ACTIVITIES OF THE INTERNATIONAL COMMUNITY TO CREATE CIVIL SOCIETY ORGANISATIONS IN KOSOVO
The aim of the following article is to analyse which subjects of international relations have been engaged in building civil society organisations in post-conflict Kosovo and what kind of actions they have been taking. The article consists of the definition of civil society organisations and their role in state building and nation building. Special attention is paid to the role of those subjects of international relations, which have had the greatest influence in building civil society organisations in Kosovo since 1999. The author sheds also some light on qualitative and quantitative changes in civil society organisations, which have been erected in Kosovo in the last several years.

The South-East European Cooperation Process (SEECP) was launched in 1996, however, its functioning is an ongoing research phenomenon. This regional cooperation format includes all 13 states of South-East Europe. It was established as a forum of political dialogue and consultation, where regional issues could be addressed at the highest level. One of the objectives of the SEECP was security cooperation. The aim of this article is to analyse the role of the SEECP in maintaining security in the region of the Western Balkans. This article argues that since 1996, the SEECP has been evolving and is becoming an important format of regional cooperation in South East Europe, however, it plays a limited role in maintaining the military security of the post-conflict states of the Western Balkans. From the point of view of the members of the SEECP, military security and peace could be obtained through the integration of the participants of the SEECP, in particular those located in the Western Balkans, with the European Union and the North Atlantic Treaty Organization. The article also shows that establishing the SEECP did not eliminate tensions and riots based on ethnicity in some states of the Western Balkans and so, the SEECP still has a lot to do in the matters of reconciliation and good-neighbourliness. The article is based on primary and secondary source analysis, case study method comparative analysis, and the historical method.

The Republic of Kosovo was created several years after the breakup of the Socialist Federal Republic of Yugoslavia. Its problems were visible during Josip Broz Tito's presidency. Over the last ten years Kosovo has had two female presidents. The question is, what is the position of women on the Kosovan political scene? This phenomenon is particularly significant from the point of view of the post-conflict reconstruction of the state. The aim of this article is to analyse the evolution of the role of Kosovo Albanian women in the politics of Kosovo at the central level. For this reason, the article includes women involved in the armed conflict in Kosovo, especially in the activities of the Kosovo Liberation Army (KLA, alb. Ushtria Çlirimtare e Kosovës, UÇK). The author also presents the role of women in the Kosovan political arena since 1999, with particular emphasis on changes that took place after the declaration of independence of Kosovo. Furthermore, the author examines the profiles of selected female politicians. The article is based on an analysis of primary and secondary sources, the comparative and historical method, and an analysis of statistical data.

On January 19, 2012, the European Commission (Commission) decided to launch a visa liberalisation dialogue with Kosovo, and on June 14, 2012, it handed over to Kosovo's government a 'Roadmap Towards a Visa-free Regime'. This document included 95 requirements that Kosovo had to fulfil. By 2016, the Commission had adopted four reports on progress made by Kosovo in the visa dialogue. In a report issued on May 4, 2016, the EC proposed to the Council of the EU (Council) and the European Parliament (EP) to lift visa requirements on the citizens of Kosovo. The Commission stressed that by the day of the adoption of the proposal by the EP and the Council, Kosovo must have ratified the border/boundary agreement with Montenegro and strengthened its track record in the fight against organised crime and corruption. On July 18, 2018, the Commission confirmed in a report on the progress made by Kosovo in the visa dialogue, that the country had fulfilled the last two requirements included in the roadmap. The aim of this article is to analyse the visa-liberalisation dialogue between the European Union (EU) and Kosovo and whether liberalisation through a visa-free regime with Kosovo had an influence on reducing organised crime and corruption in Kosovo. The article is based on an analysis of primary and secondary sources, as well as statistical data.
