of Western historiography of higher education development on the territory of Ukraine in the studied period, in comparison with the domestic one, are determined according to a number of criteria: methodological (polyparadigmality), thematic (breadth of problem-thematic range), stylistic (originality of the author's style), evaluative (lack of categorical conclusions), which are conditioned primarily by continuity of scientific research freedom realization in Western Europe and America. It is determined that Soviet science ignores the European and national discourses of higher education development on the territory of Ukraine in the XIX – early XX centuries. Instead, in the modern historiography, much attention is paid to the Ukrainian dimension of educational phenomena, the state of higher education in Ukraine is compared with the processes in the European and world educational space. It is confirmed that under the influence of foreign historiography for Ukrainian science at the beginning of the XXI century it is important to shift the emphasis from the study of official documents and government policy in higher education, typical of imperial and Soviet historiography, to the study of the possibilities of self-realization of intellectuals aimed at reproducing the spiritual atmosphere of a certain era. The study shows the specifics of generalizing, specialized and narrowly explored works on the higher education development in Ukraine in the XIX – early XX century.

In exploration found out dynamics approaches generators scientific and pedagogical ideas to address the problem of free high school in the context of the European and global dimension. It is proved that the local representatives of the public-pedagogical movement were guided by the ideas and experience of free higher education institutions in Europe and the USA, the practice of the first systematic academic and popular science courses for the people. The statement of the priorities of reform pedagogy on the territory of Ukraine at the end of XIX-th – the beginning of the XX-th centuries, aimed at the implementation of the principles of science, culture, democratization, civic orientation of education. ; У розвідці з'ясовано динаміку підходів генераторів науково-педагогічної думки до розгляду проблеми вільної вищої школи у контексті європейського і світового виміру. Доведено, що вітчизняні представники громадсько-педагогічного руху орієнтувалася на ідеї та досвід вільних вищих шкіл країн Європи і США, практику перших систематичних академічних і науково-популярних курсів для народу. Аргументовано утвердження пріоритетів реформаторської педагогіки на території України в кінці ХІХ – на початку ХХ століття, спрямованих на реалізацію принципів науковості, культуровідповідності, демократизації, громадянської спрямованості освіти.

Розвідка присвячена розкриттю особливостей розвитку недержаної вищої школи у США та Великобританії. На підставі історіографічного аналізу з'ясовано ступінь розробленості обраної проблеми. З використанням ретроспективного аналізу розвитку світового освітнього простору висвітлено джерела становлення недержавних закладів вищої освіти у зазначених англомовних країнах. За допомогою синхронного аналізу перебігу інноваційних процесів у вищій освіті окреслено характерні особливості розвитку недержаної вищої школи у країнах США та Великобританії. ; In the era of information systems and digital technologies, the urgency of developing non-state higher education is primarily related to economic progress and the challenges of a risky society. The investigation is devoted to revealing the peculiarities of the development of non-state higher education in the United States and Great Britain. On the basis of historiographical analysis, the degree of elaboration of the selected problem is determined. Using a retrospective analysis of the development of the world educational space, the historical origins of the emergence and formation of non-state higher education institutions in these English-speaking countries, related to the implementation of church, private and public initiatives. With the help of synchronous analysis of the course of innovation processes in higher education, the peculiarities of the development of the non-state higher school in the USA and Great Britain at the present stage are outlined. The method of synthesis summarizes the main advantages and disadvantages of non-state higher institutions in these English-speaking countries, as well as identifies prospects for further research. The importance of church, private and public initiative in the origin and formation of non-state schools in the United States and Great Britain is revealed, the dominance of the non-state higher education sector over the public in terms of quantity and quality of educational services in these countries. There is a growing tendency to popularize and democratize higher education in the context of the implementation of "ideas of free higher education", primarily due to the spread of the movement for "Enlargement of the University" in the second half of the nineteenth century from Britain and the United States. The role of open universities in providing quality educational services in developed English-speaking countries at the present stage is presented.
