International and domestic observers alike were astonished by the results of Peru's recent presidential election. In the 5 June 2011 runoff against Keiko Fujimori, Ollanta Humala, the 2006 runner-up, won office with 51.5 percent of the vote. The 2011 presidential contest -- the third since the fall of fujimorismo -- highlighted both the scope and limitations of the democratic gains made in the last ten years. Is it a contradiction to say that Humala's victory stemmed from the volatility of the electorate even as the socioeconomic profile of the typical Humala voter remained remarkably similar from 2006 to 2011? Does the continuity of a humalista vote undermine an explanation based on the contingency of electoral volatility and sustain the thesis of a vote motivated by discontent with the system? Segun sostiene el autor, su examen puede resultar util para analizar dicha crisis, buscando obtener conclusiones que sirvan como hipotesis de trabajo para la comprension de otros casos nacionales. En el Perú, el 2006 fue un año electoral. A lo largo de éste se renovó a todas las autoridades cuya designación depende de elecciones populares. El hecho más saltante fue el triunfo de Alan García en las elecciones presidenciales, así como el sorprendente auge y posterior desplome del candidato antisistema, Ollanta Humala, entre la elección presidencial de abril y las regionales y municipales de noviembre. El discurso anti-sistema y la imagen de autoridad que proyectó el capitán en retiro Ollanta Humala concitó un amplio apoyo electoral, cuya distribución geográfica puso en evidencia las divisiones sociales que atraviesan el país. As a result of neoliberal policies, a totally new scene and social structure have developed in Peru: a society of those excluded, where distance increases between individuals, and the state sets itself apart from the majorities. The political parties, together with the state, are called to establish a new interrelationship between the citizens and the government, constructing a political community that leads to development, and not to exclusion. The authors analize this phenomenon and defend the premise that a democracy accompanied by changes in favour of the people is the only way to achieve legitimacy and permits integration of the individuals
