Scientific Research in Austrian Security Strategies and Research on Security and Defence

Official documents of the Austrian government indicate the growing dependence of the economy and society on technical infrastructure, which required continuous research. Austria has developed a national research program to promote its economy, technology and cooperation. It is also intended to support the Austrian defence and civilian economy as a coherent part of the EU's research, technology and economic structures. This text is based in particular on primary literature, which includes documents of EU institutions, Austrian security and defence strategies, and statements of the Ministry of Defense. This publication attempts to answer the question of how Austria made an effort to integrate security and defence issues with the national research-technology-innovation system (Forschung-Technologie-Innovation, hereinafter FTI), with the specificity of the domestic industry dominated by small and medium-sized enterprises. This paper is based on the analysis of documents and scientific interpretation of key EU and Austrian positions. The research aims to analyze and understand the role of research in the concept of (national) security in Austria and to link it with the EU's security and defence policy. Research and this publication verify the assumption that the security and strategic autonomy of the EU / Member States require integrated solutions (Europeanization process). Going beyond the soft impact toward hard instruments requires a knowledge-based development and synergies of coherent strategies, technologies and research. The EU saw the need for a structured promotion of research and innovation in the field of security and defence. Austria has been developing such research for several years, mainly at the national level and application. The steps taken by Austria demonstrate the will to operate in wider EU (infra) structures and to benefit from financial instruments while supporting and profiting from socio-economic processes.
Polityka edukacyjna Unii Europejskiej - zarys problemu

Problemem badawczym jest polityka edukacyjna Unii Europejskiej. Artykuł szuka odpowiedzi na pytanie, czy UE prowadzi własną politykę edukacyjną, a jeśli tak, to w czym się ona wyraża. Inną grupą zagadnień jest relacja polityki edukacyjnej państw narodowych wobec działań podejmowanych przez instytucje UE. Kolejny obszar analizy odnosi się do problemów szczegółwych i inicjatyw politycznych UE w edukacji i kształceniu, a odnoszących się do: przemian społeczno-gopodarczych i procesów europeizacji. Podstawą metodologiczną jest desk reaserch, analiza instytucjonalna i zawartości dokumentów/aktów prawnych UE, a także kontekst polityk publicznych. Praca wkorzystuje pojęcia nauk o polityce i studiów europejskich, polityki publicznej – polityki edukacyjnej. Głównym wnioskiem z badań jest stwierdzenie, że UE prowadzi własną politykę edukacyjną, która koncentruje się na celach i wartościach społeczno-politycznych oraz na transformacji ekologicznej i technologicznej.
Dimensions of Social Diversity in Europe

The aim of the publication is to learn the dimensions of social differentiation by applying socioeconomic indicators, as well as to indicate the importance of economic and social conditions as the leading factors in building the social order of national states and the European Union. The main research question concerned the issue whether and under what conditions it is possible to achieve improvement in the level of social cohesion? The experience and knowledge allow to assume that the most important in achieving social and economic cohesion are: the level of economic development and socio-political consensus regarding the distribution and circulation of social goods, rather than the model of national social policy. The adopted assumption was verified, confirmed the dominant role of the social contract, the scope of social solidarism and the developed GDP. These elements determine social development and determine the competitive advantage of national economies. In view of the weakness of institutions and EU-wide solutions, they consolidate the multidimensional disproportions between European societies. The analysis is based on research methods of politics and social policy. Statistical data was provided by national and EU institutions.

The Bologna Process – Between Expectation and Academic Disappointment?The article is an attempt to understand changes in European higher education over the last two decades and to describe them from the perspective of public policies and europeanization processes. This approach was reflected in the development of the OMC and the EHEA. They are the background for the Bologna process. The article attempts to prove that the Bologna Process – in the optics of political science – is an instrument for realizing the values and objectives of European policies, that they are building the European educational and scientific space as one of many EU internal markets.

Zasadnicze pytanie badawcze dotyczyło kwestii czy i w jakich warunkach możliwe jest uzyskanie poprawy w poziomie spójności społecznej? Zebrane doświadczenie i wiedza pozwalają założyć, że istotniejsze w osiąganiu spójności społeczno-gospodarczej są: poziom rozwoju gospodarczego i konsensus społeczno-polityczny względem rozdziału i obiegu dóbr, niż model narodowej polityki społecznej. Przyjęte założenie zostało zweryfikowane, potwierdziło dominującą rolę umowy społecznej, zakresu solidaryzmu społecznego oraz wypracowanego PKB. Elementy te wyznaczają stan rozwoju społecznego oraz determinują przewagę konkurencyjną gospodarek narodowych. Wobec słabości instytucji i rozwiązań ogólnounijnych utrwalają wielowymiarowe dysproporcje między społeczeństwami europejskimi. Analiza bazuje na metodach badawczych nauki o polityce oraz polityki społecznej. Dane statystyczne dostarczyły instytucje krajowe i unijne.
