This edited book examines the experience of small states in Europe during the 2015–2016 migration crisis. The contributions highlight the challenges small states and the European Union faced in addressing the massive irregular flow of migrants and refugees into Europe and the Schengen Area. Small states adopted a number of coping strategies and proved relatively effective in navigating the storm they faced. Externally they pursued strategies of shelter-seeking, hiding, hedging and norm entrepreneurship, while domestically they tended to securitize migration and to pursue scapegoating by blaming the EU and other states for the nature and magnitude of the crisis. During this crisis management, their small administrations proved resilient and flexible in their responses, despite suffering from limited resources and being subject to the shifting preferences of stronger actors. This book shows that independent of whether we view the migration crisis as a crisis for the European Union or Europe as a whole, or how we interpret the intensity and severity of the crisis, this was a crisis for small states in Europe. The crisis disrupted the liberal and institutionalized order upon which small states in the region had increasingly based their policies and influence for more than 60 years. This paper argues that Iceland enjoyed essential shelter, for its development and prosperity, provided by Denmark and Britain. Societal relations with Copenhagen were of fundamental importance in the preservation and evolution of Icelandic identity and culture, providing the foundation of the modern society and leading to the establishment of the Icelandic state. Danish financial backups created the basis for the island's economic prosperity in the 20th century. Moreover, Denmark provided partial political shelter in terms of significant diplomatic support in guaranteeing trade agreements with other states. Also, Denmark led by example and Iceland followed its foreign policy. On the other hand, Denmark failed to provide Iceland with protection of its land and waters and economic cover when it was in most need. Moreover, the economic cover it did provide was, at times, highly costly. Denmark had been downgraded to a small European power in the post-Napoleonic period. In practice, Britain was in control over the North Atlantic. It guaranteed Iceland's neutrality and connection to the outside world and markets when the Danish authorities failed in these areas, as long as British interests were also served. Nor did British protection come without cost. Accordingly, this paper confirms the common claim of small-state studies that small states are at the mercy of their larger neighbours. Moreover, our findings indicate that Iceland's growing autonomy did not affect its need for political, economic and societal cover.

The paper argues that there is not necessarily a correlation between political, economic and societal shelter. Iceland received considerable societal and political shelter from Denmark in the period under study, but Denmark failed to provide its remote island with economic cover. Firstly, and most importantly, it provided substantial and highly valuable societal shelter. Copenhagen was the main channel by which new knowledge and technology could enter Iceland. The islanders benefited from educational, health-care and social policies of the crown and it played an invaluable role in preserving Iceland's cultural heritage. Secondly, Denmark provided partial protection of Icelandic waters and land though Iceland's peripheral position continued to be its main protection from outside attacks. However, at the end of our period, the Danish kingdom was in decline and unable to provide political cover. Nevertheless, increased centralization, initiated from Denmark, provided internal order and political stability and citizens became more equal before the law. Thirdly, Icelanders paid a heavy price for the Danish trade monopoly though Icelanders continued to receive partial economic and societal shelter from foreign merchants and fishermen. The crown's policies towards Iceland can largely be explained by current ideological trends at any given time. By being in constant contact with the European continent through Denmark, Icelandic society was part of the societal, political and economic evolution in Europe and managed to avoid isolation despite its geographical remoteness.
