Addressing issues of regional inequalities and supporting 'left behind' regions is a global issue, but analysis of international regions that have successfully levelled up is limited. Developing and implementing effective place-based policies is critical for recovery from the Covid-19 pandemic but remains an under-explored issue. This paper provides insight into different policies and tools used to support left-behind places. Comparing experiences of addressing socio-economic challenges in Greater Lille, Nantes, the Ruhr region, San Antonio and Estonia, it discusses what ingredients for successfully addressing inequalities are, what has worked well, and future challenges. It identifies seven "foundations" for levelling up and stresses the importance of levelling up "within" regions and not just levelling up "of" regions given how despite economic growth in the case study places, clear socio-economic disparities continue to exist. In particular, it debates opportunities to support levelling up through financial management and governance tools.

We seek to answer a deceptively simple question: why do private citizens in liberal democracies offer hospitality to undocumented migrants? Through qualitative interviews with French citizens, we propose three reasons. The first is widely recognized in the scholarly literature: hospitality is offered out of a care and concern for vulnerable and precarious migrants. However, we uncover two additional reasons that are not acknowledged in studies on hospitality. One is the desire by citizens to uphold the basic principles and ideals of their own society (what we call "care for the world"). Another is the desire on the part of citizens themselves to become a different and better kind of person by practicing hospitality (what we call "care of the self"). We provide a multifaceted account of what motivates citizens to offer hospitality even in situations where it is outlawed by their own governments.

PurposeThis paper aims to explore challenges and opportunities of shifting from physical to virtual employment support delivery prompted by the Covid-19 pandemic. It investigates associated changes in the nature and balance of support and implications for beneficiary engagement with programmes and job search.Design/methodology/approachThe study draws on longitudinal interviews conducted with beneficiaries and delivery providers from a neighbourhood-based employment support initiative in an English region with a strong manufacturing heritage between 2019 and 2021. The initiative established prior to the Covid-19 pandemic involved a strong physical presence locally but switched to virtual delivery during Covid-19 lockdowns.FindingsMoving long-term to an entirely virtual model would likely benefit some beneficiaries closer to or already in employment. Conversely, others, particularly lone parents, those further from employment, some older people and those without computer/Internet access and/or digital skills are likely to struggle to navigate virtual systems. The study emphasises the importance of blending the benefits of virtual delivery with aspects of place-based physical support.Originality/valuePrevious studies of neighbourhood-based employment policies indicate the benefits of localised face-to-face support for transforming communities. These were conducted prior to the Covid-19 pandemic and the more widespread growth of virtual employment support. This study fills a gap regarding understanding the challenges and opportunities for different groups of beneficiaries when opportunities for physical encounters decline abruptly and support moves virtually.
