The Great Recession of 2008 has led to elevated unemployment in Europe and thereby revitalised the question of causal health effects of unemployment. This article applies fixed effects regression models to longitudinal panel data drawn from the European Union Statistics on Income and Living Conditions for 28 European countries from 2008 to 2011, in order to investigate changes in self-rated health around the event of becoming unemployed. The results show that the correlation between unemployment and health is partly due to a decrease in self-rated health as people enter unemployment. Such health changes vary by country of domicile, and by individual age; older workers have a steeper decline than younger workers. Health changes after the unemployment spell reveal no indication of adverse health effects of unemployment duration. This cluster-randomised study analyses the implementation of a family intervention model (the HOLF model) on four target areas: parental employment, the financial and housing situations, and the social inclusion of children. The study compares family coordinators implementing the HOLF model including tools, schemes and supervision structures, with those implementing local family intervention practices. All twenty-nine participating Labour and Welfare offices received two family coordinators per office, with a caseload of twenty-one families. Of the offices, fifteen were randomised to implement the HOLF model, while fourteen implemented local family intervention practices. In a twelve-month follow-up of 862 parents, baseline and T2 questionnaires and administrative data show a significant improvement on financial situation and children's social inclusion; however, with no differences between offices implementing the HOLF model and those implementing local family intervention practices. The results show the need for further analyses of key elements and implementation practices within family intervention projects.

AbstractOver the last decades, evidence‐based public policy has emerged as a concept and field of research, presenting methodological approaches from the natural sciences as the ideal. However, empirical and interdisciplinary research on the relationship between methodological approaches and policy impact remains scarce. The aim is to investigate whether the impact of evaluations on development of new ideas and policies depends on methodological approaches. Data are drawn from a survey among policy‐makers (n = 222) in six Norwegian agencies. Applying linear regression models, we analyse whether 'evaluations provide new ideas and perspectives' and if 'evaluations play a major role as a foundation for policy‐making', and if these aspects depend on the reason for conducting the evaluation and the type of data collection. The civil servants report strong belief in evaluations' impact on policy and development of new ideas; however, this is more or less independent of type of methodological approaches. Exceptions are evaluation using observational data, interviews, or case studies and evaluations conducted with the intention of obtaining new knowledge. The article brings new empirical knowledge regarding the way different methodological approaches contribute to the usefulness of evaluations. Supporting the criticism of a rigid understanding of the meaning of evidence.

AbstractIncreased child poverty in Europe has urged the need for poverty alleviating measures, such as family intervention projects. In this project, family coordinators follow-up low-income families on multiple areas. The cluster-randomised evaluation compares effects of governmental and local family intervention projects on social work practices in Norway. Of the twenty-nine participating Labour and Welfare offices, fifteen were randomised to the experimental condition and received the governmental model for comprehensive follow-up (HOLF) model, including manuals, schemes for follow-up work and supervision structures. The fourteen offices randomised to the control group developed local models for the follow-up. The data comprise baseline (n = 58) and eighteen-month follow-up questionnaires to family coordinators. Effects on goal-focused meetings, relational skills, empowering and comprehensive follow-up processes and the coordination of services were measured. After adjusting for the nested structure of the data in a two-level model, the findings demonstrate that family coordinators from experimental group offices achieved more goal-focused meetings (p < 0.001) and demonstrated more relational skills (p = 0.011), compared to family coordinators from control group offices. Results demonstrate that the HOLF model increased the quality of the follow-up when compared to locally developed family intervention projects. The findings are discussed in the context of social work with families in poverty.

Recent developments within activation policies emphasise tailor‐made and individualised services; however, little is known of what the effects of these initiatives are. The aim of this study was, therefore, to analyse, in a cluster‐randomised design, the long‐term effects of an individualised follow‐up model on welfare recipients' self‐sufficiency. The follow‐up model systematises the work done by social workers within the Qualification Programme, which is a welfare‐to‐work programme in Norway. In the study, 18 labour and welfare offices were randomised to experimental and control groups. The data consist of baseline questionnaires for Qualification Programme participants (n = 617) and follow‐ups based on administrative data at 12, 24 and 30 months after baseline. The results show significant effects of individualised follow‐up on self‐sufficiency at the 30‐month follow‐up and strong positive trends at the 18‐ and 24‐month follow‐ups. Thus, comprehensive and individualised follow‐up of participants within activation programmes seems to generate positive long‐term effects on self‐sufficiency.

Using as an example a project where the Norwegian Labor and Welfare Directorate developed a comprehensive model for the follow-up of low-income families, this article demonstrates the process of developing a program theory for policy-initiated interventions. The data consist of interviews with program developers, political documents from early stages, and observations of the program's development. The results demonstrate that, although research inspired the program developers, the program was also the outcome of policy priorities, experiences from earlier projects, and input from the practice field. Multiple sources contributed to its relevance for the practice field, however, increasing its complexity. The program includes several intervention levels and follow-up areas, and partially builds on elements found to be important across interventions. Although a program theory can be difficult to conceptualize within policy-initiated interventions, it is important to articulate it prior to evaluation and, if necessary, reassess it when data have been analyzed. ; This work was supported by the Norwegian Labour and Welfare Directorate. ; acceptedVersion

Background: Changes over time in self-rated health (SRH) are increasingly documented during the current economic crisis, though whether these are due to selection, causation, or methodological artefacts is unclear. This study accordingly investigates changes in SRH, and social inequalities in these changes, before and during the economic crisis in 23 European countries. Methods: We used balanced panel data, 2005–2011, from the European Union Statistics on Income and Living Conditions (EU-SILC). We included the working-age population (25–60 years old) living in 23 European countries. The data cover 65,618 respondents, 2005–2007 (pre-recession cohort), and 43,188 respondents, 2008–2011 (recession cohort). The data analyses used mixed-effects ordinal logistic regression models considering the degree of recession (i.e., pre, mild, and severe). Results: Individual-level changes in SRH over time indicted a stable trend during the pre-recession period, while a significant increasing trend in fair and poor SRH was found in the mild- and severe-recession cohorts. Micro-level demographic and socio-economic status (SES) factors (i.e., age, gender, education, and transitions to employment/unemployment), and macro-level factors such as welfare generosity are significantly associated with SRH trends across the degrees of recession. Conclusions: The current economic crisis accounts for an increasing trend in fair and poor SRH among the general working-age population of Europe. However, previous comparisons have used the European Union Statistics on Income and Living Conditions (EU-SILC), despite known comparability issues. We present new results from the higher-quality European Social Survey (ESS), compare these to EU-SILC and the EU Labour Force Survey (EU-LFS), and also examine trends in the disability employment gap in Europe over the financial crisis for the first time. Methods: For cross-sectional comparisons of 25 countries, we use micro-data for ESS and EU-SILC for 2012 and compare these to published EU-LFS 2011 estimates. For trend analyses, we use seven biannual waves of ESS (2002–2014) with a total sample size of 182,195, and annual waves of EU-SILC (2004–2014) with a total sample size of 2,412,791. Results: (i) Cross-sectional: countries that have smaller disability employment gaps in one survey tend to have smaller gaps in the other surveys. Nevertheless, there are some countries that perform badly on the lower-quality surveys but better in the higher-quality ESS. (ii) Trends: the disability employment gap appears to have declined in ESS by 4.9%, while no trend is observed in EU-SILC – but this has come alongside a rise in disability in ESS. Conclusions: There is a need for investment in disability measures that are more comparable over time/space. Nevertheless, it is clear to policymakers there are some countries that do consistently well across surveys and measures (Switzerland), and others that do badly (Hungary).

Using a cluster-randomised design, this study analyses the effects of a government-administered skill training programme for social workers in Norway. The training programme aims toimprovesocial workers' professionalcompetences byenhancingandsystematising follow-up work directed towards longer-term unemployed clients in the following areas: encountering the user, system-oriented efforts and administrative work. The main tools and techniques of the programme are based on motivational interviewing and appreciative inquiry. Thedata comprise responses to baseline andeighteen-month follow-up questionnaires administered to all social workers (n ¼ 99) in eighteen participating Labourand Welfare offices randomised into experimental and control groups. The findings indicate that the skill training programme positively affected the social workers' evaluations of their professional competences and quality of work supervision received. The acquisition and mastering of combinations of specific tools and techniques, a comprehensive supervision structure and the opportunity to adapt the learned skills to local conditions were important in explaining the results ; Postprint version of published article

AbstractChild maltreatment has been a prominent topic on the political agenda for the past decade. However, while there are several types of interventions that can potentially benefit the prevention of child maltreatment, uncertainties remain regarding the transferability of these interventions to different contexts and their overall impact. Consequently, we conducted a systematic review of intervention studies aimed at preventing child maltreatment. We searched for studies published between 2016 and 2021, using predefined keywords from various bibliographical databases including PsycINFO, SocINDEX, Social Care Online, Web of Science, and ASSIA. The initial literature search yielded 3221 studies based on titles and abstracts, after removing duplicates. Out of these, 251 studies were screened based on full texts, resulting in the selection of 56 studies that met our inclusion criteria and were retained for extraction and analysis. The screening and data extraction processes were conducted by at least two independent reviewers. Given the heterogeneity of the included studies, we performed a narrative synthesis and categorized the 56 studies based on intervention type, control condition, outcomes, effects and quality. The results indicated that most of the studies employed individual randomization, with the control group most often receiving treatment as usual. Home visiting programs and educational interventions emerged as the most prevalent types of interventions. The review also demonstrated that a significant number of the included studies reported positive effects on one or more outcomes, such as indicators of maltreatment, suboptimal parenting practices, and problematic child behaviors. While nearly one-third of the studies did not report an effect size, those that did reported varying types of effect sizes. Additionally, only a few studies met the assessed quality criteria.
