Les collectivités locales ont de plus en plus fréquemment recours à des dispositifs délibératifs et des assemblées citoyennes comme moyen de répondre à la crise démocratique et renforcer la proximité entre élus et citoyens. Si les résultats de ces expérimentations sont à ce jour mitigés, ils dessinent la voie d'une nécessaire rénovation démocratique.

Le retour du tirage au sort en politique depuis quarante ans tient beaucoup à son appropriation par les théories de la démocratie délibérative, qui ont fait de dispositifs tirés au sort les espaces centraux de la délibération démocratique. Cette appropriation n'avait pourtant rien d'évident. Elle tient à la trajectoire scientifique de certains de ses promoteurs et à des évolutions parallèles au sein du champ politique. En dépit du vent de fraîcheur qu'elle fait souffler sur le gouvernement représentatif, la promotion scientifique du tirage au sort ne s'est pas nécessairement traduite par une démocratisation de la démocratie. Si ces expérimentations contribuent à démontrer les capacités délibératives des citoyens ordinaires, elles n'ont qu'exceptionnellement contribué à accroître leur pouvoir dans la prise de décision. La focalisation des recherches sur l'analyse des dynamiques délibératives au sein des dispositifs tirés au sort a dès lors été fortement critiquée par des théoriciens revendiquant un retour à l'inspiration habermasienne initiale d'une plus grande délibération dans l'espace public, et non au sein de mini-publics. Ce tournant systémique a marginalisé le tirage au sort au sein de la théorie délibérative la plus récente. Après avoir retracé ce cheminement intellectuel, nous voudrions esquisser quelques pistes de réflexion sur la façon dont le tirage au sort pourrait contribuer à ranimer la flamme critique de la théorie délibérative, via son usage oppositionnel par les mouvements sociaux.

International audience ; Random selection grand come-back in politics in the last forty years is partly due to its incorporation by the theories of deliberative democracy, that have made of randomly selected devices the central forums of deliberation. This integration was, however, far from being self-evident. It stemmed from the scientific trajectory of its proponents and from parallel trends in the political field. Despite, the fresh air random selection brings to representative government, its scientific promotion has not necessarily meant a democratization of democracy however. While such experiments have demonstrated the deliberative capacities of ordinary citizens, they have only exceptionally increased their power in decision-making processes. The focus put by research on the analysis of deliberative dynamics within randomly selected devices has therefore been harshly criticized by some deliberativists who reclaim a needed come back to Habermas' initial inspiration of a greater deliberation in the public sphere rather than confined in mini-publics. This systemic turn has marginalized random selection within the most recent deliberative theories. A pesar del aire fresco que ha insuflado al gobierno representativo, la promoción científica del sorteo no se ha traducido necesariamente en una demo- cratización de la democracia. Estos experimentos contribuyen a demostrar las capacidades delibera- tivas de los ciudadanos ordinarios, pero tan solo en casos excepcionales han contribuido a incrementar su poder en la toma de decisiones. La focalización de las investigaciones sobre el análisis de las diná- micas deliberativas en el interior de dispositivos sorteados ha sido, por tanto, muy criticado por estudiosos que reivindican un retorno a la inspi- ración inicial habermasiana de una deliberación más amplia en el espacio público, no restringida al interior de los mini-públicos.
