Language policy (both explicit and implicit) of the EU serves several objectives: to ensure the equality of EU member states and their citizens, to enable the smooth functioning of EU institutions, to improve the economic performance of the EU and to create a sense of community within the UE. These objectives are contradictory which leads to a choice between the idealistic principle of equality of languages and the pragmatic inequality of languages, which in turn generates tensions in the EU over the economic and political consequences of both the equality and inequality of languages. The principle that the EU is a free association of member states implies the equality of all 24 (after Croatia's accession) official EU languages. This discriminates against citizens whose mother tongues are different than those 24 languages, and, at the same time, generates problems related to the abundance of languages (organisation and costs of translation/interpretation). The smooth functioning of EU institutions, of the EU economy and market, requires the use of a reduced number of languages which is economically and politically disadvantageous for users of other languages and provokes conflicts as in the case of the unique European patent.

Historię Europy i świata można przedstawić jako historię relacji między terytorium państwa a obszarem językowym. Poza najwcześniejszym okresem państw plemiennych Europę i świat cechowała niezależność państwa i języka – na terytorium państwa mówiono wieloma językami, te same języki były używane w wielu państwach, na tym samym terytorium używano różnych języków w różnych funkcjach. W późniejszych okresach następuje upraszczanie sytuacji językowej – dopasowywanie języka do terytorium i dopasowywanie terytorium do języka, redukcja liczby języków sfery publicznej. Proces ten najintensywniejszy przebieg miał w Europie w epoce nowoczesności i nacjonalizmu (ok. 1800–1950, na części obszaru Europy również później do dnia dzisiejszego). Towarzyszyły temu konflikty polityczne wewnątrz poszczególnych państw i międzypaństwowe zmieniające radykalnie mapę polityczną kontynentu. W efekcie w Europie istnieje niemal idealna sytuacja, gdzie każde państwo ma swój własny język i każdy język ma swoje państwo. Poza Europą podobne procesy zachodzą, w wolniejszym tempie, w większości krajów Azji, gdzie każde państwo ma swój główny język. W Azji jednak nie miało miejsca dopasowywanie terytorium państwa do obszarów językowych. W krajach postkolonialnych w Ameryce, Afryce (poza arabskimi), Oceanii i Azji (Indie, Singapur) cechą charakterystyczną jest to, że językiem państwowym jest język dawnej metropolii kolonialnej. W państwach arabskich dziedzictwo kolonialne powoduje istnienie tych państw i określa ich granice, jednak nacjonalizm arabski jest na tyle silny, by sprawić, że językiem tych państw jest wspólny język arabski.

The article analyses possible interests, attitudes and activities of the major actors in the 'natural gas supply game' in Europe after 1990: Russia/Gazprom, alternative suppliers like countries in the Caspian Sea area, the main consumers of gas and transit countries. It stresses that behaviour of the actors depends on the changing international political and economic situation and conditions in individual countries. Special attention is paid to pipeline projects: Nord Stream, South Stream and Nabucco, and reactions to them, such as building a LGN terminal at Świnoujście (Poland), North-South (Baltic-Adriatic) energy corridor and the Polish-Russian gas contract of 2010.

El lenguaje, la nación y el Estado son tres elementos interrelacionados. Es posible distinguir tres tipos de interrelaciones: 1) lenguaje-nación y Estado, 2) nación-lenguaje y Estado, 3) Estado-nación y lenguaje, las cuales han estado en uso desde el siglo xix, especialmente en Europa y en países y regiones que siguen a Europa como ejemplo, incluyendo casos de nacionalismo y etnoregionalismo. En décadas recientes las políticas de lenguaje se han vuelto más tolerantes con los lenguajes indígenas no nacionales (no necesariamente con las lenguas de imigrantes), generando nuevos movimientos nacionalistas o regionalistas que promueven dichos lenguajes. Estos movimientos tienen problemas para elaborar y difundir las lenguas nacionales estándar, puesto que las poblaciones a las que van dirigidas ya están alfabetizadas en otra lengua estándar. Este artículo examina varios tipos de situaciones lingüísticas resultantes de los procesos mencionados.
