AbstractSince the September 11 tragedy, all aspects of our lives, including our approach to transportation security, have been transformed. In this article, the ways in which transportation has become a global and intermodal enterprise are analyzed with specific attention to the implications of these developments for the security of the system. Such issues as the security of land borders and sea and air entry points as well as the role of containerized freight and aviation are discussed in terms of the situation that existed before September 11 and the changes that have occurred since then. Existing shortcomings and probable future developments are analyzed with particular attention to the potential of energy and other technologies and the role of foreign policy, economic and social development, and conflict resolution.

Bis 1940 konzentrierte sich das Transportwesen in der Türkei auf den Zugverkehr. Wie der Autor darlegt, verlagerte sich der Transport anschließend zunehmend auf den Straßenverkehr, was zum Ausbau zahlreicher Autostraßen geführt hat. Seit den 1980er Jahren dominieren Bemühungen, ein integrales Transportsystem aufzubauen, das vom Straßentransport weg zu anderen Transportmitteln, wie Zug-, See-, Flug- und Pipelinetransport führen sollte. Wie der Autor anhand von zahlreichen Tabellen zeigt, dominiert der Straßenverkehr aber weiterhin den Transport, was der wirtschaftlichen Entwicklung der Türkei und damit ihrem zukünftigen Beitritt zur EU hinderlich sei. Résumé Les systèmes de transport contemporains et les politiques dont ils font l'objet sont examinés sous l'angle de leur rapport au développement durable. La situation actuelle se caractérise généralement par le recours à des politiques qui encouragent le transport motorisé et violent les principes fondamentaux de la durabilité. C'est pourquoi une nouvelle vision du transport durable, où le transport intermodal tant des passagers que du fret ait sa place, est nécessaire. La mise en place d'un système de transport intermodal durable suppose de surmonter de nombreux obstacles et elle n'est possible que si l'on recourt à des systèmes d'élaboration des politiques et de prise de décisions impliquant une véritable participation du public. Mais, les processus de prise de décisions et les mécanismes de participation du public en place sont inadaptés. Il faut concevoir et appliquer de nouvelles approches si l'on veut que ce nouveau paradigme du transport devienne une réalité.

Contemporary transportation systems & policies are discussed in terms of their relationship to sustainable development. The current situation is generally characterized by policies that favor motorization & violate fundamental elements of sustainability. Accordingly, a new vision of sustainable transportation is required, one that incorporates intermodalism for both passengers & freight. Creating a sustainable intermodal system necessitates overcoming many obstacles & can be achieved only with appropriate policy & decision-making systems that incorporate genuine public participation. However, existing decision-making processes & public involvement mechanisms are inadequate. New approaches need to be developed & implemented if the new transportation paradigm is to be realized. 48 References. Adapted from the source document.
