This article investigates the daily travelling practices that are related to mobile-only, fixed-only and combined mobile/fixed use of the Internet, and the social differentiations that are related to these three ways of accessing the Internet. Survey data ( N = 612) collected from Finland in 2011 are analysed. The article shows that mobile-only Internet use is not associated with particularly diverse or frequent daily travelling practices, whereas combined mobile/fixed use is. Mobile-only Internet users are, in fact, in a relatively disadvantaged position – compared with other users, they are more typically unemployed and their household income is lower. The mobility of Internet access as such does not guarantee a safe social position in society. Mobile Internet use must be complemented with fixed use, which brings about more versatile and frequent travelling. The finding suggests that the 'mobile-rich get richer' when it comes to Internet use and daily travelling practices.

This article explores the use of e-government services from the perspective of digital divides. First, it aims to find out which socio-demographic, economic and geographical factors predict the use of e-government services. Second, the article aims to show whether these factors moderate the way in which the time spent on the Internet is associated with the use of e-government services. The article is based on survey data (N=612) collected in Finland in May–June 2011 and is analysed by using a logistic regression modelling. Results show that gender and income moderate the link between the Internet and e-government service use. The more that women use the Internet, the more they use the government's electronic services. However, among men, the use of e-services does not increase similarly with the use of the Internet. Regarding income indicators, results imply that e-service use increases with Internet use but only among the respondents with low income levels. Additionally, the article shows that education, children, income and the size of the place of residence have major effects on the use of the government's e-services. Lastly, the empirical results are briefly discussed in relation to the digital divide discussion and some policy implications are presented. ; peerReviewed

This article explores how the time spent on the Internet is associated with printed and online newspaper reading. The direct and moderating effects of gender are especially investigated. The survey data ( N = 612) collected from Finland in 2011 are analysed by using hierarchical regression modelling. The results of the study show that Internet use has a displacement effect on printed newspaper reading but only among male respondents. In contrast, results show that more women spend time on the Internet the more frequently they also read printed newspapers. This finding is in line with the so-called efficacy hypothesis. No similar moderating effect of gender was found when exploring online newspaper reading. However, it was noted that men read more online newspapers than women. Lastly, the results of this study call for further investigations on other interaction effects, which have capacity to clarify how one medium can substitute and displace the other.

In the aftermath of the fall of the Iron Curtain, the European Union (EU) has included more and more new member states from Central and Eastern parts of the European continent. This enlargement process has increased the cultural diversity of the European community as new languages and minority groups have been subsumed into the EU. It is the purpose of this article to discuss the challenges that result from the EU's enlargement, together with the added intra-European mobility of cultures, that affect the national knowledge infrastructures. Based on recent social scientific scholarship on mobility and cultures, this article proposes that knowledge management in contemporary Europe is not only a technological or organisational issue but also a cultural question. Since people are free to move within the EU, it becomes of greater importance not only to increase our understanding of other cultures but also to ensure that member states can provide public services for EU citizens arriving from other cultural regimes. The paper shows that, because of the increased mobility of cultures, national knowledge infrastructures have to be opened and remodelled. New forms of collaboration between national knowledge systems are needed to guarantee the equal treatment of people representing different cultures in contemporary Europe. ; peerReviewed
