Four years after the end of its uprising against the Gaddafi regime, Libya remains in chaos. It is worth noting that for the third time since their independence in 1951, the Libyans' attempts to create a modern and powerful state seem to be 'wishful thinking'. The first two failed attempts – in 1951 and 1969 – were essentially local affairs without significant consequences beyond the country's borders. The ongoing turmoil which followed in the wake of the Arab Spring in 2011 is leading to serious regional and international destabilization. This paper discusses the main factors of the instability in post‑Gaddafi Libya. According to the authors' analysis, there are the following main obstacles in the process of transition toward democracy and peace: two competing governments, multiplicity of militias and combat groups operating in Libya, jihadism rising in power as well as the regional and ethnic claims for recognition and autonomy. The last part of this paper is devoted to potential scenarios for the future of Libya.
The Secularity Principle of the Fifth French Republic and Its Legal and Political Implications The aim of this article is to analyze two aspects of the French principle of the secular state. The article outlines the characteristics of the normative legitimacy of the separation of church and state, focusing on the documents that introduce and specify this principle. It also presents political aspects of the separation of church and state, especially the evolution of its implementation, which has changed along with the dynamics of the social and political context. The presented argumentation will serve to prove the thesis that the French concept of laïcité is not a clear and uniform political principle since its versions may significantly differ.
Arabska Wiosna przybrała w Libii formę wojny domowej, w następstwie której doszło do zewnętrznej interwencji zbrojnej i obalenia reżimu Muammara Kaddafiego. Bez mała siedem lat od wybuchu wojny państwo nadal pogrążone jest w chaosie. Brak zgody co do kształtu ustrojowego i przywództwa państwa konserwuje status quo i sprawia, że wyjście z impasu jest coraz trudniejsze. W artykule podjęto próbę analizy sytuacji politycznej Libii oraz czynników determinujących impas polityczny, którymi są – zdaniem autorki – przede wszystkim: współistnienie kilku ośrodków władzy, konflikty etniczne, aktywność ugrupowań zbrojnych (milicji), tworzonych zarówno przez wojskowych, jak i islamistów, a także słabość i brak jedności aktorów zewnętrznych, w tym ONZ, w wypracowywaniu kompromisu dotyczącego Libii. ; The Arab Spring in Libya took the form of a civil war, which led to the external military intervention and overthrowing the Muammar Qaddafi regime. Nearly seven years since the war broke out, the country has still remained in chaos. A lack of consensus regarding the form of political system and leadership in the country maintains the status quo and makes the current deadlock increasingly difficult to be broken. The article seeks to analyse the political landscape in Libya as well as the factors affecting the political impasse in the country, which, in the opinion of the author, comprised primarily of the coexistence of several power centres, ethnic conflicts, the activity of armed groups (militias) created both by military members and Islamists, and the weakness as well as the lack of unity in making a compromise on Libya among external actors, including the UN.

Sahel jest regionem o strategicznym znaczeniu. Z punktu widzenia geograficznego stanowi granicę między "białą Afryką Północną" i "czarną Afryką Subsaharyjską". Z punktu widzenia politycznego to obszar, w którym zderzają się interesy państw i społeczeństw subregionu, aktorów zewnętrznych tak państwowych (Chiny, USA, Francja), jak i niepaństwowych (Al-Quaida). W regionie Sahelu krzyżują się międzynarodowe szlaki przemytu narkotyków, broni, nielegalnego transferu ludzi przez Maghreb do Europy. Mając na względzie bezpieczeństwo międzynarodowe, nie bez znaczenia pozostaje fakt, że niedostępne, trudne do kontroli tereny sahelo-saharyjskie są infiltrowane przez ugrupowania radykalnego islamu. Artykuł prezentuje występujące w Sahelu czynniki wpływające na bezpieczeństwo regionalne i międzynarodowe. Zwrócono uwagę na czynniki ekonomiczne, polityczne, społeczne determinujące słabość państw subregionu. Dalsza część artykułu zawiera analizę programów administracji USA podejmowanych wobec regionu, wpisujących się w program "globalnej wojny z terroryzmem". ; The Sahel is a region of strategic importance. From the geographical point of view, it marks the boundary between "White North Africa" and "Black Sub-Saharan Africa". From the political point of view, it is an area where various interests collide - those of the states and communities of the subregion, as well as those of external actors, both states parties (China, USA, France) and non-states parties (Al-Qaeda). International drug, illegal arms, and human trafficking routes into Europe via Maghreb cross in the Sahel region. Taking into consideration the issue of international security, it is important to highlight that radical Islamic groups operate in the inaccessible and difficult to control Sahelo-Saharan desert. The article discusses factors present in the Sahel that have an impact on regional and international security. The main attention is paid to economic, political and social factors which determine the weakness of the Sahel states. The paper also includes an analysis of the US administration's programmes implemented in the region, which are part of the "Global War on Terrorism" campaign. ; Сахель - это регион стратегического значения. С географической точки зрения он представляет собой границу между «белой Северной Африкой» и «черной Африкой южнее Сахары». В политическом аспекте это территория, на которой сталкиваются интересы стран и общественных групп субрегиона, внешних игроков как государственных (Китай, США, Франция), так и негосударственных (Аль-Каида). В регионе Сахель пересекаются международные маршруты контрабанды наркотиков, оружия, переброски незаконных мигрантов через территорию Магриба в Европу. Учитывая международную безопасность, не следует забывать о том, что недоступные, трудно контролируемые области сахело-сахарского региона подвергаются инфильтрации со стороны исламских радикальных групп. В статье представлены встречающиеся в Сахеле факторы, которые влияют на региональную и международную безопасность. Указаны экономические, политические, социальные факторы, обуславливающие слабость государств субрегиона. В дальнейшей части статьи представлен анализ государственных программ США в сахельском регионе, которые составляют часть американской стратегии «глобальной войны с терроризмом».
BETWEEN A POLICY OF ENGAGEMENT AND POSITIVE NEUTRALITY: LIBYA AND TUNISIA ON THE ISSUE OF WESTERN SAHARA The unresolved issue of Western Sahara has been causing serious divisions in the Maghreb region for 48 years, which affects not only political relations, but also economic cooperation. The division into states supporting the independence of Western Sahara and those backing Morocco's position has very strongly polarized the Maghreb region, as well as practically all states of the African continent. Moreover, during the Cold War, this dispute fed into division between states in the Western camp and those identified with the Eastern bloc and socialism, such as Libya. Tunisia was the only country in North Africa, which consistently tried to implement a policy of positive neutrality and because of that it was doomed to occupy a liminal space not only in the region – between Algeria and Morocco, but also in the bipolar world – between the West and the Eastern bloc. This article aims to present the two countries of Tunisia and Libya from the perspective of 48 years of the Western Saharan crisis. Both states, although they do not have a direct border with the territory of Western Sahara, are sometimes involuntarily, as in the case of Tunisia, involved in the largest regional dispute, which to this day casts a shadow over relations in North Africa.
