Rational choice theories of the size of government would predict larger demand for redistribution (and, as a consequence, a higher level of redistribution) in more unequal representative democracies operating under conditions of majority voting. To explain the actual mismatch between the distribution of incomes and preferences, the logic of pure self-interest can be refined by introducing past mobility experience and future mobility expectations. In addition, ideological attitudes and values (for example, about the role of individual responsibility in society) are in this respect also assumed to define general welfare attitudes. This article looks at the explanations of the actual intensity of the demand for redistribution in a transition country that shows high levels of support for various state activities while not showing an extremely high level of inequalities.

A l'aide de témoignages devant les cours féodales, dans cas de fornication, cet article étudie le comportement sexuel des paysans et les pratiques de contrôle des naissances. Des preuves sont fournies quant au droit de la communauté du village de sanctionner et d'admonester les fauteur en cas de méfaits sexuels et d'utilisation d'artifices pour éviter les conceptions. Il y a quelques références à la seule méthode effective de contrôle des naissances pour les paysans hongrois du 18e. siècle, notamment le coïtus interruptus. Pourtant beaucoup de femmes ont certainement dû recourir aux gris-gris et aux potions, dans une vaine tentative d'éviter une grossesse. Si ces méthodes rataient, elles eurent recours à une tentative d'avortement. Une dernière partie de l'article traite des rares cas rencontrés concernant l'homosexualité tant entre mâles qu'entre femmes.

A társadalomkutatási célú empirikus adatfelvételek egyik legnagyobb kihívása a csökkenő válaszadási hajlandóság. A probléma nem csak Magyarországon, nem csak egyik vagy másik vizsgálatsorozatban jelentkezik, és nem is egyik vagy másik adatfelvevő céghez kötődik. Mivel a részvétel és az elutasítás nem véletlenszerűen oszlik el a vizsgált populációkban, a megvalósult adatfelvételek interpretációjához és validitásának értékeléséhez elengedhetetlen, hogy többet tudjunk a nemválaszolók társadalmi-gazdasági karakteréről. Cikkünkben egy ezzel kapcsolatos kutatásról számolunk be. Alapkérdésünk az, hogy miképpen jellemezhetők a nem vagy nehezen elérhető csoportok, és hogyan lehet/érdemes változtatni az adatfelvételi eljárásokon ahhoz, hogy jobb legyen az elérés. Kutatásunk Magyarországon hiánypótló, "re-contact" típusú adatfelvétel; a European Social Survey 8. hullámának eredeti, kiinduló címlistájához ismét visszamentünk egy rövid kérdőívvel, és megvizsgáltuk, hogy az ismétlés mennyire hoz más eredményeket az első vizsgálathoz képest. A mindkét felmérésben sikeresen lekérdezett címek aránya 25,7%, a mindkét felmérésben elérhetetlen (no- contact) válaszadók aránya 6,5%, a stabilan válaszmegtagadóké 11,3% volt. Kutatásunk egyértelműen bizonyította, hogy egy adott vizsgálat sikertelen eseteit nem szabad "reménytelennek" tekinteni, hiszen az ő körükben is majdnem akkora volt a második körös elérés, mint amekkora magában a fő vizsgálatban volt (38,3 százalék a 41,1 százalékhoz viszonyítva). Az elérhetetlenség és a nemválaszolás meghatározói között a megkérdezettek társadalmi-gazdasági jellemzőit, az adott címekhez tartozó települési- lakókörnyezeti jellemzőket és az adatfelvételi apparátus jellemzőit vizsgáltuk, utóbbi két tényezőcsoport változóit pedig közvetlenül a kérdőív válaszaihoz kapcsoltuk. Eredményeink alapján az újra elérés sikerességét a demográfiai jellemzők mellett terepmunka-specifikus tényezők is befolyásolják, az általános el nem érés esélyeire pedig a települési lejtő mellett a lakókörnyezet fizikai állapota is lényegi hatást gyakorol. Vizsgálatunk utal arra is, hogy a nemválaszolás mintázatait a mintavétel során nem figyelembe vehető pszichológiai tényezők is befolyásolják: ilyen hatásra utal például az objektív anyagi helyzet és annak szubjektív értékelése között talált sajátos interakciós hatás. Cikkünk végén a tanulságok mellett további kutatási irányokra és konkrét adatfelvételi technikákra is javaslatot teszünk.

Cikkünk kérdése: Milyen hatással járhatott a gazdasági válság, vagyis a háztartásokat érő sokk a társadalmi előrejutással és az állam szerepével kapcsolatos attitűdökre Magyarországon a 2007 és 2016 közötti időszakban? A Tárki Háztartás Monitor 2007-es és 2016-os vizsgálatai alapján készült elemzésünknek a társadalmi előrejutásra és az állam szerepére vonatkozó attitűdadatai romló tendenciát mutatnak, amennyiben csökkent az egyéni törekvésbe vetett hit és nőtt az állami szerepvállalás iránti igény. Ugyanakkor azt találtuk, hogy ezek a jelenségek csak kismértékben függhettek össze a háztartásokat ért anyagi sokkokkal. A sokkot el - szenvedők között magasabb volt azok aránya, akik szerint az előrejutáshoz nem a kemény munka a legfontosabb, illetve a munkanélküliséggel erősebben sújtott háztartások tagjai nagyobb mértékű állami beavatkozást tartottak szükségesnek, azonban a vizsgált attitűdök többségét nem befolyásolta az átélt válságsokk. Arra következtetünk, hogy a piacgazdasági mechanizmusok elfogadottságának és általában véve a paternalizmusnak nem egyszerűen a személyes érintettség és az egyéni hasznosság a mozgatórugója; a magyarázatoknak nem feltétlen a gazdasági ciklusokból, hanem mélyebb és általánosabb tendenciákból kell kiindulniuk.

Governments of the Czech Republic, Hungary and Poland implemented reforms of family benefits in the mid-1990s. What were the common features of those reforms and what were the possible effects on child poverty? Based on household micro data, trends in poverty among children, large families and single parents are presented for two data points: one before and one after the restrictive reforms in family policies. The focus of the analysis is on changes in the effectiveness of benefits on child poverty reduction. Child poverty increased during the observed period in all three countries, despite the efforts of governments to smooth the harmful effects of the economic downturn. Large differences in poverty levels and patterns between the three countries persisted. A relative worsening of the income position of children was accompanied by an increased level of targeting, reflected in general attempts to exclude higher-income groups from the benefit regimes. The results in the paper suggest that social transfers in general, and family benefits in particular, contributed to reduce significantly child poverty in the Czech Republic, Hungary and Poland. However, reduction rates decreased between the early and the later 1990s. Current and future reform considerations should therefore include the objective to reverse this trend.

RésuméL'étude des populations paysannes dans la Hongrie des XVIIe-XVIIIesiècles permet de comprendre comment les sociétés anciennes pouvaient rester aux marges de la culture écrite. À cette date, l'illettrisme est général chez les ruraux hongrois, qui ne savent pas signer, sinon d'une croix, les documents officiels que, pourtant, tous ne sont pas inaptes à déchiffrer. On distingue mal, en effet, dans les sources d'archives, les illettrés des semi-alphabétisés qui savent lire mais non écrire, et ont accès aux livres de prières et au psautier, mémorisés par cœur et récités à l'unisson. Au XVIIIesiècle, l'alphabétisation connaît un progrès notable au sein du monde paysan; pour autant, les ruraux illettrés, qui demeurent nombreux, continuent de prêter à l'écrit (livres, opuscules non reliés, lettres...) un pouvoir et une autorité considérables, voire une valeur magique, que les procès pour faux en écriture et pour sorcellerie contribuent à mettre en évidence.

AbstractThis paper reports the results of a survey on the tax awareness of the Hungarian population. Knowledge of tax types and levels is investigated, followed by questions on preferences for state expenditures. The design of the survey is aimed at a contingent evaluation of public sector involvement in health, pensions and higher education. The results show that fiscal illusions have their roots in poor knowledge of the tax cost of public expenditures. When people are provided with additional information on these factors, preferences for state involvement seem to diminish. Possible reform scenarios can be modelled with alternative formulations of institutional arrangements. Respondents tend to have most support for mixed strategies, while 'pure state' and 'pure market' solutions receive the lowest levels of support. However, since the outcome of any public sector reforms depends heavily on evaluation of the current regimes, an extensive part of the paper is devoted to the investigation of the 'status quo effect'. The paper, though descriptive in general, provides normative evaluations and suggestions for further reforms.

Despite the rise in employment, consistently high EU-average poverty rates continue to generate debates about the factors that explain the level and changes in the relative poverty rate, both within and across countries. Assuming a strong negative correlation between poverty and employment, the article investigates the role of four mechanisms responsible for this blurred relationship. Using decomposition analysis and macro-level regression analysis, we investigate the extent to which (i) the distribution of employment across households with different levels of work intensity, (ii) the expansion of non-standard work, (iii) the change in the effectiveness of social welfare systems, and (iv) the change in median income and the corresponding shift in the poverty threshold have contributed to changes in relative income poverty in the last decades. We found that employment growth benefits poverty reduction, but this positive effect was partially offset by the precarious characteristics of some newly created jobs. If the distribution of jobs had favoured the jobless more in the pre-crisis period, the relative income poverty rate would have been lower. Although the share of persons in jobless households decreased during the recovery years, their risk of poverty increased due to the retrenchment of social transfers during and after the Great Recession. Furthermore, the use of a floating threshold, which is linked to changes in median income, underestimates the strength of the relationships between poverty, employment and social transfers: when the poverty threshold is kept fixed, not only do the dynamics of poverty look different, but the estimated coefficients are considerably larger.
