Legal-political changes in the Russian Federation during the first presidency of Vladimir Putin, covering the years 2000-2008, are the subject of the article. The study first focuses on the strengthening of executive power, both at the central and regional levels, consolidating the power camp and shaping the political system of the state. In the period under analysis, the powers of the President of the Russian Federation were increased, the Federation Council was weakened, control over the regions was strengthened, and a number of rights and freedoms of citizens were limited. In his actions, Putin relied on the power ministries and secured the loyalty of the State Duma and the oligarchs. The United Russia party became his political base. Putin's political opponents and competitors were ruthlessly eliminated from political life. An analysis of the features of the political system of the Russian Federation indicates that it had become an authoritarian state.

The publication discusses the current problems of the sources of electoral law in Uzbekistan, Kyrgyzstan and Turkmenistan. In the indicated countries, the basic sources of electoral law are their constitutions and statutes, which are a development of constitutional norms. Of great importance in the field of electoral law are also acts of international law, the parties to which are the above-indicated states. At the statutory level, Central Asian countries have developed two models of regulation of electoral law norms: the model of dispersed regulation, in which the provisions of electoral law to representative bodies were regulated in separate acts, and the model of concentrated regulation, expressed in one normative act – the electoral code. In each of these countries the system of sources of electoral law is generally consistent in terms of normative technics and axiological values with similar regulations in developed democratic countries.

AbstractThe article presents constitutional principles of the system in Chechnya in the years 1992-2000, the time of the republic's actual independence. The basis of the analysis is the examination of the 12 March 1992 Constitution of the Republic Chechnya. The chief principles of the system of Republic Chechnya, discussed in chapter 1 and 2, were: the principle of sovereignty and independence, the principle of a republican form of government, the principle of a democratic state of law, the principle of freedom, human and civil rights, the principle of sovereignty of the nation, the principle of political representation, the principle of separation and balance of powers, the principle of a unicameralism, the principle of political pluralism, the principle of a parliamentary system of government, the principle of separateness and autonomy of judicial power, the principle of decentralisation of the public power and local government. The conclusion underlines the fact these principles articulated the values and ideals of a democratic order in the independent Chechnya.

In the article was presented an outline of the institution of the Parliament of Chechnya in the years 1991–2000, this means in the period when the Republic enjoyed the real independence from Russia. The following part discusses the regulations of the Constitution of 1992, but also other legal acts concerning the legislative position, term of office and the way of functioning, internal organization, competence and legislative procedure of the Parliament of Chechnya. It was emphasized that the most significant determining factors for a strong Chechen Parliament were: legislative exclusivity, inability to shorten its term of office and extensive creative as well as control powers over the executive. ; W artykule przedstawiono zarys instytucji Parlamentu Czeczenii w latach 1991–2000, tzn. w okresie kiedy republika cieszyła się faktyczną niezależnością od Rosji. W dalszej części obszernie omówiono uregulowania Konstytucji z 1992 roku, ale także innych aktów prawnych, dotyczące pozycji ustrojowej, kadencji i sposobu funkcjonowania, organizacji wewnętrznej, kompetencji i procedury ustawodawczej Parlamentu Czeczenii. W konstatacji podkreślono, że najistotniejszymi czynnikami decydującymi o silnej pozycji czeczeńskiego parlamentu były wyłączność ustawodawcza, brak możliwości skrócenia jego kadencji oraz szerokie uprawnienia kreacyjne i kontrolne w stosunku do władzy wykonawczej.

W artykule omówiono zarys problematyki gruzińskiego parlamentaryzmu, ze szczególnym uwzględnieniem funkcjonowania Parlamentu Gruzji w okresie między 1990 i 2013 rokiem. Autorzy na podstawie zapisów Konstytucji z 1995 roku oraz innych ustaw przedstawili pozycję ustrojową gruzińskiego parlamentu. Nakreślili zasady systemowe i suwerena, omówili kompetencje poszczególnych organów państwa, relacje między prezydentem a rządem, zasady funkcjonowania i całą organizację procesu prawodawczego. Podsumowując należy podkreślić, że pozycja ustrojowa gruzińskiego parlamentu w omawianym okresie jest podobna do funkcjonowania parlamentu w klasycznym systemie prezydenckim.

W artykule przedstawiono instytucję referendum ogólnokrajowego we współczesnym Uzbekistanie, który po rozpadzie Związku Radzieckiego jest od 1991 r. niepodległym i suwerennym państwem. W dalszej części omówiono regulacje prawne dotyczące referendum, zawarte w Konstytucji Uzbekistanu z 1992 r. i ustawie z 1992 r. Analizując ustawę zwrócono uwagę zwłaszcza na takie elementy, jak czynne prawo wyborcze, zasadę jawności, podmioty uprawnione do wystąpienia z inicjatywą przeprowadzenia referendum, organy odpowiedzialne za przygotowanie i przeprowadzenie referendum oraz kryteria ważności referendum. W omawianym okresie w Uzbekistanie odbyły się tylko cztery referenda: dwukrotnie w1991,1995i 2002 r. W konstatacji podkreślono, że referendum ogólnokrajowe w Uzbekistanie spełnia bardzo ważną rolę, stanowiąc w istocie w warunkach państwa o autorytarnym systemie rządów je dyną w pełni demokratyczną formę wyrażenia woli obywateli tego kraju.

In the conclusion it is stressed that the structural position of the Georgian Parliament in the given period is similar to the position of parliaments in the presidential model of government.

The office of the Plenipotentiary Ombudsman for Human Rights was established in Tajikistan on the basis of a relevant bill adopted on March 20, 2008. Statutory regulations normalize every important issue concerning the organization and modes of operation of the ombudsman. Fundamentally they generally meet the standards of analogous acts in force in democratic states. In the normative dimension, one can only object to the method of selecting the Ombudsman, dependent on the President of Tajikistan, which, in turn, questions his independence from the presidential center of power. On the other hand, in the practical dimension, within the reality of the authoritarian system functioning in Tajikistan, the Ombudsman's institution is a façade and is not able to fulfill the functions for which it was appointed. This is evidenced by the Ombudsman's reports, clearly lacking cases relating to first-generation human rights.
