An outline of the various scenarios and mid-term implications as they are discussed in a recent expertise that is part of the Joint Energy Programme run by two London-based think-tanks, the Policy Studies Institute and the Royal Institute of International Affairs. Emphasis is put on a stronger EEC role in helping the Gulf states to meet the revenue crisis, in coordinating a multinational aid effort to help countries like Egypt, Jordan and Pakistan, which are indirectly but severely hit and finally in obviating the dangers of bi-lateralism in oil trade. Instead the possibility of an EEC-GCC free-trade area is examined. (DÜI-Asd)
